Who is eligible for benefits?
Not all disabled Muscovites who have retired can count on additional support.
The main rule is that in order to receive “Moscow” benefits, you must have Moscow registration and not provide temporary registration services to persons from other regions (do not provide temporary registration).
There are several categories of pensioners, and the set of social privileges depends on belonging to each of them:
- Veterans of Labor;
- Rehabilitated;
- Veterans of wars (separately - the Great Patriotic War, the war in Afghanistan, the Chechen campaigns, etc.);
- Home front workers;
- Disabled combat veterans;
- Awarded “For the Defense of Moscow”;
- Leningraders marked with the sign;
- Honorary Donors;
- Disaster liquidators;
- Pensioners of the Ministry of Defense;
- Group I visually impaired;
- Disabled pensioners;
- Persons with dependents;
- Working pensioners;
- Single pensioners;
- Families of pensioners;
- Non-working pensioners;
- Pre-retirement people.
Benefits for Moscow pensioners are varied. Pensioners here can register the right to various privileges and create a set of necessary social support measures.
Most benefits must be applied for through Social Security and are not automatically awarded upon reaching retirement age. Benefits are granted only upon presentation of papers proving the relevant right.
Tax benefits
Certain benefits are provided to pensioners who purchase real estate or are engaged in the construction of a private house or other structure. In this case, the benefit is a so-called tax deduction, which is provided for the last three tax periods. A pensioner who has taken out a targeted loan for the purchase or construction of residential real estate can count on the same tax break. The ability to take advantage of tax deductions is regulated by Article 407 of the Tax Code of the Russian Federation.
Pensioners who purchase a plot of land for the construction of residential premises are also entitled to a similar benefit; a garden plot is not suitable for this case. If property is acquired jointly with other persons, the right to a tax deduction for a pensioner is retained. The size of the loan for which a tax deduction can be established is limited to 2 million rubles for the purchase and 3 million rubles for the construction of housing.
If we talk about land tax, then in general, citizens of retirement age must pay it in full - just like other citizens. But, given that this type of tax is local, regional authorities have the right to provide certain benefits to pensioners at their discretion. The basis for such tax breaks can be considered Article 395 of the Tax Code of the Russian Federation.
In addition, the law defines categories of pensioners for whom the amount of land tax is reduced by 10 thousand rubles:
- persons awarded the Star of the Hero of the Soviet Union or Russia or three Orders of Glory;
- disabled people;
- veterans of WWII and other wars;
- participants in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant;
- nuclear test participants;
- persons who received occupational diseases as a result of participating in the liquidation of emergency situations at nuclear facilities.
Until 2015, pensioners were exempt from paying property tax regardless of the number of properties they owned, as well as the type of pension they received. The objects of such property included: houses, apartments, cottages, rooms, garages and other buildings. This also includes a share in the collective right to own property. After changes to tax legislation adopted in 2015, a pensioner has the right not to pay tax on only one property of a certain type, i.e. if a citizen owns, for example, two apartments, then only one of them is exempt from taxation. If all property objects are of different types, a citizen of retirement age is completely exempt from paying property tax. It should be remembered that premises whose area does not exceed 50 m2 can be exempt from taxation.
At the regional level, in a number of cases, transport tax benefits are established for pensioners. As a rule, rowing and motor boats (up to 5 hp), cars intended for the disabled, and passenger cars with a power of up to 100 hp are exempt from taxation. pp., which were acquired through social security authorities.

Additional payments to pension
A benefit that only those pensioners who have been officially registered in Moscow for more than 10 years can count on.
This support measure is called a social pension supplement.
Other types of additional payments are received by those whose pension is calculated below the subsistence level of a pensioner in Moscow, as well as by persons who have honorary titles, awards, and merits.
On some holidays, Moscow authorities pay pensioners “gift” one-time supplements to their pensions, the amount of which is established by the city government.
Tax benefits
All pensioners whose real estate meets the following requirements can receive an exemption from taxation:
- Its cadastral value is below 300,000,000 rubles;
- Belongs only to the pensioner, without co-owners and shared ownership;
- Does not generate profit and is not used for gain.
You can apply for tax exemption for personal use items:
- Apartment up to 50 sq m;
- House up to 50 sq m;
- 6 acres of garden land;
- Garage;
- Outbuilding up to 50 sq. m.
Citizens must be 55 years old for women and 60 years old for men . Despite the increase in the retirement age (in 2021, people retire at the ages of 56.5 and 61.5 years, respectively), the Federal Tax Service has not yet made changes to the retirement age, which means that pre-retirees and people who have already those who have received a pension (regardless of whether they continued to work or retired).
You can apply for a benefit for one object from each category or for the number of square meters. So, if a pensioner owns two apartments with an area of 60 and 65 square meters, as well as a garden plot of 7 acres, he will not have to pay for 50 square meters of one apartment and for 6 of the 7 acres

Pensioners pay income tax only if they continue to work officially or have an individual entrepreneur.
Transport taxes
Moscow pensioners who own a car pay 25% less than able-bodied citizens.
If a pensioner has a disability, he is completely exempt from transport tax. To do this, his car must be equipped in a special way (manual control) and be low-power (up to 100 hp).
The owner of one boat with a motor of no more than 5 hp, and the owner of one type of agricultural equipment are exempt from transport tax.
Benefits for pensioners provided at the federal level
Federal social benefits for pensioners are provided in absolutely all regions of the Russian Federation. These benefits are divided into three important categories:
- Advantages when paying property taxes. This benefit implies a complete exemption of pensioners from tax deductions on owned real estate. It is important to know that benefits are provided only for one object belonging to a specific category of real estate. In other words, if a pensioner is the owner of an apartment, a private house, any outbuilding and a garage at the same time, he will be exempt from taxes altogether. This is due to the fact that each of the objects we list belongs to different types of real estate.
- Exemption from income tax. In this case, income tax is not levied on any types of pension payments, as well as on financial assistance provided to a pensioner once a year, as well as on funds allocated for sanitary resort treatment of a pensioner, the purchase of medicines (if the money is provided former employer). Any payments other than pensions are not subject to taxes in the amount of no more than 4,000 (four thousand) rubles.
- Benefits for pensioners who, after retirement, continue to work. These include the opportunity to take additional annual leave (at your own expense), as well as the absence of the need to work 14 days after submitting your resignation.
Transport benefits
This category includes opportunities to use public transport at a discount.
In Moscow this right is implemented as follows:
- Free travel on public transport, including minibuses.
- Benefits for travel on suburban transport: half the cost.
- Benefits for paying for plane tickets: 75% of the cost.
- The right to use a social taxi (trips to socially significant objects: hospital, social service, etc.);
- Reimbursement of travel costs to the place of treatment.
Pension travel is issued in the form of a Moskvich social card at any MFC.
Benefits for pensioners in 2021
Today, pensioners are considered the most vulnerable segment of the population in any state. In view of all the circumstances, the government of the country is obliged to take care of these people 100% so that in their old age they do not need anything.
Unfortunately, sometimes such obligations are difficult to fulfill, especially during a protracted economic crisis. That is why the Russian leadership is trying to implement various reforms, and is also thinking about reducing some benefits for pensioners in 2017.
Reliable information regarding what older people may lose with the onset of the Year of the Rooster is still difficult to obtain. But one should not look at such measures from a negative point of view.
The population must understand that officials come up with them not to “annoy” people, but to maintain a stable financial situation in the country. Therefore, let's look at what changes in the benefits system may occur in 2021 in order to understand what to prepare for in the future.
Types of benefits

Tax benefits are aimed at maximizing and reducing the amount of tax paid or completely exempting from it. For example, pensioners may not pay taxes such as land, transport, etc. To do this, they just need to provide a pension certificate to the tax organization.
City benefits can significantly make the life of pensioners financially easier. Each region has different city benefits. For example, in Moscow, older people can count on free trips to a sanatorium. To arrange a trip, you must contact your local doctor and obtain a health certificate indicating the recommended treatment at the sanatorium. In addition, pensioners can use the services of government dentists free of charge.
Social benefits - this area also includes all kinds of assistance programs for pensioners. For example, you can apply for a subsidy. To receive it, one condition is necessary: the total tax must exceed the amount of pension payments by 20%. In order for the state to provide a subsidy to such a pensioner, it is necessary to contact the social security authorities at the place of registration. This type of benefits is especially valued in the housing and communal services sector.
Federal benefits are the largest benefit category, which includes many privileges for pensioners (free travel, monthly cash benefits, etc.). Who can count on federal benefits:
- labor veterans;
- WWII veterans;
- family members of fallen soldiers;
- widows of WWII participants;
- veteran liquidators at the Chernobyl nuclear power plant;
Benefits for pensioners living in Moscow
Due to the fact that the free travel benefit for pensioners was recently cancelled, rumors began to circulate among city residents that the government was going to cancel all existing benefits. Of course, there was panic in society, because prices are rising every day, and pensions are standing still.
But still, you shouldn’t trust rumors, because officials decided not to touch benefits for pensioners anymore, so in 2021 everything will remain in place. It is worth noting that tax and other breaks apply not only at the federal level, which means that Moscow pensioners can be content not only with nationwide benefits, but also with those introduced by the capital’s authorities, namely:
Property tax. Thanks to this relief, modern pensioners are exempt from paying tax on one piece of real estate. That is, having an apartment, garage, etc., a pensioner may not pay property tax at all. In the case where the beneficiary owns 2 apartments or 2 dachas, then only one object will have to be selected.
Exemption from personal income tax. Now, vouchers to health resorts, medical care, financial assistance from a former employer for treatment (no more than 4 thousand rubles), and all pension payments are not subject to income tax.
Payment for housing and communal services. Moscow authorities have provided single pensioners with the opportunity to receive monthly compensation for part of their payment for telephone calls within the city, and older people are also exempt from paying for garbage collection services.
Benefits for labor veterans expanded
Labor veterans are a separate category of citizens who are entitled to a certain list of concessions. Note that in 2021 it will expand somewhat:
- 1. Free medical care in municipal hospitals.
- 2. Working pensioners will receive additional leave, excluding the main one.
- 3. A chance to become a participant in a program to improve living conditions.
- 4. 50% discount on housing and communal services payments.
- 5. Benefits for the purchase of medicines.
As we see, despite the unstable financial situation of the country, the government is doing everything possible to make life easier for pensioners financially. Of course, these measures cannot be called grandiose, but we must pay tribute to the officials - they do not forget that older people have worked for a long time for the benefit of their Motherland, and therefore deserve good treatment and a peaceful old age.
It cannot yet be said that the above list of benefits will expand or decrease even more in 2017, but still hope for change does not fade. And if you believe in the best, then it will definitely happen.
Benefits for housing and communal services
The first thing a Moscow pensioner can count on is a subsidy for housing and communal services.
This is a refund of part of the money paid for utilities from the regional budget.
In Moscow, there are certain upper limits for payments for housing and communal services, which depend on the living conditions of the pensioner:
- Total income of the family living in the apartment;
- Total amount of utility bills;
- The number of square meters for each family member.
If incomes are low, the number of square meters does not exceed the threshold, and the amount of utilities is higher than the established value, you can apply for a subsidy. Whether a pensioner is entitled to this subsidy is decided on a case-by-case basis.
You can apply for a subsidy for all types of utility payments: for water; for electricity; for gas; for the elevator; for maintaining the house and removing garbage, etc.
To apply for a subsidy, you need to contact the management company with a set of documents proving your right to the privilege: receipts for the last six months, a pension certificate, a certificate of family composition, information about living space and income of family members. Additionally, ITU certificates from disabled people are provided, if they live in the apartment.
An important condition for receiving a subsidy : all debts must be closed before contacting the Management Company. The subsidy is accrued only on payments from the moment of application.
Benefits for housing and communal services for pensioners in Moscow
In addition to subsidies, you can apply for benefits:
- Free landline phone;
- Solid waste removal.
Overhaul for Moscow pensioners
A separate issue is contributions for major repairs. You can apply for a benefit here.
Half of the overhaul fee is paid by:
- Single pensioners over 70 years of age;
- Families of pensioners over 70 years of age;
- Other beneficiaries (for example, a disabled pensioner, a repressed person, a labor veteran, etc.).
Single pensioners over 80 years of age, order bearers, heroes, war participants, blockade survivors, etc. are completely exempt from paying for major repairs.
Payment of housing and communal services for Muscovites
Moscow legislation provides the following benefits to single pensioners of the capital for housing payments:
- Every month, part of the payment for intracity telephone services is reimbursed;
- are exempt from paying for garbage removal.
Unfortunately, there are no other benefits for pensioners in housing and communal services in the capital. But it should be noted that the amount of payment for housing and communal services is greater than the percentage of the total family income established by the standards. But in Moscow it varies from 3 to 10 percent, it all depends on the amount of income. So payers can apply for subsidies.
