Social supplement to pension
There are no pensioners in Russia receiving a pension below the subsistence level. This fact, repeatedly voiced by government officials, actually exists. The fact is that pensioners whose monthly income is below the pensioner’s subsistence level established in the region of residence have the right to a social supplement to their pension. The type of pension received does not matter.
The cost of living of a pensioner by region is established annually (no later than November 1) by the relevant regional laws. At the same time, the cost of living varies greatly by region. Thus, the size of the social supplement to the pension depends on the region of residence of the pensioner. Social supplement can be either federal (FSD) or regional (RSD). The payment of the federal social supplement is carried out by the Pension Fund in regions where the established cost of living for a pensioner is lower than this indicator for Russia as a whole (8,726 rubles in 2021). The federal social supplement to pensions in these regions is carried out from federal funds. Payment is made through the Pension Fund of Russia. An application for payment is usually submitted simultaneously with the assignment of a pension. If the right to payment appears after the pension is assigned (for example, a pensioner stops working), then you must submit an application to the Pension Fund at your place of residence. In this case, no additional information is required. The pensioner loses the right to this additional payment if he resumes work. Therefore, in case of employment, in order to avoid troubles, the pensioner is obliged to notify the Pension Fund employees about this. Regional social supplement (RSD) to pensions is paid, as a rule, in the northern regions and rich donor regions that can provide payments to pensioners up to a solid subsistence level established in the region - for example, in the Nenets Autonomous Okrug the subsistence minimum for pensioners in 2021 is set at 17,956 rubles. You can apply for RSD at the social protection authorities in your region of residence. They also deal with the payment of additional payments.

EDV – monthly cash payment
Federal beneficiaries receive monthly cash payments: veterans, disabled people (including disabled children), Chernobyl survivors, former juvenile prisoners of fascism and other categories (in total there are more than 15 million people in Russia). Strictly speaking, not only pensioners have the right to EDV - for example, combatants also receive these payments. However, in this article, in the context of additional payments to pensions, we will talk specifically about pensioners.
A citizen can claim a monthly supplement to his pension only on one basis, of his choice. An exception is persons exposed to radiation as a result of radiation accidents and nuclear tests (Chernobyl victims). They can receive this payment on another basis (at the same time).
Citizens who are recipients of EDV can receive this assistance not only in cash, but also in kind - in the form of a set of social services (NSS). a set of social services includes: provision of medicines, provision of vouchers for sanatorium-resort treatment, free travel on suburban railway transport, as well as on intercity transport to and from the place of treatment. The beneficiary may, at his choice, receive all of these services, as part of the EDV, in kind, or any of them at his discretion, or may refuse to receive social services in kind.
The size of the cash payment towards the pension varies significantly, depending on which category of federal beneficiaries the recipient belongs to. Every year, on February 1, the size of the UDV is indexed to the inflation rate of the previous year. From February 1, 2021, monthly cash payments are indexed by 2.5%.
As a result of indexation, from February 1, 2021, the set of social services (NSS) included in the EDV was indexed by 2.5%. now the cost of NSU is 1075.19 rubles per month, including:
- provision of medications – 828.14 rubles;
- provision of a voucher for sanatorium treatment – 128.11 rubles;
- free travel on suburban railway transport, as well as on intercity transport to the place of treatment and back – 118.94 rubles.

What subsidies do pensioners have in 2021?
Pensioners receive the same subsidies for utility bills as everyone else. If the cost of housing and communal services is above 22% of the family income, then the state provides a subsidy.
Subsidies will be especially useful for single pensioners living on a minimum pension.
Having not received a subsidy, such pension recipients barely make ends meet, paying for utilities and providing themselves with a minimum of food and other goods/services. Subsidies allow such pensioners to more or less survive.
Additional payment after 80 years
Pensioners upon reaching 80 years of age are entitled to a certain supplement to their pension. We are talking about a second fixed payment towards a pension (everyone receives one such payment towards a pension by default). In 2018, the amount of the pension increase for elderly people over 80 years of age is 4,982.9 rubles
. Recipients of insurance pensions have the right to receive a supplement to their pension after age 80. To apply for additional payment, you do not need to submit any applications to the Pension Fund - the pension is recalculated automatically. Certain categories of citizens
Working in unfavorable conditions and in industries that have a detrimental effect on the body and lead to diseases - these factors are among the main ones for receiving additional payments to pensions for a number of categories of citizens:
- Members of flight crews of civil aviation aircraft.
- Coal industry workers.
- Citizens who worked in the Far North.
The supplement in 2021 does not have any fixed values, but depends on certain circumstances:
- the amount of wages received;
- length of service (length of service);
- the amount and amount of contributions paid by the employer.
Additionally, it is necessary to pay attention to veterans - people who have additional guarantees for special services to the Fatherland. In addition to benefits, the state applies a special calculation of pensions. Provided that citizens no longer work, in addition to insurance, they are entitled to another type of subsidy - a state pension. There are several categories of veterans:

- Veterans of military service.
- Labor veterans.

Supplement to pensions for war children
Unfortunately, the law “On Children of War” in Russia has not yet been adopted at the federal level. A bill officially establishing the status of these citizens at the federal level, as well as defining benefits for them, has been hanging around in the State Duma for many years, without any prospects. Thus, in Russia, citizens born between 1928 and September 3, 1945 are not entitled to any federal benefits as “children of war.”
However, a number of regions (there are fifteen of them in the country), without waiting for the relevant laws, adopted their own laws. Children of war in these regions receive various regional benefits and monthly pension payments. The size of the payment varies significantly by region. Supplement to pension for dependents
If a pensioner has a dependent child, he has the right to receive a certain supplement to his pension. Dependents are recognized as children under 18 years of age (confirmation of the fact of dependency is not required for them) and children over 18 years of age (up to 23 years of age) studying full-time.
The pension will increase for each dependent by 1/3 of the fixed payment to the insurance pension. Considering that in 2021 the amount of the fixed payment to the insurance pension = 4,982.9 rubles, the increase in the pension for one dependent will be 1,660.9 rubles . For two dependents, the pension will be increased by 3,321.9 rubles, for three – by 4,982.9 rubles (they do not pay more for dependents). Both pensioners – husband and wife – have the right to this supplement to their pension.

Supplement to pension for children
The additional payment to the pension for children, contrary to information widely disseminated on the Internet, is not fixed. The amount of additional payment for children (in cases where such is required) is purely individual for each woman.
The surcharge itself is the result of an individual recalculation of a particular woman’s pension, taking into account the changes introduced from January 1, 2015 by Federal Law No. 400-FZ. It was this law that brought the point system to life. Now, for each period of work, a certain number of pension points is awarded. Pension points are also awarded for periods of child care. As a result, many women for whom the period of child care was previously included in their length of service (under the old law) found it more profitable to convert these periods into pension points (under the new law). We are talking about women who were granted a pension before January 1, 2015. There is no point in applying for a recalculation for women whose pension was assigned later than this date - they have already been assigned a pension based on the optimal option. The widespread opinion that an additional payment to the pension is due for children born before 1990 has no basis - an increase in the pension can also be calculated for children born after this date.
The maximum increase, as a result of recalculation, can reach several hundred rubles towards the pension, which is very significant for many pensioners. Even if the result of the recalculation of the pension is negative, the pensioner still does not risk anything - the pension will still not decrease (it will be left at the same amount). To recalculate your pension, you must provide the Pension Fund with your passport and children’s birth certificates, if they contain passport issuance stamps. If there are no such stamps, it is necessary to provide documents confirming that the child has reached one and a half years of age - a diploma of education, a certificate, etc.
