How will disability pensions change in 2021?

For most people whose health does not allow them to lead a full social life, benefits are their only source of livelihood. Therefore, indexation of disability pensions in 2021 is a pressing issue for them. We will try to provide this category of citizens with comprehensive information on this topic.

Throughout the year, inflation steadily reduces the purchasing power of the pension amount, which is often not enough to meet all needs. Indeed, in addition to ordinary household expenses, people who are unable to work for health reasons need constant supportive treatment.

At the beginning of each new year, all types of payments increase slightly to compensate for inflation.

Insurance pension

This type of pension is received by disabled people with work experience. Moreover, its duration does not matter - literally one day is enough. The experience also includes caring for children and the elderly.

But, naturally, the specific amount will depend on exactly how much experience and insurance points (IPC) a person has. These indicators are individual. We can only talk about the amount of the basic, fixed payment that everyone is entitled to. “Regular” pensioners receive 100% of the basic payment. For disabled people the principle is:

I (completely non-working) group – 200%
II (non-working or with the possibility of working) – 100%
III (giving the right to engage in certain types of work - 50%

Indexation of the basic payment (as well as the cost of one IPC) is indexed from the first day of the year. The current indexation rate is 6.6%. Officially, it is almost double the expected inflation rate (3.8%). In fact, it should at least cover it. The specific numbers are:

Disability pension 1 in 2021 will be 11,372 rubles. 50 kopecks
Disability pension 2nd group 2021 - 5686 rubles. 25 kopecks
Pensions 3rd disability group 2021 - 2843 rubles. 13 kopecks

We remind you that these amounts are relevant only for recipients of insurance “minimum wages”. Each IPC will increase the amount by another 93 rubles. Experience and possible increasing coefficients will also give an increase.

In addition, basic payments increase if the disabled person has dependents, northern experience, or they currently live in regions where “northern” coefficients apply. On the other hand, the basic amount will not be indexed if the disabled person is working. The recount will occur only at the moment when he completes his work activity.

A table has already been published on the official website of the Pension Fund of Russia, which clearly shows surcharges depending on the number of dependents (no more than three) and northern allowances.

Indexation of insurance pensions

To receive this type of pension payment, a citizen must have a certificate of disability and a minimum length of service.

The period of time worked, which is the minimum for calculating the insurance pension, must be at least five years.

With a minimum length of service, a pensioner can choose what type of pension payments he wants to receive: social or insurance.

As a rule, the amount accrued for the insurance period exceeds social pensions. Therefore, most citizens choose to receive pensions calculated for periods worked.

Important. When calculating the insurance pension, those periods that are included in the length of service, but do not constitute work activity, are also taken into account. For example, unemployment status, parental leave and others.

In 2021, insurance pensions were indexed by 6.3% for pensioners of the first and second groups, and 3.8% for persons with disabilities of the third category.

Important. Insurance pensions are subject to annual indexation and will increase in the future.

Social disability pension in 2021

This type of social security is always fixed. It is paid to Russians who have never worked - disabled children and people disabled since childhood. Social security can only be increased by the regional coefficient.

Indexation of social payments is scheduled for April 1. So far they promise to produce it at 7%. One can only hope that the promise will be kept. This didn't happen last year.

The initially planned figure was small - not 7.05%, like for insurance payments, but only 2.4%. The actual amount of indexation by the end of February turned out to be 0.4% lower than promised, and ultimately was even less than the inflation rate.

Disabled people can only believe that disability benefits in 2020 will indeed be indexed by seven percent and will at least slightly compensate for last year’s losses.

In some cases, recipients of social pensions are entitled to UDV (single cash payment) and/or NSO (set of social services). These types of social assistance will be indexed from February 1. Taking into account the increase, they will be:

3926.69 rubles – for group I

2804.28 rubles - for group II and children

2244.85 rubles - for group III

These amounts are paid if a disabled person refuses free social services. If he receives free medicines, free railway travel, free sanatorium vouchers, his EDV will decrease. Specific data on the monetization of NSOs can also be found on the Pension Fund website.

If the amount of all payments due to a disabled person is still less than the subsistence level, an additional payment will be made. The basis is the current regional PM of a disabled person of the corresponding group and category. As of January 1 of this year, it has already been installed.

Thus, disability pensions in 2021 for disabled people receiving state social security will increase by 7 percent, and the daily allowance - by 3.8%. This will happen in February and April.

How are disability pensions processed?

Pension accruals for disabilities, regardless of type, are registered in the pension fund upon the person’s application.

You must have the following documents with you:

Identity confirmation (passport, TIN, SNILS);
Work book (if you have a minimum work experience);
Certificate of awarding a disability group.

When applying for a state disability pension, you must add to the package of documents a certificate stating that you are one of the special categories of citizens to whom it is awarded.

Increase in state disability pensions in 2021

State pensions are payments to disabled people who have special services to the country: WWII veterans, blockade survivors, combatants, or those who lost their ability to work during military service, Chernobyl survivors, and cosmonauts. The basis is the same social pension, but the percentage is completely different.

For example, military personnel who become disabled in group I as a result of a military injury receive 300% of the social pension. Disabled people of other categories and groups – from 250% to 175%.

But regardless of the percentage, the period and size of indexation of state benefits will coincide with the period and size of indexation of social pensions. That is, it is expected in April, and so far it is promised at the level of 7%.

Pension for working disabled people

A disability pension is a pension established in connection with long-term or permanent actual loss of ability to work (disability). The conditions and standards of pension provision depend on a number of circumstances - the nature of labor relations or service, other activities, and the causes of disability. Disability pensions for workers and employees are assigned upon the onset of disability of groups I, II and III. The conditions for granting a pension differ depending on the cause of disability: upon the occurrence and as a result of a work injury or occupational disease, a pension is assigned regardless of the length of work experience: if the disability was the result of a general illness, then, as a rule, a certain total work experience is required to assign a pension.

According to the current pension legislation, a labor disability pension is established for citizens recognized in the prescribed manner as disabled people of groups I, II, III. Recognition of a citizen as a disabled person and establishment of a disability group is carried out by federal institutions of medical and social examination in the manner prescribed by Federal Law of November 24, 1995 No. 181-FZ “On the social protection of disabled people in the Russian Federation” (as amended on December 28, 2013).

In general, the amount of disability benefits in 2021 should increase by six and a half to seven percent. Insurance pensions have already increased since January 1. At the beginning of February, the EDV and NSU will “catch up”, but only by 3.8%. Right to an insurance pension

Today in Russia, according to the Ministry of Labor, there are more than a million disabled workers. This is more than a quarter of disabled people of working age, and this figure is planned to be increased to 40%. The majority of working people with disabilities are employed in office positions, including in professions that allow for remote work.

At the same time, all working disabled people, even those whose insurance experience is minimal, have the right to receive an insurance pension . This pension is accrued until the age of 65 for men and 60 for women, after which citizens with disabilities have the right to receive an old-age insurance pension.

The size of the disability insurance pension, like the insurance pension of other citizens, consists of a fixed payment, the amount of which is determined by the state, and the sum of individual pension coefficients (pension points), multiplied by the value of these points.

In 2021, this fixed payment is equal to 11,372.5 rubles for disabled people of group 1, 5,686.25 rubles for group 2, 2,843.13 rubles for citizens with disability group 3. Moreover, its size also depends on additional factors - such as the presence of dependents or “northern” indexation.

In the latter case, the fixed payment increases by the regional coefficient approved for the given constituent entity of the Russian Federation. What if this citizen moved for permanent residence to another region? In this case, they also have the right to the “northern” supplement, provided that the “northern” experience is at least 20 years for a woman and 25 for a man.

As for the cost of pension points, which is indexed every year (in 2021 it is 87.24 rubles, in 2021 - 93 rubles) and determining the number of pension points, they are the same as for other recipients of insurance pensions. The only difference is that there are no requirements for a minimum number of insurance points. However, if the length of service of a given citizen is minimal, then the funded part of the insurance pension will be symbolic.

Additional payments to working disabled people are also provided at the level of individual constituent entities of the Russian Federation. For example, in Moscow and the Moscow region, additional payments are provided for citizens who became disabled during the fighting in Afghanistan and the Chechen wars. In St. Petersburg, a special surcharge is provided for disabled people of groups 1 and 2 who have a child under the age of 18.

However, similar additional payments are provided for non-working disabled people . Most of the benefits and bonuses addressed to both working and non-working disabled people (from the opportunity to receive free health resort treatment to car parking benefits) are provided in “in-kind” form. It is impossible to receive such compensation in cash (both disabled people themselves and their loved ones are interested in this opportunity).

The calculation of this type of pension depends on the economic situation in the state and annual inflation. In the most general case, this size of the pension of a disabled person of group 3 is calculated using the formula: the amount of the social pension multiplied by 100%.

The size of the pension for disabled people of the 1st group in 2021

EDV (monthly cash payments) is the realization of a person’s rights to benefits, expressed in monetary terms. This amount does not depend on the region where the person entitled to such payments lives. EDV are fixed throughout Russia and are subject to indexation annually from February 1. Different groups of beneficiaries in 2021 receive differentiated amounts: from 2,638.27 rubles for combat veterans to 5,754.82 for Chernobyl survivors.
DEMO (additional monthly financial support). There are two types of such payment - 500 and 1,000 rubles, and it is paid according to the first amount on a general basis. Those disabled people who were injured during the Second World War (although there are only a few of them left) or during their stay in concentration camps, or due to hostilities can count on 1,000 rubles of security for this type of monetization. The remaining categories - WWII veterans and their widows, as well as other categories of people who survived through all the hardships of those years to this day - receive 500 rubles a month. NSU (Set of Social Services). To receive this benefit, a disabled person does not need to worry, since it is stationary and all the arrangements for it are carried out by the relevant government bodies.
