- mother (father) of a disabled minor;
- student family;
- a retired mother who gave birth to (adopted) 5 or more St. Petersburg residents;
- low-income family - if there is a third child born in January 2013 or later (before the toddler reaches 3 years of age);
- a pregnant St. Petersburg woman and a woman who registered at the St. Petersburg antenatal clinic before the 12th week of pregnancy;
- a pregnant woman and mother of a baby during maternity leave, if the St. Petersburg woman was fired from her job due to the liquidation of the company (factory), individual entrepreneur;
- adoptive parent of a toddler;
- child of a Russian conscript soldier.
Also, unemployed parents, including full-time students, also have the right to child benefits (Clause 10.10, Article 8 of Law No. 728-132).

The amount of payment depends on the number of children in the family , as well as on the income of working parents. The approximate amount of assistance is 16,759 rubles. It can be issued by:
- mother or father who lives with the baby and cares for him;
- persons who have taken guardianship or adopted an infant.
For subsidies, with many children need to contact their manager (if the parent works somewhere) or the USZN (if the father or mother is not employed anywhere).

Regional benefits for children in St. Petersburg in 2020
The St. Petersburg Social Code established regional benefits for children in 2020. Thus, a parent from the northern capital of the Russian Federation has the right to receive the following payments for the purchase of children's goods, food and dairy products (Article 18 of Law No. 728-132):
- Monthly payment - accrued to St. Petersburg residents up to 1.5, 3, 7 and 16 (18) years of age.

- For an HIV-infected son (daughter) - paid monthly.
- For a disabled minor with needs (monthly).
In addition to money for the purchase of goods for children, families with a child are entitled to the following regional payments in St. Petersburg in 2020 (Articles 18, 19 of Law No. 728-132):
- one-time compensation for the birth of a St. Petersburg baby or the adoption of someone else’s offspring under the age of 6 months;
- monetary compensation for parental fees for a minor child from St. Petersburg attending kindergarten;
- a one-time compensation payment to St. Petersburg women aged 19-24 years who gave birth to their first child at the beginning of 2020 and later;
- annual monetary compensation for a minor St. Petersburg student at a school or technical school;
- annual compensation to parents for an offspring diagnosed with celiac disease;
- monetary compensation for a St. Petersburg disabled member of a large family receiving a survivor’s pension is paid monthly;
- monthly payment to the student family;
- benefits for a pensioner mother who has given birth (adopted) 5 or more children are paid monthly;
- a monthly payment to a low-income family where at least the third offspring was born in January 2013 and later is paid to parents until the toddler reaches 3 years of age.
Please note:
In addition to payments and compensation, in 2020, St. Petersburg residents with children have the right to receive regional maternity capital established by regional Law No. 810-151 of December 6, 2011.
Targeted assistance: amount
Targeted assistance is based on the allocation of money to a family by transferring cash or transferring to a card for specific needs. Typically, they are based on the need to purchase food or clothing, in particular school uniforms. In addition to this, they are allocated for medications prescribed by the doctor.
There is no legally defined fixed amount of targeted payment, since there are regional differences in prices and actual need.

- For childbirth and pregnancy. The payment is provided for the period of maternity leave of the duration specified in Art. 7 of Federal Law No. 81.
- A one-time payment at the birth of a St. Petersburg child.
- One-time compensation at the birth of a baby. To receive the payment, the expectant mother must register with the local antenatal clinic before the 12th week of pregnancy.
- Child care – paid monthly.
In addition, when the first offspring is born in January 2018 and later, the parents of the toddler are paid a monthly allowance from the federal budget in connection with the birth of the first child (clauses 1, 2 of Appendix No. 1 to Order of the Ministry of Labor of the Russian Federation No. 889n dated December 29, 2017).

If the child’s St. Petersburg father is a conscript, then his pregnant wife is entitled to a one-time federal child benefit (Article 12.3 of the Law of the Russian Federation No. 81, Article 8 of the Social Code of St. Petersburg). - A certificate from the military registration and enlistment office confirming the conscription of the child’s parent to serve in the army.
IMPORTANT
To officially confirm the status of “one-parent family”, the child’s parent additionally submits to the social protection authority (MFC) a certificate from the registry office in form No. 1 (Order of the Ministry of Justice of Russia No. 200 of October 1, 2018, Article 2 of the Social Code of St. Petersburg, paragraph 20, 21, 22, 23, 24 of Order No. 55n).
Registration of child benefits in St. Petersburg
As noted earlier in the article, according to clause 33 of Order No. 55n, clause 14 of Order of the Ministry of Labor of the Russian Federation No. 889n, clause 5.1 of Order No. 1012n, child benefits in St. Petersburg in 2020 can be issued in the following authorities:

- through the MFC;
- in the St. Petersburg branch of the Pension Fund of Russia;
- through the portal “State;

Procedure for contacting in electronic and written form

Review procedure and deadlines
