A pension is a cash benefit paid monthly in the event of loss of ability to work, reaching retirement age, recognition of a citizen as disabled in one of three groups, loss of a breadwinner, and other situations described in the relevant federal laws. Evgeniy Gontmakher , Doctor of Economic Sciences, member of the Committee of Civil Initiatives, in an interview with OTR, stated why the pension system in Russia is structured in such a way that a citizen under no circumstances would guess how much he should be paid during his “deserved rest.” This is why pension reforms are being carried out.

According to Gontmakher, the pension system is complex because it is based on points. Moreover, the point system, despite its external confusion, was introduced for the sole purpose of maintaining payments to current generations of pensioners at least in a nominal amount at the expense of future pensions of young and middle-aged workers.

The trick is simple: for these generations, full rubles are paid to the Pension Fund in the amount of 22% of the wage fund. This money is handed out to the elderly, and the pension rights of future pensioners take into account not the full amount of contributions paid, but certain points received using a special reduction coefficient established every year by the government.

The calculation here is “at random”: why should the state look 20-30 years ahead, when today’s youth will think about old age and realize that their pension rights are meager, and this whole pension reform is a complete deception? But now it is necessary at all costs to maintain the loyalty of the 43 million elderly electorate who were not included in the pension reform.

Right to old age insurance pension

An insurance type of pension upon reaching a certain age is a financial payment to compensate the insured person for wages or other deductions due to retirement. Paid monthly. The right to receive this pension belongs to:

For workers in hazardous industries, the retirement age has not changed

The calculation is carried out according to the following principle:

  • length of service with income conversion is considered;
  • the resulting result is converted to PB;
  • points are multiplied by their current value;
  • a fixed pension amount is added to the result obtained;
  • summed with the cumulative part.

  • RPV – amount of pension payment;
  • AB – current point value;
  • LF – storage part;
  • IPC – the number of all pension points;
  • MPV – minimum pension payment.

How to convert pension points into pension amount?

To convert points into rubles, you need to multiply their total number by the average score. In the period until 2024, the average score is gradually increasing.

Premium odds

If you apply for old-age pension payments later, and not upon reaching retirement age, then the coefficients for increasing the IPC and the fixed payment are used in the calculation. Thus, the later the application, the higher the premium coefficient.

Pension point cost

In 2021, the cost of 1 point is 93 rubles. The size will increase in 2021. The cost of points and the minimum pension increase annually in proportion to the rate of inflation.

More about pension points

To understand what pension points are, it is enough to know the difference between accruing pensions before their implementation and with them. In the period before the implementation of the pension reform, it was enough for a citizen to have experience and salary. Harmful professions for receiving early retirement

There are a number of requirements that the preferential category of workers must meet:

  • permanent residence in the Russian Federation;
  • citizenship of the Russian Federation;
  • the existence of a funded part of the pension;
  • citizens must be insured by the Pension Fund.

At the legislative level, lists of professions are defined that grant the right to early receipt of a pension. The difference is characterized not by the list of specialties, but by working conditions.

  • “List No. 2”: For male and female citizens, pensions begin at 55 and 50 years old, respectively. The men have a total of 25 years of experience, and 12.5 years in hazardous production. For women, they have 20 years of total experience and 10 years of experience in hazardous work.

Right to funded pension

A funded pension is created for persons who meet the following conditions:

  • persons born no earlier than 1967;
  • citizens had official wages between 2002 and 2013;
  • people did not transfer all premiums (22%) to the insurance portion.

But savings can also be formed by:

  • persons born in 1966 and older, with Russian citizenship, who voluntarily participated in the state program. co-financing;
  • males born in 1953–1966 and females born in 1957–1966, in whose favor insurance premiums for the funded part of the pension were paid from 2002 to 2004;

Additional insurance premiums (ADI)

An employee, paying additional contributions on his own, must submit an application to the Pension Fund division for the voluntary payment of DSA to the funded part of the pension fund.   • persons who served in the Russian army;
  • astronauts;

The situation with working pensioners in 2021

From 2021, those citizens of the Russian Federation who decide to continue working after reaching retirement age can no longer count on indexation of payments.

This decision was approved by the Government in an effort to balance the budget of the Pension Fund of the Russian Federation.

As a result of such actions, the number of employed older people began to decline rapidly.

If in 2021, according to Rosstat, more than 15 million people belonged to this category, then in 2021 their number decreased to 9.88 million.

But still, this is about 20% of the total number of pensioners, which should allow us to judge significant savings in funds from the Pension Fund of the Russian Federation and, as a consequence, an increase in payments to non-working elderly people.

However, in practice, there was no improvement in the situation of pensioners. Moreover, despite the “freezing” of pension indexation, an additional legislative reform was carried out, as a result of which the age for retirement was raised.

And yet, for working pensioners, an event is provided in which the amount of payments due is recalculated.

Insurance pension paid for disability

Provided to persons who are unable to work due to serious injury or illness. This category of citizens belongs to the group of persons entitled to receive monetary compensation from the state. The main form of social assistance is a pension of a set amount, which is paid monthly.

The recalculation of all insurance pension payments in the country was carried out in 2015, with the entry into force of Federal Law No. 400. Now the size of the disability insurance pension depends on the following factors:

  1. The total amount of insurance or work experience. The labor is transferred to the insurance company using the coefficients established by law.

What are pension points

Pension points are a coefficient introduced for uniform (proportional) indexation of pensions.

Pension points are awarded for insurance premiums that employers pay to the Pension Fund for their employees. That is, only those citizens who work officially can be provided with pension points.

From January 1, 2021, to calculate pensions, the state has set the cost of one pension point in the amount of 93.00 rubles.

The specified cost is indexed every year by a percentage equal to the indexation percentage of the insurance pension.

How many points do you need to receive an old-age insurance pension?

To receive an old-age insurance pension in 2021, you must score at least 18.6 points. Every year this figure will increase and by 2025 it will be equal to 30 points without further increase. This rule also applies to early old-age insurance pensions.

Pensioners who are retiring today should be aware that length of service and salary earned before the 2015 pension law reform are also translated into pension points. The law establishes that all rights earned before 2015 are calculated in accordance with the old legislation and are converted into points when assigning a pension.

Let's give an example of calculating the number of pension points for 2021 with a tariff of 16% , aimed entirely at the formation of an insurance pension.

With a monthly salary of 30,000 rubles. The employee’s salary for the year will accordingly be 360,000 rubles .

The amount of insurance premiums paid from the annual salary is 360,000 rubles. at a 16% tariff it will be 57,600 rubles.

We divide this value by the amount of insurance premiums from the maximum contributory salary paid by the employer at a rate of 16% (in 2021 it is 876,000 rubles )

57,600 ÷ (876,000 × 16%) = 0.41 rub.

And multiply by 10.

0,41 × 10 = 4,1

Thus, the number of points for 2021 with a salary of 30,000 rubles. per month – 4.1 points .

Early retirement for medical workers

For healthcare workers (doctors, nurses, paramedics and others) in the Russian Federation, preferential conditions for retirement are provided - based on length of service, i.e., subject to the presence of medical work experience of the required duration.

Premature registration of pension payments for medical workers does not directly depend on age and total insurance experience, since this right is based on the length of service provided for by law.

In connection with the reform, early pensions for healthcare personnel have not been abolished, but a new aspect in acquiring pension status is proposed - a deferment for several years before registration of pension payments. Upon completion of the reform (starting from 2023), workers can become pensioners only 5 years after acquiring the required length of service.

So, a pension point is a unit, measured conventionally in a numerical way, accrued for the accumulated term each year and depending on the earnings received. It is also called the personal pension ratio. Calculation of points until 2002

It is possible that the employee’s length of service begins before 2002. The conversion of pension rights for people who are already receiving payments in accordance with the required age was carried out automatically on the basis of documents held by the Pension Fund. Under other conditions, i.e. when an employee is just preparing to retire, it is necessary to confirm the work experience accumulated before 2002 by submitting to the Pension Fund a work book or a certificate from the employing institution, as well as a document on the amount of earnings. The payment amount was calculated based on the average two-year earnings or 5 consecutive years. To convert pension experience before 2002 into capital, as was customary in 2002, and then into pension points, you must first determine the salary coefficient for the selected years. It cannot exceed the maximum set value - 1.2.

If an employee is just preparing to retire, it is necessary to confirm the work experience accumulated before 2002

Example: Zvyagin K.L. earned in 1986-1990. on average 220 rubles. The average salary then was 244 rubles. This means that his salary coefficient is 220 rubles. / 240 rub. = 0.9.

Next, you need to find out the length of service coefficient, which is equal to 0.55 with the shortest accumulated period of 25 years (men), 20 years (women) and increases by adding 0.01 for another year (but cannot exceed 0.2).

Example: Zvyagin’s experience is 27 years, therefore, his experience coefficient will be 0.57. After this, you can calculate the amount of labor benefits using the formula:

TP = KZ * KS * 1671 rubles, where TP is the labor pension, KZ is the salary coefficient, KS is the experience coefficient, 1671 rubles. – average earnings established in the Russian Federation for the 3rd quarter of 2001. If the calculated number exceeds 660 rubles, you need to reduce it by 450 rubles. – the basic amount of labor benefits until 2002.

Example: Let’s calculate Zvyagin’s retirement pension from the available data:

TP = 0.9 * 0.57 * 1671 rub. = 857.22 rub. – the amount received is more than 660 rubles.

To convert this into pension capital, you need to index the number by 10% and for every 12 months of service before 1991 by another 1%. To convert to pension points accepted since 2015, you need to multiply the result by the indexation number from 2002-2015 - 5.6148, and then divide by the cost of 1 point in 2015 - 64.10 rubles.

Example: As already mentioned, Zvyagin’s experience is 27 years, therefore, his coefficient is 27%.
