“My total work experience is 39.5 years. Of these, 34 are on the collective farm, that is, in agriculture,” writes Ekaterina Ivanovna Obukhova from the village of Semenovka, Kastorensky district, Kursk region. — Worked as a chief accountant, in a responsible position. At the same time, the head of the collective farm is in the list of professions and positions, but the chief accountant is not. The Pension Fund said “my position is not on the list,” writes Valentina Mikhailovna. — I worked as a storekeeper at a grain warehouse, received grain from combines during harvesting and released it for sowing. There is a lot of confusion with related specialties: hydraulic engineers, land reclamation workers, of course, did not directly grow grain and did not graze flocks. But they drained the swamps...

“I ask you to look into the related professions that are on the list for villagers to receive bonuses, for example hydraulic engineers, land reclamation workers, etc.,” writes Ziya Fethullovich Matulin from the village of Oktyabrsky, Penza region. — I have 24 years of work experience at the Kalinin collective farm and 8 years at the Neverkinsky PMK reclamation plant as a chief mechanical engineer. PMCs for reclamation were created in each district, our task was to drain the swamps, transport peat and organic fertilizers to collective farm fields, and during the harvest season everyone was sent to field work - from plowing the plowed land to harvesting the crops. However, my experience in the PMK of reclamation is not included in my work experience in agriculture.”

By the way, many other readers found themselves in the same situation: in the early 90s, mechanical workshops and collective farm forges were “removed” from collective farms: it was decided to create inter-district technical enterprises, which became a repair base and serviced equipment from all collective and state farms. Another missed group of rural retirees are veterinarians. “I worked at the Kalacheevskaya station for combating animal diseases for 37 years,” writes Raisa Ivanovna Sverskaya from the village of Pirogovo, Voronezh region. — Our veterinary district served three collective farms: “Leninskaya Iskra”, “Red Partisan”, “Rodina”, and I was a veterinary assistant. In our care there were 950 dairy cows, 4,700 young animals, 11,500 pigs, and 11,300 sheep. There is a strange situation with the permanent place of residence of a pensioner. Now the law says this: in order to receive a pension supplement, a person must work 30 years in agriculture and still live permanently in a rural area. But here’s an example: many agricultural enterprises are located near the city, and people from the outskirts of the city went to work there. But it turns out that they didn’t earn the right to the bonus, because they “didn’t qualify for registration.”

RG - Nedelya contacted the Ministry of Agriculture and the Ministry of Labor and Social Protection for comment. The fact is that government decree No. 1440, paragraph 2, stipulates that, on the proposal of the Ministry of Agriculture, the Ministry of Labor can supplement the list of jobs, professions, specialties and positions by establishing the identity of the type of activity indicated in the work book with a suitable item on the list. That is, the resolution contains the opportunity to fill the gaps (unregistered professions and positions) and restore justice for those pensioner villagers who were crossed out. We asked the Ministry of Agriculture to answer the question: is the Ministry conducting an “inventory” of the approved list, and is it going to contact the Ministry of Labor regarding its addition and expansion? It's no secret that life and work in the countryside is difficult. Therefore, it is quite natural that in 2021, amendments to pension legislation came into force, which provide additional pension supplements for rural residents. The decision to increase pensions for rural pensioners was proposed as part of the pension reform carried out by the Government, and the corresponding additional payments will be assigned from January 1, 2021.

How pensions will increase

The pension increase for rural pensioners in 2021 will be carried out in two stages:

  1. From 01/01/2019, pensions for villagers will be indexed by 7.05%, as a result of which citizens will receive an additional increase in pensions of an average of 1,000 rubles. This additional payment will be made only to unemployed rural residents receiving insurance pension payments.
  2. For working in agriculture for more than 30 years, pensioners will be given a bonus of 25% of the fixed payment to the insurance pension. The appointment of such an additional payment to the pension was already provided for by law, but due to the difficult economic situation in the country, its payment was not carried out.

Who is entitled to additional payments?

Who will receive a 25% increase in pension? All pensioners who previously worked in agriculture and have worked for at least 30 years will receive an increase in their pension. This rule applies to both women and men.

Although it is immediately worth noting that the required interest will not be added to the entire amount of pension payments, but will only take into account the fixed part of the pension. The category of persons entitled to an increase in the fixed payment to the insurance pension are recipients of:

  • old age insurance pension;
  • insurance pension and disability, paragraph 14 of article 17 of the Federal Law of December 28, 2013 No. 400-FZ “On insurance pensions”.

Conditions for increasing the fixed payment to the insurance pension:

  • experience of at least 30 calendar years in agriculture;
  • the person must not work and (or) carry out other activities;

The amount of increase in the fixed payment to the insurance pension is 25% of the amount of the established fixed payment (clause 14 of Article 17 of the Federal Law of December 28, 2013 No. 400-FZ “On Insurance Pensions”).

The transition period for recalculating the fixed payment is from January 1, 2021, without the pensioner filing an application if the necessary information is available in the payment file.

In this case, the Pension Fund of the Russian Federation carries out the specified recalculation no later than September 1, 2021. Clause 5 of Article 10 of the Federal Law of October 3, 2018 No. 350-F 3 “On amendments to certain legislative acts of the Russian Federation on the appointment and payment of pensions.”

The pensioner has the right at any time to submit additional documents necessary for recalculation.

If a pensioner applies for recalculation in the period from January 1, 2021 to December 31, 2021, recalculation is carried out from January 1, 2021. Indexation of pensions for rural residents from January 1, 2021

In 2021, instead of the traditional indexation of insurance pensions from February 1 to the amount of inflation, indexation will be carried out from the beginning of the year - from January 1, and at a higher rate (above inflation).

Rural supplement - legislative framework

An increase in pensions for rural pensioners for long service was laid down in legislation back in 2013. According to Part 14 of Art. 17 Federal Law No. 400 “On Insurance Pensions”, a fixed payment for those who worked in agriculture for more than 30 years, provided for an increase in the PV (fixed payment) by 25%.

However, a moratorium was imposed on this provision of the law in 2021 due to the difficult economic situation, which is reflected in Art. 1 Federal Law No. 428. How to submit missing documents

What to do if the Pension Fund does not have documents confirming the right to receive an increase in pension?

A citizen has the right to provide additional documents at any time. But the date of provision of these documents will be taken into account:

  • When applying from January 1 to December 31, 2021, a pension supplement for work in rural areas will be assigned from January 1, 2019.
  • If the necessary documents are provided in 2021 and later, then the additional payment will be assigned only from the next month after the date of application (clause 2, part 1, article 23 of Law No. 400-FZ of December 28, 2013). For example, if a pensioner submits documents in March 2020, then the increased pension will be assigned to him only from April 1, 2021.

Increase in pension for more than 30 years of service (for work in agriculture)

For pensioners who have worked for 30 or more years in agriculture in a position provided for in the list, a 25% increase in the fixed payment to the insurance pension will be paid. According to Art. 9 of Law No. 350-FZ of October 3, 2018, such additional payment for long work experience in rural areas will be assigned from January 1, 2021 and paid in accordance with the procedure prescribed by law.

Such an allowance was already provided for by part 14 of Art. 17 of Law No. 400-FZ of December 28, 2013 “On Insurance Pensions”, but the operation of such a norm was suspended due to the difficult situation in the country’s economy (Article 1 of Law No. 428-FZ of December 19, 2016) Moratorium on the payment of the bonus to rural pensioners was envisaged until January 1, 2021, but in connection with the pension reform, it was decided to “unfreeze” the effect of this norm ahead of schedule .

According to Part 8 of Art. 10 of Law No. 350-FZ of October 3, 2018, the amount of the fixed payment for 2021 is set equal to 5334.19 rubles. , therefore, the following increase is expected for rural pensioners:

  • 1333.55 rub. — for persons receiving old age and disability payments of groups 1 and 2;
  • RUB 666.77 — for citizens receiving disability insurance pension of group 3.

Who is entitled to a 25 percent pension supplement for working in rural areas?

an old-age or disability insurance pension can receive a 25% increase in pension for work in agriculture . In addition, the following mandatory conditions must be met:

  1. A pensioner must have at least 30 years of work experience in agriculture in a position that is included in the list established by the Government. Only periods of work with official employment will be taken into account, during which insurance premiums were paid to the Pension Fund for such an employee.
  2. During the period of assignment of the additional payment, the pensioner must be unemployed , i.e. not to carry out labor or other activities for which insurance premiums are paid to the Pension Fund.
  3. Live permanently in a rural area.

According to Part 15 of Art. 17 of Law No. 400-FZ, when moving to a new place of residence outside of rural areas, the 25% surcharge for work in agriculture will be canceled . Therefore, increased pensions will be paid to villagers only during the period the pensioner lives in rural areas .

List of professions for pension supplement for agricultural workers

A list of professions and positions in which work allows a rural pensioner to receive a 25% pension supplement , as well as the procedure for calculating special work experience, is established by the Government. The draft Resolution has already been prepared by the Ministry of Labor and submitted for public discussion on October 2, 2021. By the end of 2021 , the development of this document will be completed and the Resolution will be officially published .

The project provides lists of specialties and professions for three types of production: crop farming, livestock farming and fish farming. A sample list of positions is presented in the table below:

It should be noted that periods of receiving temporary disability benefits, annual paid leave, as well as periods of child care up to one and a half years (in total no more than 6 years) are also included in work experience in agriculture , which gives the right to receive a 25% pension supplement.

How to get a raise for agricultural workers

An increase in pensions for rural pensioners in 2021 will be carried out without an application , if the Pension Fund has all the necessary data on the presence of more than 30 years of experience in agriculture and the actual residence of the pensioner in a rural area. This means that you do not need to contact the Pension Fund to receive the supplement - the pension amount will be increased automatically.

According to Part 5 of Art. 10 of Law No. 350-FZ, an increase in pension is assigned from January 1, 2021, but the deadline for recalculation is provided until September 1, 2021 . All funds that should be accrued from January 1, 2019 until the actual recalculation is carried out will be compensated and received immediately for all months of such delay.

If the Pension Fund does not have documents confirming the right to receive an increase in pension, then the citizen has the right to provide additional documents at any time In this case, the date of provision of these documents will be important:
