A major pension reform is planned for 2021 in the Russian Federation. It will be aimed at increasing the income of pensioners and overtaking inflation. The pension (according to the Government’s plans) will reach 40% of a Russian’s salary. This step is being taken precisely so that pensioners feel confident and self-sufficient. They could provide for themselves.
The pension reform will take place over more than one year, but for 2019 the government has the following plans:
- The retirement age will increase.
- The age for applying for a social pension will increase.
- Insurance pensions for non-working pensioners will increase. They should increase by 1000 rubles per month.
Pensions in 2021 will increase only for several categories of citizens:
- non-working pensioners;
- those who receive an insurance pension.
Non-working pensioners
By raising the retirement age, the pensions of non-working pensioners will increase. The increase will be calculated for each citizen individually. It depends on what his actual pension size is at the moment. On average, the increase will be 1,000 rubles, but this is still a conditional value, which is called by the Government.
According to the State Duma project, in 2024 the average pension of a Russian will reach 20,000 rubles. Now it is about 14,000 rubles.
The increase in pensions will take place in several stages:
- February 2021 - by 4%;
- April 2021 - by 3%.
The first stage will be carried out through inflation, the second - through savings. Previously, pensions were raised only in a few cases:
- rising food prices;
- rising prices for utilities.
Therefore, the increase in pension seemed extremely insignificant, because it was spent on paying off the difference in price.
How will the recalculation of pension benefits for non-working pensioners take place in 2021?
According to the Pension Fund, from January 1, pension payments for non-working pensioners will increase by 6.6%. This will happen due to the increase in the following categories
- The cost of 1 coefficient increases to 93 rubles.
- The size of standard pension payments also increases to 5,686.25 rubles. In the regions of the Far North and equivalent areas, these payments for non-working recipients will additionally increase by 1.5 and amount to 8,529.38 rubles.
These values are used to recalculate the insurance pension. Thanks to an increase in points and standard payments by 6.6%, the pension also increases by 6.6% for non-working citizens.
It is planned that in the next 4 years the pension will increase every year by 1 thousand rubles. To ensure such an additional payment in 2020, a coefficient of 1.066 was approved, corresponding to 6.6%.
It should be noted that the increase of 1 thousand rubles is determined according to the average annual pension payments for the country as a whole. In the coming year, it will increase for non-working pensioners and 16,389.62 rubles will be credited. This means that this increase of 1 thousand rubles will be awarded to pensioners receiving an amount of about 15 thousand rubles or more. The amount of additional payments is individual.
On average, the pension for non-working recipients in 2020 will be just over 16 thousand rubles. According to the Ministry of Labor, more than 40 million pensioners receive it.
State security pensions for non-working citizens will also increase from April 1, 2021 by 7%, corresponding to an increase in the minimum subsistence level. In Russia, 4 million people receive state pensions.
Working pensioners
The government stopped indexing pensions for working pensioners in 2021. We can hope for the restoration of indexation only in 2021. However, working pensioners can be pleased with the recalculation in 2021.
According to the Government, they do not consider it necessary to increase the pensions of those people who already receive a salary. This means they don’t need additional money. On average, according to calculations, the pensions of working pensioners will increase by 250 rubles.
Military pensioners
The government will increase pensions for retired military personnel. The increase will take place in several stages. The first of which will take place in October 2019. The increase will be 4%. The State Duma allocated money from the federal budget for this task:
- 22 billion for 2021;
- 42 billion for 2021.
A law on increasing seniority is also under consideration. If it comes into force, then now the military will have to work not 20 years, as before, but 25. However, this law will not apply to those who will serve until 2023 (that is, in 2023 they will have 20 years of service). .
Indexation of social pension
Social pension is given to those citizens who cannot cover their own insurance. These are the following groups of people:
- disabled people;
- full-time students if they are under 23 years old;
- minor orphans;
- people who were unable to accumulate the required length of service for retirement, but have already reached retirement age.
Every April the social pension increases. In 2021, it grew by 2.9%. In 2021, this increase will be even greater - 3.9%. This increase will take place on April 1, 2021.
The social pension in 2021 will be:
- disabled people of group 1 (from birth) - 12,430 rubles;
- disabled people of group 1 - 10,300 rubles;
- disabled people of group 2 - 10,300 rubles;
- disabled people of group 3 - 4400 rubles;
- disabled children - 12,430 rubles;
- those who have not achieved the required length of service - 5190 rubles;
- orphans whose both parents have died - 10,300 rubles.
The government also decided that if the amount that a pensioner receives in total does not exceed the subsistence level (or does not reach it at all), then a special surcharge will be established.
Other social benefits
All additional federal benefits have already been indexed in February of this year. Payments were raised for veterans, disabled people, rehabilitated citizens, as well as families with two or more children. The total amount of funds budgeted for payments will be 25.9 billion rubles.
Advantages of pre-retirement people
Indexation of social benefits in this case is strictly tied to annual inflation. This year the change rate was 1.043 compared to the previous year. The amount of monetization of benefits (EBV) has also increased, which in 2021 will amount to 1,121 rubles monthly.
Maternity capital will remain at the current level of 453 thousand rubles and, according to the bill on the planned budget for 2021 and 2020, will not be indexed.
Additional payment for Muscovites
The Moscow pension can be understood as both the standard pension for visiting citizens and the city social standard of minimum income (hereinafter referred to as the GSSM).
The standard pension is limited below by the pensioner's subsistence level. In 2021 it will be 12,115 rubles, and citizens whose payments are below this amount will receive an additional increase from the budget. This applies to all visitors with official registration.
Important! Citizens with temporary registration will receive a pension that is accepted in their home region.
For those who live in the city for 10 years or more, the administration pays the so-called “Luzhkov premium”, limited by the State Duma. The last time the limit was raised was in 2021, stopping at 17,500 rubles. There were no increases in 2021, and the city administration also did not announce plans for next year.

Based on the laws, some conclusions can be drawn:
- The retirement age will increase. Women will retire at the age of 63, men - 65.
- Working pensioners will not be able to receive pensions.

There will be no increase in payments to those who work, since the government believes that wages in the country are constantly growing, so even without an increase, such pensioners have a normal level of income. This type of “freezing” greatly saves the state budget, because in the country more than 15 million pensioners work in enterprises. The maximum increase they can count on in 2021 is only 245 rubles.

The number of disabled people in Russia today is approximately 12 million people. Due to the high mortality rate, there are fewer and fewer of them every day. Many of them cannot prove their status due to many formalities. In addition, those who do not have sufficient work experience will receive an increase corresponding to standard inflation in the country, that is, the social pension will increase by only 3-4%. Disabled people with sufficient work experience can count on the required 7% increase in their insurance pension. The size of other social benefits in the country leaves much to be desired. It will increase as slightly as the pension of disabled people without work experience. Confirmation of the relevant group does not guarantee high payouts. Thus, disabled people of the first degree receive about 12,000 rubles a month, while the rest are content with 10,000 thousand. Children who have lost their mother and father receive the same benefits. Despite the minor additional payments that the government may provide, the size of the social pension still remains below the subsistence level.
