What determines the size of regional allowances?

In Russian legislation, the concept of “minimum pension” does not exist in any of the formulations of legislative acts. However, in order to establish the minimum allowance for an elderly person, our country has established the so-called pensioner’s living wage (PMP), which determines the minimum amount on which an elderly person can live in the current economic situation at the moment. According to the draft law, this parameter is divided into federal and regional. Each region legally has the right to establish its own PMP. If a person’s pension does not reach the regional PMS in his region, then according to the law he has the right to apply to the social protection authorities to receive a social supplement up to the level of PMS in his region.

Regional pension programs

Every year, the authorities of the constituent entities of the Russian Federation set the cost of living for the next year. Thus, in most of the regions they have already determined the cost of living for a pensioner for 2021.
In some constituent entities of the Russian Federation, the cost of living for a pensioner has increased slightly or has not changed at all compared to the standard determined for 2021. For example, in the Karachay-Cherkess Republic the minimum was increased by only 174 rubles.
In some regions there has been a significant increase in the minimum pension. For example, in the Khabarovsk Territory its size has been increased by 2,310 rubles, and in the Jewish Autonomous Region - by 1,129 rubles, and so on.

But for now, the region is on the list of the worst regions for respecting the social and labor rights of workers: wages are being massively delayed here, production and people are being cut. The real income of the population is falling. Qualified specialists are leaving for large cities, and unemployment is rising. However, the negative factors are twofold - the difference in prices with the capital is small, therefore the level of PM is not very different from Moscow.

The cost of living in the region is established by the Governor's Decree, after analyzing quarterly statistical data on the standard of living in the region.
Following Article 1 12.1 of Law No. 178 of the FEDERAL LAW of Russia dated July 17, 1997, the monthly income of a non-working pensioner must be no less than his subsistence level, depending on the region in which the pensioner lives. Plus, the monthly income includes a set of social services, the list of which is determined by the laws of Russia.
Currently, regional and federal allowances can be considered as current allowances within the framework of social assistance.
To apply for a regional social supplement, you must contact a special department of social protection of the population, depending on the place of residence of the pensioner. The federal social supplement is determined already in the pension fund; it is assigned to a citizen in the constituent entity of the Russian Federation where the minimum amount for a pensioner’s life is lower than the national one. At the moment, this amount is 10,022 rubles.
General pension accrual
The main condition for registration of pension accruals is, since 2013, length of service (insurance).
Since 2001, a phased pension reform has been carried out in Russia, during which the concept of length of service was replaced by insurance. Since 2002, all employers have transferred special insurance (pension) contributions to the Pension Fund.
Since mid-2021, the administration of this process has been transferred to the Federal Tax Service. And only personalized reporting is provided to the Pension Fund; the Social Insurance Fund checks social insurance expenses.
Work experience acquired by a person before 2002 is additionally confirmed by income certificates for any 5 years of such work period. As for the period of work after 2002, individual insurance contributions and the acquired pension point (coefficient) are taken into account, the size of which determines the future pension.
Important! To obtain the right to retire, you must earn the established minimum number of pension points and the number of years of insurance experience.
Another condition for assigning pension payments is reaching the legal age: general or special.
If all of the above conditions are met, a citizen has the right to contact the territorial division of the Pension Fund of the Russian Federation at his place of residence with a corresponding application and documentation confirming insurance (work) experience.
