The social pension supplement is valid only for residents of Moscow, and it is not provided in the region. Many types of social assistance in the Moscow region operate thanks to a social card. Its owners are offered free metro travel, reduced costs for public transport, and bonuses in stores.

What benefits are available to pensioners in the Moscow region?

The following social preferences are available to pensioners in the Moscow region:

  • Receipt of targeted payments by low-income pensioners;
  • Additional payment for a 70-year-old pensioner living alone;
  • Free use of public transport;
  • Additional monthly payment for pensioners who have the status of war participant or war disabled person;
  • One-time payments to war participants in honor of memorable dates;
  • Social benefit for burial;
  • Payment for mobile communications if it is not possible to install a landline telephone for the pensioner;
  • A one-time payment for a family of pensioners who are celebrating their anniversary;
  • A one-time payment to pensioners if they are given the status of victims of political repression.

Additional payments to pensioners in the Moscow region may be paid if the assigned pension is less than the minimum subsistence level established for the region. For pensioners, this figure in 2019 is 9,908 rubles.

In addition, if a citizen is over 70 years old and lives alone, he may be given an additional payment in the amount of 700 rubles.

If a pensioner has worked for 50 years or more, and has not received state awards, then he may additionally receive an additional payment of 1,074 rubles.

Attention! If a pensioner is over 100 years old, he will be given a one-time payment in the amount of 5,000 rubles.

To apply for benefits, a pensioner can contact the MFC branch closest to him. Moreover, he can do this himself, or send an authorized representative there with the documents. In the latter case, it will be necessary to issue a notarized power of attorney for the right to represent interests for this person.

When contacting the department, the citizen provides the operator with a complete package of required documents. He, in response, issues a receipt confirming their receipt.

After the end of the period allotted for consideration of the application, a decision will be made whether to satisfy the pensioner’s request or to refuse it. If a refusal follows, the citizen will be notified in writing of the reasons.

For some categories of benefits, it is possible to submit an application electronically. To do this, the pensioner must be registered on the State Services portal, which is confirmed as necessary.

When submitting an application through the portal, there may be two scenarios:

  • The documents are scanned, uploaded to the portal and the application is sent as is. Then it is necessary to provide the government agency with the original documents for comparison.
  • The application and electronic copies of documents are signed with an electronic signature, and further submission of the originals to the government agency is not required.

The steps that the application goes through during processing will be displayed on the portal. The result of the application consideration will also be displayed electronically.

A citizen registered in the city of Lyubertsy (Moscow region) was planning to retire in 2021. Year of birth: 1959. The man does not belong to the categories of persons entitled to early retirement (he is not a medical worker, not a teacher, or an employee of the Far North).

Due to the pension reform, the retirement age comes later from January 1, 2021 (1 year is added to the retirement age every year). Therefore, a citizen will be able to apply for an old-age insurance pension only in 2021 , while he has the right to receive pre-retirement status and, accordingly, to all the benefits and payments that pensioners in the Moscow region are entitled to.

Reaching the age of 55 years (women) and 60 years (men), which today is considered pre-retirement, is not enough to obtain benefits intended for pre-retirement people.

In order to qualify for various payments, compensation and tax exemptions, you must first confirm your status by submitting an application and a package of documents (the list will be presented below) to the social protection authorities. If a citizen has not submitted documents, it means that he does not have the mentioned status. Social security does not automatically assign it.

You can apply for confirmation of pre-retirement status either to any branch of the Multifunctional City Center, or directly to the social protection authorities (SZN) at the place of registration or actual residence.

After the documents are submitted to the Multifunctional Center, they are sent for study to the social protection authorities. USZN specialists request information about a citizen through interdepartmental interaction channels in order to verify the information provided by him for accuracy. If a positive decision is made on the case (pre-retirement status is confirmed), this information is transferred to the information service database, as well as:

  • in SMEV - a system of interdepartmental electronic interaction (for providing information to various departments and authorities);
  • in EGISSO - a unified state information system for social security;
  • into the electronic system of interaction with employers;
  • to the applicant’s personal account on the website of the Pension Fund and the territorial bodies of the Pension Fund.

Error: Pre-retirement (male) confirms his status and expects to retire upon reaching 65 years of age. At the same time, before the pension reform, he can count on early retirement as an employee of the Far North region.

The adopted law on raising the retirement age did not in any way affect the right of certain categories of citizens associated with early retirement for a well-deserved rest. Workers in the Far North and equivalent areas, medical staff, teachers, and mothers of many children can still receive pension benefits until they reach 60 years of age (women) and 65 years of age (men).

Error: A pre-retirement pensioner demands compensation for his mobile communications expenses on the grounds that he is a veteran of labor and does not have a landline telephone.

If there is no home telephone, a pre-retirement worker with the rank of labor veteran is deprived of benefits (compensation for telephone services), even if the applicant prefers to use a mobile phone instead of a landline telephone.

The preferences provided for pensioners do not have a unified legal regulation. Therefore, it is not possible to find a collection concerning the legal regulation of this issue. The types of benefits provided for elderly Muscovites and Russians in general are scattered and are components of regional legislative acts, Laws of the Russian Federation, government decrees, and by-laws issued locally.

Regional social supplement for pensioners of the Moscow region

From January 1, 2021, the cost of living for a pensioner in the Moscow region is set at 9,908 rubles (in 2021, this figure was = 9,527 rubles). The law providing for this measure was adopted by the Moscow Regional Duma on October 18, 2021.

This indicator is used to determine the size of the regional social supplement to the pension of a non-working pensioner. Non-working pensioners of the Moscow region are entitled to this social supplement, the amount of their material support is lower than the annually established minimum subsistence level for a pensioner (9,908 rubles in 2021) for the region.

How is the amount of financial support for a pensioner calculated?

When calculating the total amount of financial support for a pensioner, the following cash payments are taken into account:

– pension itself;

– additional material support (ADS) – a social payment assigned to citizens for special services to the Russian Federation;

– monthly cash payment (MCB), including the cost of a set of social services – is paid to federal beneficiaries (Chernobyl victims, disabled people, participants in the BD, etc.);

– monthly monetary compensation for housing and utilities;

– monthly cash payments established by the Law of the Moscow Region No. 36/2006-OZ “On social support for certain categories of citizens in the Moscow Region”;

– monthly monetary compensation for expenses for paying for city landline telephone services;

– monetary compensation for benefits for travel in passenger transport in the Moscow region, Moscow, in the Moscow metro and suburban railway transport.

If the financial support of a pensioner living in the Moscow region in 2021 is below 9,908 rubles, then he has every reason to contact the regional social security authorities for an additional payment. The additional payment will begin to be paid from the first day of the month following the month in which the pensioner submitted the application. Those who have previously applied for a regional supplement and are receiving it do not need to additionally apply for re-registration of the supplement to their pension.

a) a statement indicating the method of receiving the additional payment;

b) passport or other identity card;
