Who is eligible to receive a certificate

Based on current legislation, combatants include all citizens who took part in military conflicts. If a person served during active military operations, he may be assigned veteran status, which gives him access to a large list of benefits.

A combat participant's certificate is the basis for special privileges if the military personnel:

  • took part in the counter-terrorist operation in the North Caucasus region (Chechnya, Dagestan).

Also, civilians who worked in Afghanistan between 1979 and 1989 have the right to receive a certificate of combat participation.

Who is a combat veteran


The list of categories of military personnel and other persons who belong to military veterans is defined at the legislative level, namely in the Law of the Russian Federation No. 5 “On Veterans”.
According to it, veterans are considered:

  • Citizens of the Russian Federation who participated in military operations on Russian territory to protect its interests. At the same time, the preferential category includes persons who are currently serving, as well as those who are retired. This category includes not only military personnel, but also employees of penitentiaries, law enforcement officers, and FSB officers.
  • Citizens who took part in military operations of the USSR.
  • Persons who, in the period from May 10, 1945 to December 31, 1957, took part in mine clearance after the end of the Second World War.
  • Persons who are citizens of Russia and took part in the Chechen conflict in the period 1994-1996.
  • Members of self-defense units in the Republic of Dagestan in August-September 1999, as well as participants in counter-terrorism operations on the territory of Dagestan.
  • Military personnel who were on the territory of Afghanistan and took part in the armed conflict in the period from 12/01/1979 to 12/01/1989.
  • Military personnel who have been taking part in the armed campaign in Syria since September 30, 2015.

The law has annexes that detail the periods and territories of armed conflicts that give the right to obtain the status “Veteran of the BD”. This list is not closed and is periodically supplemented with new data on who is supposed to be a veteran.

To obtain status, you must have documented evidence of participation in combat operations.

Status confirmation

A combat participant's certificate can be obtained only after submitting all the necessary documents. Without them, you will not be able to confirm your status. We are talking about an extract from the work record book, a personal file, a certificate from the military registration and enlistment office, etc.

If it so happens that none of the specified documents are available, then to obtain the status of a participant in hostilities, you can use a certificate from the archives. In order for it to be issued, you need to send a request to the desired military unit.

When a citizen claiming the rights of a combat participant is still serving in a specific formation, then its leadership must send a request. You can also contact the military commissariat.

Applicants for participant status

There are two statuses for military personnel and civilians who served in armed conflict zones: veteran and participant. The confusion stems from the fact that the law is interpreted in different ways. The fact is that the status of “participant” is found in many regulations, but nowhere is there a definition for it. Judicial practice equates participants with veterans; recent changes in legislation confirm this. For this reason, participants are also subject to the provisions of Federal Law No. 5 “On Veterans”.

According to it, the status of participant or veteran should be assigned to the following groups of citizens:

  1. Military personnel, law enforcement officers, conscripts. To receive the appropriate status, they had to be seconded to a zone of military conflicts within the country or abroad. There must be a corresponding order about this from the Ministry of Defense of the USSR or the Russian Federation.
  2. The same categories of citizens can apply for status if they were engaged in demining the territories of the USSR in the period from May 10, 1945 to the end of 1957.
  3. Military personnel of the automobile troops are considered equal to participants if they delivered cargo to Afghanistan from 1978 to 1989. Medical workers are also eligible if they worked in the territory during the specified period.
  4. Flight personnel who delivered cargo and equipment to the territory of military conflicts are also entitled to receive participant or veteran status. The only limitation is that during the execution of a combat mission, the citizen must have received a wound, concussion, injury or award.

Separately, it is worth mentioning the participants in the Syrian conflicts. In this country they broke out several times: 1967, 1970, 1972-1973, 1982, and also from September 30, 2015 to the present.

Not only military personnel, but also civilians who helped carry out combat missions in Syria can apply for participant status. In the near future, it is planned to adopt an amendment that will give the status of a database participant to employees of the Khmeimim airbase. How to get a certificate

First of all, you need to write a statement that will contain information about the serviceman himself and the place where he took part in the hostilities. We are talking about the following data:

  • FULL NAME;
  • Date of Birth;
  • rank;
  • personal number;
  • place of participation in hostilities and period;
  • information about active service or retirement/retirement.

It is important to remember that in a particular region the list of benefits for combatants may be supplemented.

How to get a medal - combat veteran

The Combat Veteran Medal is a non-governmental award that was established in 2005 by the Committee on Internationalist Soldiers.

According to the regulations, this medal can be awarded to soldiers who participated in hostilities outside the Soviet Union. The mandatory requirements for receiving such a medal are the awarding of the honorary title of combat veteran.

The award is presented to the candidate as decided by this committee. It considers submissions from authorities and veterans' associations.

In 2009, the Commission on Public Medals and Memorial Signs established the non-governmental medal “Veteran of Combat Actions in the Caucasus.” It is awarded to participants and veterans of military operations who took part in events in the Caucasus. The right to present the medal is vested in the chairman of the commission on public medals, heads of government bodies, heads of departments of internal affairs bodies, commanders of military units, and heads of veterans' organizations.

It should be noted that both medals are not state medals, and therefore do not provide any additional benefits, bonuses, etc. compared to those provided by the veteran title.

Housing and communal services

Considering benefits to combatants more specifically, payment for Housing and Communal Services should be given more attention.

As for basic benefits, they come down to 50% reimbursement of expenses. This group of costs includes:

Pensions for combat veterans who are not in service are available under the following conditions:

  • reaching the ages of 55 and 60 years (women and men);
  • the number of pension points exceeds 13.8;
  • work experience of 9 years.

These citizens, in addition to the basic pension, can count on receiving a supplement equal to 32% of the fixed insurance payment. For those who live in regions with harsh climates, special compensation coefficients are applied.

Citizens who are military can receive a pension if:

  1. Officially recorded 20 years of service. An alternative option is 25 years of work experience, 12.5 of which were obtained in military status.
  2. Reached 45 years of age.

The pension for combatants in this category is assigned in the amount of half the benefit that they received during the performance of their official duties.

If military service exceeds 20 years, then for each year following this period, an increase of 3% will be assigned. The presence of mixed experience gives grounds for accrual of 1%. In this case, the pension cannot be more than 85% of the salary paid.

Who is entitled to a combat participant ID?

Unfortunately, no one is immune from damage or loss of documents. Troubles can lurk already at the receiving stage.
