Disability is a pathological condition of a person, due to which restrictions or barriers to activity are formed associated with mental, physical, sensory or mental abnormalities. - Speech impairment . Diseases, injuries that lead to partial/complete loss of voice, impairment of written speech.
- Analyzer disorders . If auditory or visual perception is impaired, other susceptibility suffers (there may be problems with the pain threshold, tactile sensitivity, etc.).
- Physical impairments . This group includes deformation of parts of the body, which interferes with normal motor activity and becomes an obstacle to performing any actions.

List of documents
For registration, you must send the following documents to the Pension Fund:
- Application in the prescribed form.
- SNILS.
- Citizen's passport, birth certificate (for children). A residence permit is submitted for a foreign citizen.
- A certificate issued by VTEK confirming the presence of disability.
- A copy of the work book or other document confirming work experience.
- Other documents required for granting a pension. For example, to confirm that a disabled person is a military serviceman, a WWII veteran, an astronaut, etc.
- Power of attorney if the application is submitted by a representative.
Attention! The Pension Fund of Russia may request other documents (2NDFL certificate, family composition certificate, certificate of location of dependents, etc.), but it must justify the reason for this request.
Conditions for receiving a pension
A disability pension is awarded when the person applying for it has a disability group. At the same time, the right to receive a pension is not affected by which particular group.
Disability is confirmed by the conclusion of the State Bureau of Medical and Social Expertise. Moreover, this examination is carried out at certain intervals (for example, a year). To receive a mandatory pension, you must complete it within the established time frame.
Merely assigning a disability is not enough. It is necessary that a citizen who has been assigned a disability group applies for a pension.

Disability groups
Disability implies division into certain groups that are determined by specific limitations.
Disability groups:
- Group 1 is given to persons with severe health problems. A person needs constant help from third parties; he cannot provide for himself or serve himself.
- Disability group 2 is given against the background of moderate pathological disorders in the human body.
The second disability group is assigned only for 12 months, after which, to confirm the status of a disabled person, you will have to undergo re-examination.
- Disability group 3 is given when there are minor limitations on a person’s ability to work.
Amounts of the basic social disability pension in 2021
The basic social pension is the one that is due to a disabled person who has never worked, without taking into account additional payments. It depends only on the disability group, and no other factors. The payment amounts are:
- For group 1 - 12,432.44 rubles;
- For group 2 - 10,360.52 rubles;
- For group 3 - 4,403.24 rubles.
These are the numbers after indexing in April 2021. Disabled children receive compensation according to the standards of a higher group, i.e. disabled people of group 2 receive from childhood the pension due to disabled people of group 1. All additional payments, raises and other cash payments depend on the base rate.
The basic pension is accompanied by a list of benefits, which is also fixed. This is a change in the conditions for the provision of a number of services - some of them can be provided out of turn or at home. Not all of them are free - most are carried out for the recipient’s money, and the privilege lies in a more convenient way of providing services.
The most important benefits are highlighted in a separate list - a set of social services. They can be received in kind - free travel, free medicines, free treatment in a sanatorium - or replaced with EDV - a monthly increase in pension. What affects the size of a disabled person’s pension?
In 2021, the amount of an insurance pension benefit due to disability will be determined by the formula: PC * S + FV = pension.

- PC is the sum of all annual personalized pension coefficients (points) of a person.
- C is the cost of one PB at the time of pension provision.
- PV means a fixed payment.
Pension points change every year, that is, their value, but the PV is the part of the pension benefit that is added to the insurance coverage due to disability. This is a fixed indicator established at the state level and does not depend on insurance premiums paid.
According to Part 2 of Article 17 of Federal Law No. 400, persons with disabilities of the 2nd group receive a double amount of the PV, and according to Part 2 of Article 16 of the Federal Law No. 400, persons with disabilities of the 3rd group receive only 50% of the PV.
Increase in social pension for persons with disabilities
In accordance with Law No. 166, which came into force on December 15, 2001, disabled people of any group, as well as disabled children if they permanently reside in the country, have the right to receive social pensions.

Pension reform in Russia
The pension reform provides for a gradual increase in the retirement age, as well as indexation of social pensions of citizens in Russia (law dated May 7, 2021, number 204).
