Home/Benefits and subsidies for housing and communal services/For pensioners in Moscow
Utility tariffs, with their constant growth, often turn out to be an unbearable burden for pensioners, especially in the largest city in Russia - Moscow. Therefore, the majority of older people have the legal right to apply for government support as low-income people. State assistance to socially vulnerable segments of the population is called a subsidy or benefit.
For your information
Despite the fact that federal law No. 178 does not provide for pensioners such a concept as subsidies for housing payments, they can still receive some privileges and reduce the cost of utility services in Moscow.
Normative base
The security base for providing subsidies for utility bills is regulated in accordance with Article 159 of the Housing Code of the Russian Federation. The article defines the categories of Russians entitled to receive assistance, as well as the terms of its provision and the conditions for accrual.

How to calculate the amount of subsidies for housing and communal services for a pensioner in Moscow?
To calculate subsidies for housing and communal services, you can use the formula yourself:
Sub = MinKP - (OD*Co*0.22) , where
Sub - the amount of the subsidy,
MinKP - the minimum possible value of utility bills,
OA is the total income of all registered family members,
Ko is the ratio of gross family income to the subsistence level.
In turn, the coefficient (Ko) can be determined by the formula:
Ko = OD/SumPM, where
OA - total family income,
SumPM is the total calculated subsistence level of the family.
To correctly calculate the amount of the subsistence minimum, it is necessary to clarify in what amount it is approved for certain categories of citizens:
- for pensioners it is 11,420 rubles/month;
- for minor citizens 13,938 rubles/month;
- for the working population 18,453 rubles/month.
Accordingly, to determine the total cost of living for a family, you must use the formula:
SumPM = 11420*P + 13938*D + 18453*P, where
P is the number of people of retirement age,
D - number of children,
P is the number of people employed.
Next you need to calculate the minimum utility payments using the formula:
MinKP = NKP*NZHP*KCH , where
NCP - the norm of utility costs per 1 square meter. For Moscow, this standard is defined as 191.3 rubles per 1 sq.m.
NLP is the standard living space per person. In the Moscow District the figure is 33 square meters. m. for citizens living alone, 21 sq. meter per person for a family of 2 people, and 18 sq. meters per person in families consisting of three or more members,
CN - the number of people living in the living space.
Annual benefits
WWII veterans are paid 3-10 thousand rubles on Victory Day. Annual benefits are received by rehabilitated pensioners who suffered from political repression. Cash payments 100 thousand rubles. assigned to disabled combat veterans who participated in local wars.

Subsidies for housing and communal services for working pensioners in Moscow
For working pensioners, the same rules and requirements apply as for non-working people of retirement age, and therefore, if the rent exceeds the threshold of 10% of gross family income, then the person has the right to write an application for state support.
If a pensioner works and falls under a certain category of citizens who are entitled to subsidies from the state in terms of utility costs, then he should also provide supporting documents and apply for subsidies.
Subsidy for housing and communal services for single pensioners in Moscow
For single persons of retirement age living in the capital, the Moscow authorities have provided the following subsidies:
- compensation in the amount of 190 rubles for using a landline telephone;
- complete exemption from payment under the article “garbage and solid waste removal”;
- subsidies for utilities if the payment amount is more than 10% of total income;
- exemption from paying housing maintenance costs in excess of the norm;
- if the pensioner is a WWII veteran, former prisoner of war, disabled people, labor hero, or honorary donor, then he is given a half-time benefit for utility bills.
Preferences for Moscow pensioners on housing and communal services payments
According to the laws of the Russian Federation, each subject of the federation independently sets the limit of expenses for housing and communal services from the total income of a pensioner. The Moscow Municipality has set a threshold of 10%. If a citizen spends more than this standard on utility bills, he is entitled to subsidies. This preference has the following features:
- individual partial payment for housing and communal services is made from the city budget;
- the citizen must be registered and reside in the capital.
- In which regions of Russia can you become self-employed?
- Adjika recipe for the winter
- Terbinafine-Teva
The legislation of the Russian Federation establishes a list of federal beneficiaries who can receive compensation for utility bills. The Moscow government has supplemented this list by including a number of pensioners from the capital. Muscovites have the right to receive the following privileges:
- permanent benefits - fixed payments;
- compensation in the form of a refund of the amount spent to pay utility bills is carried out from the federal and regional budgets.
The size of the benefit for pensioners in Moscow for paying for housing and communal services depends on which list of preferences the citizen is included in. It can be:
- complete exemption from payments;
- 50 percent discount on the cost of services;
- fixed subsidy for using a landline telephone;
- benefits on contributions for major repairs.
Refusal to provide and actions in case of refusal
Refusal to provide housing and communal services benefits for pensioners in Moscow may be due to:
- incomplete set of documents;
- incorrectly provided data;
- the size of the gross family income allows you to compensate for the costs of utilities;
- there are unpaid receipts for utility bills;
- the pensioner is not a citizen of the Russian Federation;
- there is no confirmation of registration at the place of residence.
Please note:
In case of refusal, you must first find out from the employee accepting the application the true reason for the refusal and comply with the requirements to eliminate this reason. If the basis for the refusal was received in accordance with the legislation of the Russian Federation, for example, the person is not a citizen of the Russian Federation, then nothing can be done with such a refusal; the law provides for support from the state only for persons who meet all the requirements prescribed by law. In addition, for submitting knowingly false documents or falsifying certificates, you may be subject to administrative liability.
Design nuances
When applying for a state discount on housing and communal services tariffs in Moscow, you should take into account some nuances:
- If older people are in a formal marriage, but live in different living spaces and do not have registration in the same living space, then in any case they must provide a certificate of income of both spouses. Russian legislation allows spouses to live separately, but at the same time obliges them to provide each other with financial support.
- If distant relatives are registered in an apartment with a beneficiary and do not have the right to apply or do not want to receive government assistance, then the pensioner can apply for his share of utilities, that is, first the amount of charges is divided among all tenants, and then only part of the rent is subsidized low-income tenant.
- The only document confirming that the pensioner legally resides in the specified living space is registration at the place of residence.
