Matkapital is a specific and effective measure to support young families. It allows you to receive a large sum for the purchase of housing, education of children or other significant goals. It is now issued after the birth of even the first baby. To complete it, a certain package of documents is prepared. Money is not issued in cash, so citizens receive a certificate confirming their right to government support.
What documents do you need to collect to register maternity capital?
A certificate is issued by the mother of the children, but if the father is raising the children because the mother has died or was deprived of parental rights, then he can independently contact the Pension Fund branch. But he must have documents confirming his status.
Maternity capital can be applied for not only by the biological parents of minors, but also by official adoptive parents.
To obtain a certificate you need to collect all the necessary documents:
- applicant's passport;
- a correctly completed application in the PF form;
- birth certificates or passports of children raised by the family;
- documents proving the official adoption of minors;
- if the documentation is transferred by a representative, then he must have a passport and a power of attorney certified by a notary;
- an extract from the house register confirming that all family members live in the same property;
- if a man applies for a certificate, then he must have a mother’s death certificate or documents proving that the woman has lost parental rights.
Reference! The documentation is transferred to the branch of the Pension Fund at the place of registration on the basis of the provisions of Part 5 of Order No. 118n. Only originals are required, and if it is impossible to transfer them, then copies are made and certified by a notary.
List of documents to the pension fund for the sale of maternity capital
Depending on the type of payment that the family wants to receive, a different set of documents should be prepared. You can use the funds when your second or third child turns three years old. However, there are exceptions. If a family plans to buy a house, exchange an apartment (necessarily for a larger area), take out a mortgage, arrange a monthly payment for a child, the mother has the right, when drawing up a certificate, to write another application - for the disposal of capital.
Monthly payment
The use of maternity capital as a financial payment for the second child every month has become possible since 2018.
To implement the certificate in this direction you will need to bring:
- certificate/duplicate for maternity capital;
- passports, SNILS of all family members;
- registration;
- birth certificates of children, marriage/divorce;
- entry in the passport about children and marriage registration;
- documents confirming family income (for example, a certificate from employment);
- bank details where the funds will be transferred (a certificate from the bank or a check with the specified details and account).
If the application is submitted by a trustee or guardian, the following must be attached to the package of documents:
- documents confirming guardianship/adoption;
- permission from social protection and guardianship authorities for the right to dispose of maternity capital;
- papers confirming deprivation of parental rights or death certificates.
If an application for payment is submitted by a representative of the certificate owner, his rights must be confirmed by a power of attorney.
For housing
Spouses have the right to dispose of the amount in several ways. The package of documents depends on the type of purchase/reconstruction of a house or apartment. It is mandatory to have:
- application for order and certificate;
- passport and SNILS of the owner of maternity capital;
- marriage certificate (if the husband will be involved in repair work and expansion of the living space);
- a copy of the loan or mortgage agreement, document on the purchase and sale of real estate.
The application is accompanied by an appendix with information about the legal entity or individual to whom the amount of maternity capital will be transferred.

Getting an education
Since January 2020, new amendments have appeared in the Law. The mother has the right to pay with maternity capital for the maintenance of the child in kindergarten or school until the age of three. Thus, a woman can leave maternity leave early and not wait for a ticket to a municipal preschool institution to be issued.
To receive it you will need to bring:
- certificate,
- passport and SNILS;
- statement of order;
- agreement with a kindergarten or school.
Payment for university education can be made after the second child reaches the three-year mark. In this case, the set of documents must include a copy of the agreement with the educational institution and a license to provide general educational services. In this case, the university must be located on the territory of the Russian Federation.
Rules for drawing up an application
The package of documents includes an application filled out according to the PF form. Only reliable and relevant information is included in the text.
The documentation contains the following information:
- personal data of the applicant, provided by his full name, date of birth and passport details;
- citizenship, SNILS and place of residence of the mother or father;
- contact information of the citizen, represented by telephone number and email;
- information about children, indicating their gender, full name, date of birth, passport details or birth certificate;
- if the babies were adopted, then the details of the document confirming the procedure are entered;
- if the application is filled out by the father, then he indicates the reasons why the mother cannot process the certificate.
The document can be filled out at home by downloading the current form on the Pension Fund website, or you can contact the institution’s employees for help.
The State Duma adopted the law on the payment of maternity capital to families at the birth of the first child on February 20; a week later, the Pension Fund published complete instructions for receiving a new measure of state support.
Families who became parents of their first child in 2020 can count on a one-time payment of 466 thousand rubles. The mechanism for registering a new type of maternity capital was described in the press service of the Russian Pension Fund, which is the administrator of payments.
What has changed?
The main innovation of the law adopted by the State Duma on February 20 is the extension of the maternity capital program to the first child. All families in which the first child was born or adopted starting from January 1, 2020, received the right to maternity capital in the amount of 466,617 rubles.
At the same time, for families in which a second child has been born since 2020, maternity capital is additionally increased by 150 thousand rubles and amounts to 616,617 rubles. The same amount is due for the third, fourth and any subsequent child born or adopted from 2020, if previously the family did not have the right to maternity capital.
How much to wait?
As reported on the Pension Fund website, starting from 2021, it will be possible to register maternity capital and manage its funds faster.
According to the new procedure, no more than five working days will be allocated for issuing a certificate, and no more than ten working days will be allocated for consideration of an application for the disposal of funds.
In some cases, these deadlines may be extended to fifteen and twenty working days, respectively, if there is a need to request information from other departments.
In the meantime, the current regulatory deadlines for maternity capital remain. To issue a certificate – fifteen working days, to consider a family’s application for disposal of funds – one month.
At the same time, so that families not only receive maternity capital faster, but also do not waste effort on obtaining it,
starting from mid-April, the Pension Fund will begin proactively issuing MSK certificates.
This means that after the birth of the child, maternity capital will be issued automatically, and the family will be able to begin managing the funds without applying for the certificate itself. The Pension Fund will do everything necessary for this on its own.
Information about the birth of a child, giving the right to maternity capital, will automatically be received by the Pension Fund from the state register of civil status records. Now the fund's branches are testing the issuance of a certificate based on the information from the civil registry office and determining the necessary information about parents and children for this.
Data on the issuance of the certificate are recorded in the Pension Fund information system and sent to the mother’s personal account on the Pension Fund website or the State Services portal.
As for families with adopted children, the previous application procedure for obtaining a certificate remains the same, since only the adoptive parents themselves can provide information about adoption.
How to get a certificate?
The Russian Pension Fund operates a “Hotline” 24 hours a day, where you can get all the necessary information by calling the number.
In particular, they report that in order to obtain a certificate for maternity (family) capital, it is necessary to fill out an application for the issuance of a certificate at the territorial body of the Pension Fund, at the MFC or a citizen’s personal account on the Pension Fund website, as well as on the Unified Portal of State and Municipal Services. After this, you will need to submit the necessary documents.
After this, within five days the applicant receives notification of the decision made (on the issue or refusal to issue a certificate). If the decision is positive, the mother can receive a certificate on paper from the Pension Fund at her place of residence, to the MFC, or the document will be sent electronically.
What documents need to be provided?
As Sib.fm previously reported, the authorities are now trying to speed up the procedure for obtaining maternity capital as much as possible. In particular, mechanisms are being developed to allow young families not to have to collect a package of documents. To provide a certificate, the papers that are filled out when a woman enters the maternity hospital will be sufficient.
In the meantime, to process the payment, you need to collect the following documents:
- application of the established form (you can download it from the Pension Fund website);
- identification document;
- documents confirming the birth (adoption) of children: birth certificates of all children (for adopted children - adoption certificate);
- documents confirming the Russian citizenship of a child born (adopted) after January 1, 2007, in connection with whose birth the right to additional measures of state support arose: a birth certificate indicating the citizenship of his parents or a stamp from the passport and visa service about the citizenship of the child (insert in the child’s birth certificate, if received before 02/07/2007);
As specified on the website of the Pension Fund, in necessary cases, documents are submitted confirming the death of a woman who gave birth (adopted) children, declaring her dead, depriving her of parental rights, committing an intentional crime related to crimes against the person in relation to her child (children) , death of parents (adoptive parents), etc.
What can you spend maternity capital on?
According to changes in the law on maternity capital, funds can now be used to improve housing conditions using credit funds.
In order to more quickly direct maternity capital to repay loans, the corresponding application can be submitted directly to the bank where the loan is opened.
“That is, instead of two applications - to the bank and the Pension Fund - the family only needs to contact the bank, where at the same time a loan is issued and an application is submitted for repayment of the loan or payment of the first installment,” the department explained.
In addition, maternity capital can be spent on building a residential building on a garden plot. A necessary condition for this is the availability of land ownership and permission to build housing.
How long will it last?
The maternity capital program has been extended for five years until the end of 2026.
At the same time, according to the country’s Ministry of Finance, almost 428.3 billion rubles will be required to pay maternity capital in 2020. In 2021, additional expenses of the Pension Fund to support families will amount to 193.1 billion rubles, in 2022 - 282.7 billion rubles.
Let us remind you that earlier President Vladimir Putin signed a law according to which the amount of maternity capital payments will be indexed annually.
Methods for submitting documentation
The full package of documents is transferred to representatives of the Pension Fund. You can use different ways to do this:
- personal visit to a department of the institution;
- using the services of an intermediary who has a notarized power of attorney;
- submission of papers through the MFC;
- sending documentation by mail, but at the same time paying for notification of delivery and an inventory of the attachment;
- the use of an electronic service, but for this you will have to scan the originals and use an electronic signature, and the service is offered on the PF website and the State Services portal.
Important! If the application is submitted electronically, then within 5 days it is still necessary to submit the original papers, otherwise a refusal will be received.
It is advisable to fill out the application directly at the Pension Fund branch so that a representative of the institution can check the correctness of completion. You can consult him regarding the correctness of the collected documents. This will reduce the risks of possible failure.
Deadlines for reviewing documents for capital payment
The decision regarding the issuance of a certificate is made within 15 days. This period is required to verify the documentation received from the applicant. If any paper is missing, you will have to bring it in, which significantly increases the period for obtaining financial support from the state.
If a positive decision is made, a certificate is issued in two versions:
- on paper, so citizens will have to come to the Pension Fund office again to get the document;
- sending an electronic version by mail, and this certificate is signed with an enhanced digital signature.
It is possible to receive the paper version not only upon a personal visit to the institution, but also by mail, for which a registered letter is used.
Refusal may be due to the following reasons:
- there is no complete set of documents;
- erroneous or unreliable data is identified;
- a citizen applying for a certificate does not have the right to receive maternity capital;
- People have already received this support measure before, so they are trying to use it again.
Attention! If you contact the MFC employees rather than PF representatives, the waiting period increases by 5 days due to the use of an intermediary who independently forwards the received papers between different authorities.
While studying the documentation, PF specialists may request additional documents and data from citizens. This usually applies to situations where people are deprived of parental rights, commit crimes against children, or are represented by adoptive parents rather than parents.
If certain documents are needed, they are requested from the applicant, and they must be brought within 5 days. If after the end of this period the papers are not transferred to the fund’s employees, the review process is suspended.
