Note : The Legal Entity Taxpayer program is most relevant for entrepreneurs and is mainly used by legal entities. Its functionality allows you to use an electronic signature for submitting reporting documents. But individuals can also work with the program.
Documentation
When applying to the Federal Tax Service, you need the same documents as when writing an application at the Multifunctional Center:
- new passport;
- previous TIN;
- statement.

Timing and cost
After completing an application from a citizen, all submitted documents are sent to the territorial tax service for consideration and issuance of a new certificate. Then it is returned to the MFC, where it is handed over to the applicant.
The entire procedure takes no more than five working days. Sometimes, due to the excessive workload of tax employees, the period is extended to 10 days.
Reference! As already mentioned, this service is provided free of charge. Pay a state fee of 350 rubles. Only necessary when replacing a lost or damaged certificate.
How can you change your TIN if you are not at your place of registration?
Replacing the TIN certificate form in person is only possible at the place of registration. If an individual is in another city and does not have the opportunity to personally come to the tax authority, then a new form can be issued by mail.
To do this, you must send an application in the prescribed form by registered mail with acknowledgment of receipt and attach to it a notarized copy of your passport, a copy of the document confirming registration and a receipt for payment of the fee (only if the TIN is issued due to damage or loss of the old one).
After receiving the letter by the tax authority, a completed duplicate of the TIN certificate is also sent to the individual by registered mail with acknowledgment of receipt.
If an individual has his own legal representative, who has the opportunity to contact the tax service (at the place of registration of the individual), then he can submit all the necessary documents in his place. A representative of an individual also has the right to pick up a new TIN certificate.
To do this, the legal representative must contact the tax office with a written application for registration, a document confirming registration and a passport of the individual being registered.
The legal representative must have a document with him that confirms his authority.
Procedure for replacing the TIN Certificate
To obtain a new certificate, it is recommended to personally visit the tax office and provide all the necessary documents.
It is also possible to send documentation by registered mail or use the websites nalog.ru, gosuslugi.ru and send a request online. When visiting a tax office, provide the following documentation:
- completed form No. 2-2-accounting;
- passport of a citizen of the Russian Federation issued under a new surname;
- original TIN Certificate for the previous name;
- a document that can confirm your registration at the place of residence, if there is no such mark in your passport;
- the original document that approves the transition to another surname (for example, a marriage certificate).
When sending documents by mail, copies of all the above documents, which are certified by a notary, are attached to the completed application, except for the old Certificate.
Instead of a passport, you need certified copies of all its pages. When sending by mail, responsibility for the completeness of the attached documents, the correctness of filling out the application and indicating the correct address falls on the sender.
Restoring TIN in case of loss or damage
If some trouble occurred with your TIN certificate, as a result of which it was damaged or lost, you can order and receive a duplicate of the certificate. At the same time, the TIN number itself, which is stored in the Federal Tax Service database, will remain the same.
When you receive a certificate again to replace a lost or damaged one, you must pay a state fee of 300 rubles. and attach the payment receipt to the application.
An application in form No. 2-2-Accounting must be sent to the Federal Tax Service at the place of your registration in person, through a legal representative or by mail. The procedure for obtaining a duplicate TIN certificate is described in the information on the Federal Tax Service website.
If your MFC provides the service of issuing TIN, you can submit an application to the Federal Tax Service through this MFC. The required documents are an identity card and a receipt for payment of the state duty.
How to make a TIN for a child through the MFC?
If the child is under 14 years of age, a parent or guardian can provide a TIN for a child. You can obtain a child’s TIN through the MFC by providing a basic package of documents:
- a copy of the birth certificate;
- a copy of the parent or guardian's passport;
- certificate of registration of the child;
- a supporting document, if the certificate does not contain a note on citizenship;
- application completed by the parent.
