Allowance for caring for a disabled child for a non-working parent 2019
A parent who is unable to go to work because they are caring for a disabled child can apply for compensation for lost earnings . In 2021 its size is:
- 5,500 rubles - if care is provided by one of the parents (adoptive parent, guardian or trustee);
- 1200 rubles - if another person is caring for a disabled child.
There is no annual indexation for the payment; its size has remained constant since 2013, when Presidential Decree No. 175 of February 26, 2013 came into force.
Unfortunately, the amount of this benefit is not enough to fully replace the earnings of an unemployed citizen. It often happens that parents (especially in single-parent families) become dependent on their own children because they have no other income, apart from compensation for lost earnings and a social pension for a disabled child.
In this regard, civilian initiatives have been developed and put forward more than once to increase benefits for caring for a disabled child . In addition, in February 2021, bill No. 386154-7, developed by deputies of the LDPR faction, was introduced into the State Duma. - 12,432.44 rubles - disabled people from adolescence, group 1;
- 10360.52 rubles - 2 groups;

In order to receive a social pension, a disabled child must remain permanently in the Russian Federation and belong to the category of “disabled citizens.” You can apply for registration at any time after the right to a pension becomes available. Disabled children and persons with disabilities from adolescence, who receive monthly payments in foreign currency, are provided by law with a set of social services in kind (but it can also be provided in foreign currency equivalent ).

Since the NSO is part of the EDV, its purpose does not require submitting a separate application to the Pension Fund. How to apply for a social pension

Labor benefits
The Labor Code of the Russian Federation provides a number of benefits for parents raising disabled children. They operate throughout the Russian Federation all employers must provide benefits, regardless of the charter of the enterprise and form of ownership.
One of the parents (guardians, trustees) has the right to:
- 4 days off every month , paid in the amount of average earnings (Article 262 of the Labor Code of the Russian Federation);

Also, employees raising disabled children are provided with the following guarantees :

Amounts of pension and other payments
The amount of disability benefits for a child is equal to the amount of the pension of a disabled child of the first group.

Previously in Russia there was such a concept as “disabled since childhood.” A similar status was acquired by citizens who became disabled before reaching adulthood. Since 2014, the category “childhood disabled” has ceased to be a legal status. Today, after reaching the age of eighteen, a disabled child receives the corresponding disability group. Anyone who was assigned the abolished status before 2014 has the right to the previously introduced benefits for people with disabilities since childhood.
Increasing pensions for disabled children in 2021
