Replacing PTS when changing surname - procedure for making changes

What information is contained in the PTS?

The importance of such a document as a technical equipment passport cannot be underestimated. This document is as important to the owner of the vehicle as his own passport. A vehicle passport (for ease of use, the name of the document is abbreviated to the abbreviation “PTS”) is an A4 document containing two types of information: technical aspects of the car and information about the owners of the car. The technical part of the information includes:

  • individual VIN number of the vehicle;
  • car make and model;
  • type of vehicle (car, truck, etc.);
  • its category;
  • Year of manufacture;
  • model and body number;
  • chassis or frame;
  • body number;
  • body color;
  • the number of horsepower, that is, engine power;
  • engine capacity;
  • engine's type;
  • environmental class of the car;
  • maximum permissible vehicle weight;
  • weight without load.

The second part of the document contains the personal data of the owners and other important information not related to technical data:

  • Full name of the owners;
  • their residence address;
  • car sale date;
  • STS number and series;
  • information about the traffic police department that issued this document;
  • car registration date;
  • car registration marks.

All data is certified by the signatures of the owner, and in the case of a car sale, the document is signed by the owner of the car and the buyer.

It is recommended not to store the vehicle title in the vehicle itself. Since in case of theft, with the presence of a PTS there will be a greater chance of finding the car.

Conditions for replacing PTS

A vehicle passport is a document with a special purpose.
Thanks to him, the traffic police ensures orderly admission of vehicles to participate in road traffic. This helps to strengthen the fight against car theft and makes control over the payment of customs duties more effective. PTS can be issued by customs authorities, provided that the car was imported from abroad, by a car dealership, if the car is new and was sold for the first time, and by the traffic police, if replacement is necessary and a duplicate is issued.

The vehicle passport must be replaced in the following cases:

  1. Change of personal data by the owner of the vehicle.
  2. Spoilage or damage to the passport.
  3. Lack of space to enter data about the new owner of the car.

Issuing a duplicate PTS and replacing a passport are two different procedures. A duplicate is needed if lost or stolen. And in this case, the “Duplicate” stamp will be affixed to the new PTS.

Making changes to the vehicle passport when changing the surname

It is very important that the information presented in various documents coincides with each other. Therefore, if you need to change your last name, remember that the changes will affect not only your passport, but also the vehicle passport, driver’s license, car registration certificate, compulsory motor liability insurance policy and other documents where your last name appears.

Not only a change of surname can cause changes to the PTS. For example, if the owner of a car changes the registration address, he must also notify the traffic police department about this and go through the process of making changes to the documents.

Reasons for replacing the registration certificate

Do I need to make changes to the PTS when changing my last name? According to the legislation of the Russian Federation, effective in 2020, the data in the technical passport must match the personal information specified in the driver’s license.

This means that when changing the last name and receiving a new identity card, the owner of the vehicle is obliged to contact the agency responsible for making adjustments to the vehicle’s registration certificate.

Despite the fact that traffic police officers do not request a technical passport during an inspection, without this document the car cannot be given as a gift, sold, or re-registered to another owner.

How can I change my PTS when changing my last name and where should I contact it?

There are several options where you can go to replace your PTS. Let's talk about each of them in more detail.
