Benefits for combat veterans
The following may be recognized as combat veterans:
- Persons liable for military service sent to conduct military operations on the territory of other states by the government of Russia or the USSR, as well as military personnel (including retired ones). This category also includes soldiers of the National Guard, employees of the Ministry of Defense, the Ministry of Internal Affairs and the FSB.
- Citizens specified in paragraph 1. who participated in hostilities within the country (Civil War 1918−1922; Great Patriotic War; military operations in Ukraine and Belarus in September 1939; Liquidation of Basmachi 1929−1931).
- Participants of the Syrian campaign who were sent to this country in the period from September 30, 2015.
- Pilots who flew combat missions into Afghanistan during the 1979-1989 war.
- Military personnel of automobile units transporting cargo during the Afghan War.
- Participants in the demining of territories in 1945-1951.
- Military personnel who participated in the 1999 Dagestan conflict.
Military personnel who participated in certain operations also have the right to be assigned WBD status: on Lake Khasan (1938); on the Khalkhin Gol River (1939); near Damansky Island (1969); near Lake Zhalanashkol (1969); defense of hero cities during the Second World War (Odessa, Leningrad, Sevastopol, Stalingrad).
In addition to the benefits that a veteran receives regardless of family composition (in fact, all citizens living with VBD enjoy these benefits), family members are entitled to certain privileges. But the legislation provides for the provision of subsidies only to the spouse or parents of a veteran, and to other family members - subject to their incapacity for work:
- provision of housing;
- subsidy up to 50% of the cost of utilities;
- medical care in departmental institutions;
- sanatorium and resort provision;
- supplement to pension.
VBDs who are recognized as in need of improved housing conditions and who were registered before 01/01/2005 have a priority right to receive real estate. They may also be offered monetary compensation for the purchase of living space. Housing is provided for social rent with compensation of 50% of the cost of utilities and rent. The benefit does not depend on the number of people living in the same living space with him.
Participants in military conflicts in Asian and African countries (Mozambique, Algeria, Tajikistan, Angola, Syria, Abkhazia and others) can also count on support from the state. A complete list of such countries is given in Section III of the Appendix to the Federal Law.
In order for the proposal to be considered by the expert group of the Government of the Russian Federation, it is required to collect 100 thousand signatures “for” the initiative . Then, within 2 months from the date of receipt of the documents, the expert group makes a decision on the project and prepares its conclusion.
From the state, combat veterans are entitled to various benefits, payments and compensation, labor guarantees and other support measures. - If 100 thousand signatures are collected in support of the proposed changes, the materials will be submitted for consideration to the Government expert group.
- Voting on the initiative will last until November 27, 2021. But if the required number of votes is collected earlier, the documents will be submitted for consideration earlier than this deadline.
- Equate one day of participation in hostilities to three days of service for calculating a pension.
- Introduce pension increases for military awards and exploits performed during military service. It is proposed to assign an additional payment of 10% to the pension for each medal and 20% for each order.
- Introduce the right to early assignment of an old-age pension - from the age of 55 for all combat veterans.

Pension supplement for 32 combat veterans in 2021

Regional benefits for combat veterans. In Moscow, combat veterans have the right to a monthly compensation for telephone payments in the amount of 345 rubles and 50% for housing and utilities. Also - free travel in Moscow on public transport.

Pensions for length of service assigned in accordance with the Law of the Russian Federation dated February 12, 1993 N 4468-1 (as amended on July 3, 2016, as amended on December 19, 2016) “On pension provision for persons who served in military service or service in internal affairs bodies , the State Fire Service, authorities for control over the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penal system, the Federal Service of the National Guard Troops of the Russian Federation, and their families" (as amended and additionally, entered into force from 01.01 .2017) (including those calculated in the minimum amount), according to paragraph “d” of Art. 45 are increased by 32 percent of the calculated pension amount specified in part one of Article 46 of the said Law for combat veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ “On Veterans”. Subparagraphs 1-4 of paragraph 1 of Art. 3 of the Federal Law on Veterans contain the following list: 1) military personnel, including those transferred to the reserve (retirement), those liable for military service, called up for military training, members of the rank and file and commanding officers of internal affairs bodies and state security bodies, employees of these bodies, employees of the Ministry of Defense USSR and employees of the Ministry of Defense of the Russian Federation, employees of institutions and bodies of the criminal executive system, sent to other states by state authorities of the USSR, state authorities of the Russian Federation and who took part in hostilities while performing official duties in these states, as well as those who took part in in accordance with decisions of state authorities of the Russian Federation in military operations on the territory of the Russian Federation; 2) military personnel, including those transferred to the reserve (retired), private and commanding personnel of internal affairs bodies and state security bodies, persons who participated in operations during government combat missions to clear mines from territories and objects on the territory of the USSR and the territories of other states in the period from May 10, 1945 to December 31, 1951, including in combat minesweeping operations from May 10, 1945 to December 31, 1957; 3) military personnel of automobile battalions sent to Afghanistan during the period of hostilities there to deliver goods; 4) flight personnel who flew from the territory of the USSR on combat missions to Afghanistan during the period of hostilities there.
