The state provided a one-time payment from maternity capital (MC) earlier; in 2009-2010, its size amounted to 12 thousand rubles, in 2020 - 20 thousand rubles. Persons who declared their claims in 2020 were allowed to withdraw 25 thousand rubles from their account. However, subsequently the practice of allocating a fixed amount from the subsidy at one time was stopped.

If the result is less than 2 PM for the 2nd quarter of last year, monthly payments are assigned.
Until January 1, 2020, it was possible to apply for payments until the child reached 1.5 years of age; in 2020, this interval was increased to 3 years. The amount of amounts that the pension fund has the right to transfer differs at the regional level and is equal to the size of the child’s monthly pension of a specific constituent entity of the Russian Federation (as of the 2nd quarter of last year).
It is allowed to submit an application to the Pension Fund for monthly payments from the moment the child is born until he turns 3 years old.
How to receive a one-time payment of maternity capital 2020
Maternal (family) capital is a state social program to help parents who have a second child (born or adopted).
The government rightly believes that the obstacle to having children in Russian families is the lack of funds for their decent upbringing, and therefore a decision was made to stimulate the birth rate by establishing additional support measures.
The authorities allow maternity capital funds to be used only for specific purposes, and therefore many families have not been able to use the certificate. Let's figure out how to receive a one-time payment of maternity capital in 2020.
One-time payment from maternity capital: how things stand today
The size of a one-time payment from maternal (family) capital is currently 25 thousand rubles. The legislative act that spelled out this amount was adopted and entered into force on the same day it was officially published.
This is due to the fact that a one-time payment has been recognized as an effective measure to support families during an economic crisis.
In accordance with the provisions of this law, any family holding a certificate is entitled to apply for funds in the amount specified above.
The opportunity to receive one-time financial assistance from maternity capital funds is available to families who did not have time to send the certificate money for the needs specified by law and received the document no later than September 30, 2020.
The payment of 25 thousand rubles became the second opportunity to receive money through a certificate for maternity capital - in 2020, families had the opportunity to receive a benefit of 20 thousand rubles. If the children's parents took advantage of this opportunity and reimbursed their expenses for their maintenance in this way, this does not deprive them of the right to receive a second payment.
What remains of the family capital will be allowed to be spent in the future for the same purposes that were originally provided for by law, or for one-time payments, if such continue to be provided.
How to receive a one-time payment of maternity capital
In 2020, the Government stated that processing one-time payments from maternity capital would be impossible. There is no word on the possibility of receiving funds in the future, but it will be impossible to definitely receive funds this year.
It was necessary to apply for a one-time accrual of funds withdrawn from the family capital certificate to the local branch of the Pension Fund before November 30, 2020. It was allowed to apply simultaneously for a certificate, if it had not been received earlier, despite the fact that the right to receive it had already arisen, and for payment. Payments took place until the end of 2016.
Registered users of the official State Services portal were allowed to submit an application electronically. Photocopies of documents were attached in scanned form, and the application form was filled out online.

Payments are possible if the income for each family member is below two monthly subsistence minimums in the region. When calculating, all income for the year is taken into account: all earnings with incentives, bonuses, compensation, various types of benefits (pensions, alimony, sick leave, and so on). Only financial assistance from the state in emergency situations is not taken into account.

For example, a family of three lives in the Sverdlovsk region. In February 2020, the couple had their second child. Now the family consists of 4 people: parents and two children.
How to calculate the average income per person per month?
All types of cash receipts into the family budget over the past 12 months must be added up. It is mandatory to record income in the form of:
- wages and bonuses of all family members;
- pensions, sick leave amounts, alimony, scholarships, any other benefits;
- insurance amounts received by heirs after the death of a pensioner;
- amounts received for the provision of services;
- material compensation for the proper performance of public and state debt;
- monetary support for military personnel.
After adding all these amounts of money, the resulting number is divided by 12 (the number of months), then by the number of family members. If the resulting amount does not reach 1.5 times the subsistence level, then you can apply for monthly payments.
What documents may be needed for the pension fund?
The assignment of payments is carried out by the Pension Fund when the citizen submits a corresponding application and supporting documentation. If a family has acquired the right to a subsidy, but has not yet received a certificate, the state. support is allowed to be issued simultaneously with the submission of an application for monthly transfers. It is also advisable to immediately obtain SNILS for a newborn child.
The documentation package includes:
- an application requesting monthly payments from MK;
- passport of the applicant or his representative;
- certificate, SNILS;
- if a representative acts on behalf of the MC holder, a power of attorney is required;
- permission from the guardianship authority on the possibility of using MK if the applicant is a guardian (trustee) of the child;
- papers on the birth of a child, approval of guardianship over him;
- information about income, receipts;
- bank details of the recipient of funds;
- documentation giving the right not to take into account the earnings of a family member when calculating the average per capita income (clause 11 of Article 4 of Federal Law No. 418 of December 28, 2017) - during his stay in prison, for treatment, on absolute state support, as well as in case of loss or limitation parental rights.
When will the money be transferred to the recipient's account?
When a person files a claim, they want to know how long to wait to receive their payment.
It should be taken into account that the procedure for considering the application will begin from the day of registration of the application, which will be considered by employees of a certain PF body for 1 month.
At the same time, a decision will be made to approve the application for subsequent transfer of money or to refuse to pay the funds.
For example, if a family decided to receive a payment on the last day, November 30, the decision to transfer funds to recipients will be made before December 31 of the current year - it is until this date that this law will be in force.
If the application is decided to be satisfied, payment of 25 thousand rubles. will be made over the course of another 1 month, the money will be sent to the account specified when submitting the application.
If a decision is made to a person to refuse such payment, a notice of this will be sent to him by mail within 5 days from the moment the decision was made. The notice will indicate the reason why the funds were refused to be transferred to you. If you submitted your application via an online resource, the letter will arrive in electronic form.
Taking into account all of the above, the time frame for issuing the amount of 25 thousand rubles will be no more than 2 months from the date of filing and registration of the application with the Pension Fund or MFC; the transferred capital will already be in your account after this time.
The waiting time for payment this year is exactly the same as last year.
How to make monthly payments
Monthly payments are made on the basis of an application sent to the Pension Fund in a convenient way:
- upon a personal visit to the local PF branch;
- through the MFC;
- by mail;
- in your personal account on the PF website or on the State Services resource.
Payment is processed from the date:
- The birth of a child - when a citizen applies no later than 6 months after the birth of a newborn in the family. In this case, payments for the previous months will be credited to the account in full within six months from the birth of the baby.
- Appeals - if the application is sent to the Pension Fund after 6 months after the birth of the child.
The money is credited directly to the account of the MK certificate holder after consideration of the PF application. The period for making a decision by the authorized body is 1 month. If the verdict is positive, the funds will be transferred within 10 days. Payments are processed annually, which means you will need to re-submit the application to the Pension Fund.
Maternity capital 2020: lump sum payment at the birth of a child
“Maternal (family) capital”, abbreviated as “MSK”, is a term denoting a social program for financial support for families with two or more children in Russia. Its priority tasks were improving the quality of life of Russians, as well as stimulating the demographic development of the country and increasing its population.
It was first launched in 2007 as part of the national project “Demography”, and since then has been subject to repeated extension. The last time this happened was in December 2017 - this time until the end of 2021. Therefore, in 2020 it will be fully operational.

Guardians are relatives of the second and further circles, third parties who have adopted stepsons and stepdaughters are not entitled to maternity capital.
To complete the application, you must submit an application in person, or through the MFC (if you have a digital signature), or by mail to the Pension Fund. The application should list:

- date of birth, citizenship, passport details;
- registration and residence address;
- basic biographical information of all children born or adopted after the second.

This does not include compensation payments due to emergency situations, interest on deposits and rental income.
Regular financial assistance from the MSC accrued to the child will be determined only until he reaches the age of one and a half years, and in the amount of the subsistence minimum for children in the region where the family lives. On average, this amount is about 10.5 thousand rubles. around the country.
An application for monthly assistance and documents confirming the status of “poor” must be submitted simultaneously with the application for an MSK certificate. This is done to the Pension Fund authorities in person or through the MFC. Data is updated once a year. That is, in total, those who wish to receive such help will have to repeat everything, maximum, once.
It is very important to try to apply for a certificate for the MSK before the baby turns six months old - then additional payments will be made for all months from the date of birth. If this deadline is missed, payments will be made exclusively from the moment of application, without compensation for what was missed.
If you want or need to save the entire amount of maternity capital without receiving this monthly allowance from it, for example, if you need to work off a mortgage, you don’t have to write an application for help.
Automatic termination of payments is provided for when the child reaches the age of one and a half years, the fact of his death, voluntary refusal, complete expenditure of MSC funds, change of place of residence - until re-registration.
What can you use maternity capital for?
In 2020, the list of permitted options for using maternity capital was slightly expanded, and a number of terms and concepts in the legislation were clarified due to changes in wording in related acts. For example, in the line where there was permission to use maternal capital for the purpose of building housing on dacha land plots, the word “dacha” was replaced with “garden”.
In general, the list of MSC spending items now looks like this:
- children's, incl. and preschool education;
- improvement of living conditions (including repayment of a mortgage with a contract date after the birth of the second child, purchase of new housing and reconstruction of the old one);
- mother's pension;
- monthly payments for low-income people for children born or adopted from 2020.
The intended purpose of the monthly payment for a child under 1.5 years of age from maternity capital has not been determined. That is, in fact, it can be spent on anything, since it is credited to a bank card or account.
The permitted periods from which maternity capital can be used have also changed. Now you can spend money on education right from the age of 2 months.
Payment of 25,000 from Mat Capital in 2020
During this time, the amount allocated by the state served as support for many parents. This bill provides for targeted spending of money from the federal budget, which means that the family cannot cash out the full amount, but it can use this money to solve key issues in life.
Upon application of the mother, the opportunity to receive benefits from the amount of maternity capital is provided. To receive a transfer every month, the family’s per capita income is compared with two monthly subsistence minimums of the working-age population in the region. Convicts, patients undergoing compulsory treatment and parents deprived of their rights are excluded from the family.
Profit that is taken into account when calculating income:
- all credits at work: salary, bonus, compensation, sick leave and other;
- federal and budget payments: pensions, scholarships, child benefits, unemployment benefits and other funds at the expense of the state;
- alimony;
- insurance payments in case of an accident at work;
- payment for performing government duties;
- allowances for the military, employees of the Ministry of Internal Affairs, customs and other law enforcement agencies.
All income is taken for calculation before deduction of personal income tax.
One-time financial assistance from the state, region or organizations in connection with natural disasters or terrorist attacks is not taken into account as income and is not taken into account when calculating.
Parents can independently calculate their average per capita income in advance to find out whether they are entitled to benefits or not. The amount for the 12 months preceding the month of filing the application is taken, divided by 12 (to find the average monthly budget), then by the number of family members.
If the result obtained is less than two times the worker’s monthly allowance, then the family is considered low-income - benefits are due; if more, funds will be denied.

To understand whether a family has the right to monthly payments from maternity capital, it is necessary to calculate how much income falls on each person in the family and compare it with the cost of living of the working population in the region. To do this, the total family income for the year is divided into 12 months and by all family members: 810 thousand rubles ÷ 12 months ÷ 4 people. It turns out 16,875 rubles per person per month.
The living wage of the working-age population in Vologda for the second quarter of 2020 was 12,398 rubles, respectively, 2 times the living wage - 24,796 rubles.
That is, the monthly income per person in a family (16,875 rubles) is less than 2 times the subsistence level of the working-age population in Vologda (24,796 rubles). This means that the family has the right to a monthly payment from maternity capital. How is per capita family income calculated?
The calculation takes into account family income (parents of minor children, spouses of parents of minor children, minor children) received in cash:
- Salary, bonuses;
- Pensions, benefits, sick pay, scholarships, alimony;
- Payments of pension savings to legal successors;
- Compensations paid by a government body or public association during the performance of state and public duties;
- Monetary compensation and allowances for military personnel, employees of internal affairs bodies and other law enforcement agencies
Not taken into account : amounts of one-time financial assistance from the federal budget in connection with emergencies, monthly payments for the previous period.
To understand whether a family is eligible for payment, you need to take the total amount of family income for the last 12 calendar months, divide it by 12, and then divide it by the number of family members, including the child born. If the amount received is less than 2 times the subsistence level, the family has the right to receive a monthly payment from maternity capital.

According to the changes, the maximum monthly income per person in a family, which gives the right to a monthly payment from maternity capital, has been increased from 1.5 to 2 subsistence minimums.

Is it possible to withdraw money from maternity capital?

- Having issued a refusal, the Pension Fund is obliged to send a notification within 5 days after the decision is made to the citizen’s postal address. If the request was made through electronic portals, the response will be sent by e-mail.
New law for 2020
On June 8, 2020, amendments were made to the law on maternity capital. According to the new standards, cash payments in 2020 are given in the amount of not 20,000, but 25,000 rubles. After approval of the amendments, the law was signed by the President of the Russian Federation on June 15. Next, the official document was posted on the legal information portal. Therefore, the new legal act came into force on June 23.
Changes during the approval of the new law were also made by the Ministry of Social Protection. On the State Services portal they have posted provisions according to which certificates and funds from maternity capital are issued.
These documents represent:
- filling out an application and submitting it to the competent authorities;
- provision of mandatory documents;
- procedure for issuing funds from the Pension Fund accounts.

Receiving payments
A monthly payment is provided to the family until the child turns 1.5 years old. In this case, the first payment period is designed for 1 year, after which you need to submit an application to the Pension Fund again.
Monthly payments stop if:
- maternity capital is fully used;
- the family changes place of residence;
- The child is 1.5 years old.
Please note that monthly payments are not due if:
- children are fully supported by the state;
- false information about family income is provided;
- parents are deprived of parental rights.
According to the law, the size of the monthly payment from maternity capital depends on the region of residence and corresponds to the subsistence level of the child in it for the second quarter of last year. Thus, in 2020, the payment amount is equal to the subsistence minimum for the second quarter of 2020.
Legislative acts
- Mat. capital appeared to support families with children in 2007. Its main features and rules for obtaining it are set out in Law No. 256-FZ, which was issued on December 29, 2006.
- On April 20, 2020, Law No. 88-FZ was issued. For the first time, it was allowed to receive part of the benefit without specifying a purpose. Exactly how to process and receive these funds was discussed in Order of the Ministry of Labor No. 251n, which was issued on April 27 of the same year.
- These documents had a limited validity period, but the program continued. Therefore, in 2020, Law No. 181-FZ of June 23 appeared, and on June 17, the Ministry of Labor issued an Order corresponding to it.
History of changes
Initially, it was assumed that funds for this benefit would not be issued in person. They were intended only for certain purposes:
- improving the conditions in which the family lives;
- education for children;
- mother's pension;
- later another one appeared: rehabilitation of a disabled child.
But during the crisis period in the economy, it was allowed to receive part of the money outside of these purposes. According to the authorities, this should compensate for part of the inflation and help families who find themselves in difficult situations.
For the first time this could be done in 2020. Then 20,000 rubles were given out. The money was transferred to the certificate owner’s account a month or two after submitting the application.
In 2020, the amount increased to 25,000. The conditions remained the same. Those who received this support in 2015 could use it again.
