- The land must be located on the territory of the Russian Federation.
- Funds are allocated from the city budget.

- When issuing a certificate, money is not issued, but is transferred to the account of the owner of the site.
- The certificate is not subject to indexation, unlike capital.
- Capital is indexed once a year.
- The amount of land capital will be calculated according to the law when the citizen decides to exchange it for a plot, and not at the time the document is issued.
These are important conditions. It is worth paying attention to them, because when you contact an official, it is unlikely that you will be told about all the conditions.

In 2020, they plan to provide housing to 300-400 large families in St. Petersburg
St. Petersburg is the second most populous city in the Russian Federation. As of 2020, the population of this city is approaching 5.4 million people. Almost 30 thousand families received the status of a large family. What benefits and payments are they entitled to? In Russia, social assistance is approved at the federal and local levels, and therefore differs from region to region.
To acquire the status of a large family and receive all types of benefits, it is not enough to simply have three children. To classify a family as having many children, not only the couple’s own children are subject to registration. These can be either adopted or with established guardianship. This compensation can reach 30% of the cost of these services. It must be said that in the regions it can be implemented in different ways: in the form of a reduction in the cost of services, financial compensation, or a subsidy to the account of mom or dad. The benefit is accrued only for one residential premises and only to those who do not have debt on utility bills.
The procedure for providing a land certificate - where to apply and how to get a plot without a queue?
The government of St. Petersburg solved the problem with the queue in the following way: a large family, a citizen representing it, independently looks for a plot of land that meets all the requirements, purchases it at his own expense, and then returns part of it according to the law .
It is this monetary part that will be represented by a certificate of 300 thousand rubles. or land capital of 323 thousand rubles. (indexed for 2019).
The procedure for providing a certificate or capital can be divided into several stages . We will tell you how you can receive money for purchasing a plot under this program:
Stage 1. Application and registration
A citizen applies to the MFC with an application. In it, he indicates that he needs housing/improved living conditions/land, and also enters what kind of construction the land should be provided for - individual housing construction or a summer cottage.

A mandatory requirement for sites is that they must not have completed this program in the past and must be located in the Russian Federation.
Pay attention to the permission to use the land in the certificate of ownership or cadastral passport of the property.
Suitable areas are intended for:

Land tax 2020
Caring for large families is one of the most important tasks of the state, related, in particular, to solving the problem of the demographic crisis in Russia. This crisis manifested itself most acutely in the last century, marked by high mortality and low birth rates. The children of this time today are the producers of future generations. Demographic indicators of population reproduction of a continuous change of generations, due to the smaller number of parents, in comparison with previous periods, leave much to be desired, which, in turn, causes a potential threat to the territorial integrity of the state. Free land for large families: According to this norm, on the plot from states can count families raising three or more children.

Unfortunately, current realities differ significantly from the prosperous mid-2000s - the economy is still shaken by the echoes of crisis phenomena, gradually giving way to recession. Sanctions and low oil prices, which force the government to save budget funds, raise taxes and freeze wage indexation, do not help improve living standards. The increase in tariffs, inflation, reduction of local social programs and payments do not inspire optimism either...

Any such family that legally has this status is entitled to a subsidy for the purchase of residential premises. They are given from 30 to 50% of the cost of the selected property, and they must pay the rest themselves.

Documents required to obtain a land certificate or capital
The documents must be submitted personally by the applicant or his legal representative.
The documentation package should include the following certificates and papers:
- A statement indicating a request to obtain a certificate. The form is usually issued upon application.
- Russian Federation passport.
- Identity documents for each family member. This may be birth certificates, temporary certificates that are issued at the time of registration of the passport.
- If there are children under guardianship, then you need to provide a court decision, as well as a certificate of adoption and a certificate from the guardianship authorities.
- Marriage certificate.
- Certificate in form No. 9 confirming registration at the place of residence.
- A court decision, if any, to establish the place of residence in St. Petersburg.
- Other information about the place of residence written in the passport.
- Power of attorney.
- Passport of the legal representative.
In return, the applicant will be provided with a notification receipt confirming his application to the MFC. It must contain the signature of the person who accepted the documents and the date of your application.
When can I get it?
It is the lack of free space that is the reason why large families are entitled to monetary compensation for a plot of land. Here are the main criteria that a family must meet in order to receive funds:
- Having a permanent residence permit in the city where the municipality must allocate land.
- Parents must have and raise at least three children under 18 years of age. As soon as two minor children remain, the family ceases to have many children. An exception is up to 23 years of age if the son or daughter is studying and is not employed, as well as if he is disabled and is supported by his mother and father.
- The partners have an officially registered marriage.
- The spouses should not own other plots.
What is the size of the certificate or land capital?
The certificate has a certain amount of 300 thousand rubles . It does not change and will not be indexed. When applying to the MFC, a citizen is given only a certificate, but not money.
You can use the certificate only by exchanging it for a plot of land.
for capital . The size is calculated taking into account indexation.
For 2020, the amount of land capital is 323 thousand rubles.
A citizen who has already purchased a plot of land and is suitable in all respects for participation in this program can contact the administration through the MFC and demand the return of the amount spent - but not in full, but only partially in the form of capital.
Important: the certificate, like capital, is valid for 3 years. If you did not manage to use it, you will not be able to resume the document.
Legal side
Back in 2008, a law was adopted on the possibility of families receiving free plots, and in 2011 it was supplemented with 3 adjusting articles. Each region has its own regulations. For example, for the Moscow region this is Law No. 73/2011-OZ, adopted by the Regional Duma. For St. Petersburg No. 710-136.
According to the adjustments, the allotment has the right to be used to fulfill one’s needs - running a household, building a summer house or a house for permanent residence.
Fact! It does not matter whether parents are raising 3 or more natural or adopted children.
Each region independently sets the size of the allotment. On average, it varies from 6 to 15 acres. According to the conditions, the land must be located within the city where the children live. But there are exceptions - not all cities have enough free land for distribution. Therefore, in its absence, for example, in St. Petersburg or Moscow, city residents are allocated hundreds of acres in the Leningrad and Moscow regions, respectively.
In many regions, the law was supplemented by the opportunity for large families to receive payment for a plot of land. Today in St. Petersburg it has become possible to receive money instead of hundreds. In Khanty-Mansiysk, money can only be used to solve the housing problem - to purchase property on the primary or secondary real estate market.
Terms and cost of service provision
Upon accepting your application, the MFC specialist must transfer the documentation package to the administration.
As soon as the documents arrive there, officials have 10 days to consider your application. Then they issue a refusal - or register you.
If you have been registered, you will be notified about this. In addition, within 20 working days .
The cost of the service is free. A citizen does not even need to pay a state fee. Documents will be considered without it.
