Pensions and benefits in 2021 will be indexed in two stages - in February and April.

Changes from February 2019

More than 40,000,000 benefit recipients will feel the first positive changes in the legislation of the Pension Fund of the Russian Federation from February 1, 2019. According to the law, every year government provision undergoes indexation corresponding to the level of price increases over the past year. That is, if inflation reached 3% in 2021, then insurance payments should increase by exactly that percentage. However, Tatyana Alekseevna Golikova stated that each non-working pensioner, on average, expects an increase in pension of 1,000 rubles. According to the calculations of the Pension Fund of the Russian Federation, this will be slightly more than 7%.

It should be understood that the increase in February 2021 will be the same 3-4%, i.e. 2021 inflation rate. The next increase in pensions for working pensioners in 2021 will occur on April 1.

Changes from April 2019

If in February the pension should increase by 3-4%, then pensions from April 1, 2021 will rise by another 3%. At the same time, this stage of increase depends on the parameters of the funds that will go to the Pension Fund of the Russian Federation due to the finalization of the pension bill. According to pension fund calculations, this figure will be 3.05%.

How much will pension indexation be in 2019?

This year, the amount of payments will also be increased. It may not be a very large premium, but for most older people even such premiums play a key role.

In the coming year, it is planned to add a premium in the form of indexation. The average amount of the supplement will be about a thousand rubles per month.

Indexation will concern only that part of people who have already stopped working - namely, non-working pensioners.

• Persons who have lost their breadwinner and receive a pension.

Good to know! Citizens who receive state and social pensions will not receive the assigned indexation for pensioners at the beginning of the current year. These individuals are guaranteed to receive it only in early April.

For working pensioners

For those pensioners who continue to work, indexation is not provided . This decision is due to the fact that pensioners, while retired and receiving old-age pension payments, also carry out working activities. At the same time, they have additional income, a kind of increase.

For this reason, according to the authorities, such people do not need indexing. But officials do not understand that this decision to stay working is not because they want to earn more money, but because they simply do not have enough payments to live normally. So, working older people should not expect any changes in 2021 regarding indexation.

Calculation of pension indexation in the new year

Despite the fact that Deputy Prime Minister Golikova approved an increase in pensions by 1,000 rubles per month in the new year, not everyone will receive this amount. This indicator was calculated based on the average pension in the Russian Federation (in 2021 it is approximately 14,400 rubles). But if the pension is below the average, then the increase will be less than stated.

The increase for citizens who have completed their working career in the coming year will become more significant than it was before. If on average per year the benefit of the average pensioner increased by 500 rubles and was directly proportional to the level of inflation, now the annual increase will be about 1,000 rubles, which will allow the average to change from 14,000 to 20,000 rubles by 2024.

Indexation of pensions for non-working pensioners in 2021

In fact, the indexation of pensions according to the new principle was included in the Law on Raising the Retirement Age itself. The provision on this was contained in an amendment to it. Funds for increasing pensions in 2021 were included in the Pension Fund budget in advance. The term of traditional indexation and its size have been changed. Pensions were indexed from January 1, the increase was 7.05%.

Previous indexation legislation provided for the following:

• The annual increase in pension was made on February 1 after calculating last year's inflation. The pension coefficient and fixed payment were indexed. The purpose of indexation is to compensate for inflationary price increases.
• Additional indexation could have been carried out on August 1 at the initiative of the Pension Fund, if the fund had additional funds for this. It should be noted that this has never happened. Additional annual indexation remained a potential possibility throughout the existence of the legal norm. However, this norm has not been abolished, so pensioners still have hope that the Pension Fund’s income will allow them to index pensions a second time a year.

As for the percentage of increase, it certainly exceeded the percentage of inflation. In 2021, inflation was 4.3%. Increase in pension – 7.05%.

The notorious promised 1000 rubles were awarded only to non-working pensioners. For working pensioners, indexation has been frozen since 2016. There are no plans to defrost it this year.

Indexation of pensions for working pensioners

Such noticeable changes as a monthly increase of 1000 rubles will affect only recipients who have completed their careers. What awaits recipients who have not completed their professional careers, and will their support increase?

A working pensioner is deprived of the right to increase the amount of payments from February 1, 2021. In the coming year, practically nothing will change for them in terms of bonuses, but they will receive a recalculation. How will it look like?

Every working pensioner pays monthly contributions to the Pension Fund of the Russian Federation. Based on the amounts received, the Pension Fund of the Russian Federation awards points to the pensioner. In the new year, working benefit recipients will receive an increase based on the points they earn, and the maximum can be no more than 3. Thus, workers will receive about 245 rubles a month in addition to state security.

These regulations were introduced on July 1, 2021 and came into force on August 1. Many working pensioners perceived them as indexation. However, this is nothing more than a simple recalculation taking into account the IPC.

There is also good news in this topic - after dismissal, the pensioner will receive all the indexation that he missed while working. That is, if he worked for several years after going on vacation, and the total increase during this period was 15%, then after dismissal he will receive a 15% increase. Recalculation and accrual will occur within a month after dismissal.

The social pension will be indexed on April 1, 2021 for 12 million Russian citizens

The social pension, which about 12 million citizens receive in the Russian Federation, will traditionally be indexed from April 1, 2021. According to the law, military personnel, disabled children, as well as disabled people of groups 1, 2 and 3 have the right to receive it.

The results of sociological research indicate that only about 20% of social pension recipients can feed themselves without outside help from the state. For the majority of citizens in these categories, the social pension is almost the only means by which they have the opportunity to provide themselves with the necessary medicines and pay for expensive treatments.

In this regard, the next indexation of the monthly payment every year becomes a good help for Russian citizens. However, in 2021, social pension recipients will not have to count on large sums.

Changes in pensions for military pensioners in the new year

Military retirees will remain slightly disadvantaged compared to ordinary ones. Firstly, the increase in 2021 will be only 4%, and secondly, it will happen only in October. That is, military pensions from January 1, 2021 will remain unchanged until October.

The 4% bonus for military pensioners is provided for a period of 3 years - 2021, 2021, 2021. In 2021, it happened on January 1, and in the 19th and 20th years it will happen only in October. During this period, the total addition will have to be 12%.

The government also plans to freeze the reduction factor until 2021. For information, the reduction factor was introduced in 2012 as a budget saving measure. In other words, military pensions may remain unchanged if the salaries of military personnel increase. Today, the reduction factor is 72.23% of the total amount of payments to retired military personnel.

Indexation of social pensions and payments.

Social pensions will increase by 0.4% from April 2021. Social payments, such as monthly cash payment (MCB), set of social services (NSS), funeral payments, will increase by 3.1%. Indexation will take place from February 2021.

If a pensioner received a social supplement to the pension that is below the subsistence level, the pension is indexed without payment.

Example: a pensioner received a pension of 12,150 rubles. The cost of living in this region is 12,680 rubles. That is, the pensioner received a social supplement of 530 rubles. Due to indexation, the pensioner will receive 13,007 rubles (we multiply 12,150 by 0.0705). Thus, the pensioner’s pension increased by 327 rubles.

If, after indexation, a person’s pension is less than the minimum subsistence level established in a given region, he is required to receive a social supplement up to the minimum subsistence level.

Retirement procedures in 2021 and 2021

The changes in the new year will affect not only the amount of payments, but also the conditions for taking a vacation. The government adopted a law according to which retirement from 2021 is possible subject to three conditions:

Who receives a social pension in Russia

Let us remind you who in Russia belongs to the recipients of social pensions. The information below will cover them specifically.

Firstly, this is one of the types of old-age pensions. A social old-age pension is given to those who do not have a minimum length of service and a minimum pension coefficient in their piggy bank. These are either people who have worked little or nothing throughout their lives, or those who have worked informally.

The social old-age pension is assigned five years later than the usual one. Therefore, if you retired on time, you definitely receive a regular old-age insurance pension.

Secondly, a large category of recipients of such pensions are disabled people of any of the three groups and disabled children.

Finally, there are social survivor pensions.

Indexation of social pensions in the new year

Social Security recipients will also receive a small increase. But before we highlight the size of the social old-age pension, we should talk about the category of citizens itself. And this category includes citizens:

• Those who have lost their parents (the benefit is assigned to minors and full-time university full-time students under the age of 23);
• Disabled people (all groups, children, disabled children);
• Those who have not achieved the minimum length of service and citizens of some regions of the Far North.

When discussing the issue of increasing pension payments, there were rumors that a second indexation of pensions was expected in 2021. The text of the law states that the government does not provide for a second indexation of pensions for non-working pensioners. Citizens were misled by the gradual increase in social, state, military pensions and various additional payments.

Increasing social benefits

On February 1, 2021, it is planned to increase the amount of some social benefits, additional payments and compensations by 3.4%. There are a number of payments, the indexation of which, according to Russian legislation, is made once a year and depends on the actual increase in prices for goods and services:

• EDV received by Heroes of the USSR and Russia, war veterans, Chernobyl victims, families with children;
• funeral allowance;
• for temporary disability;
• on unemployment;
• set of social services.

State and social pensions

On April 1, 2021, legislation plans to increase state pension payments paid by the state from the federal budget to certain categories of citizens:

1. The state pension for long service is awarded to federal civil servants, cosmonauts, and test pilots.
2. State old age pension is awarded to victims of man-made disasters.
3. State disability benefits are intended to compensate for damage to health caused during military service as a result of radiation and man-made disasters caused by disability.
4. The state survivor's pension is awarded to disabled family members of deceased military personnel, astronauts, and persons who participated in eliminating the consequences of man-made and radiation disasters.
5. Social pensions are calculated as assistance to low-income Russians in the absence of other sources of income.

The social pension indexation coefficient is 2.4. After the increase, this monthly payment will reach 5304.57 rubles. This is much less than the cost of living. To avoid violation of the law, the Pension Fund of the Russian Federation will make an additional payment to all recipients of social pensions up to the regional subsistence level.

In 2021, the average social pension in Russia will be 9,215 rubles.
