. This has its advantage: if in the next quarter the cost of living is calculated in a smaller volume, this will not affect the minimum pension.

In short, it now depends on the living wage of a pensioner in Russia as a whole - which is calculated by Rosstat based on the average level of food prices in Russia. And this also has its advantages: the region can no longer arbitrarily lower the cost of living
(that is, pensions), but should look at the all-Russian level.
For 2021, the cost of living for pensioners is set at the following levels:
- in Russia as a whole - 9,311 rubles
; - the highest - in the Chukotka Autonomous Okrug, 19,000 rubles
(but the amount did not change in 2021); - the lowest is in the Chuvash Republic, 7,953 rubles
.
But there are also nuances here: in Moscow, the official cost of living for a pensioner is 12,578 rubles, but only those who have lived in the capital for less than 10 years receive this amount. Those pensioners who have lived in Moscow for a long time receive the city social standard of 19,500 rubles.
It’s interesting that just outside of Moscow – in the Moscow region – the cost of living is 9,908 rubles, this amount has remained the same since 2021, but there are no increased payments there.

How is the minimum pension calculated?
The concepts of “minimum pension” and “living wage of a person who has reached retirement age” are identical. The pension can be of almost any size, but the pensioner will not receive money less than the subsistence level.

In the Samara region, a subsistence minimum per capita has been adopted for certain socio-demographic groups (pensioners, children, working population). It is used for:

What does the total amount of material support consist of?
When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:
- pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (October 3, 2018), in the event of a pensioner’s refusal to receive these pensions;
- urgent pension payment;
- additional material (social) support;
- monthly cash payment (including the cost of a set of social services);
- other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).
The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.
About pension amounts in Samara
In accordance with the law, pension payments in the Samara region are established for old age, disability, and loss of a breadwinner. The size of the pension depends on the minimum wage; it should not be less than this figure.
Average amount of payments to pensioners in 2015 amounted to 12 thousand rubles, and the minimum – 5960 rubles.
According to the territorial Pension Fund of Samara, the average amount of pensions in the region with a minimum wage of 6,204 rubles was:
- For old age – 13.1 thousand rubles.
- For disability - 8200 rubles.
- For the loss of a breadwinner - 8311 rubles.
The number of pensioners who receive the supplement is approximately 55,000 people. This means that their income does not reach the minimum wage. The regional supplement is determined taking into account the amount of the pension when it is calculated.
Planning the income of regional pensioners in the future, the regional government transfers funds to the federal budget with the aim of indexing pension payments in 2021.
Indexation, or why almost no one receives the minimum pension
Until 2021, the annual indexation of pensions for all pensioners was carried out according to the same rules - the cost of pension points and the fixed payment simply increased by the indexation percentage. For example, at the beginning of 2021, pensions were indexed by 7.05% - or almost 1,000 rubles relative to the average pension.
But in practice it turned out that some pensioners were left out of indexation
: only their estimated pensions increased, while the actual amounts of payments increased by 1-2% - as is the cost of living in the regions. In other words, with an increase in the estimated pension by 400-500 rubles, social additional payments decreased by the same amount.
The President of Russia found a solution - he announced new indexing rules. They started earning money only in mid-2021, but now we can say that almost no one in Russia receives the minimum pension
. It's all about the new indexing procedure:
- First, the indexation amount is calculated. For example, with an estimated pension of 7,546.25 rubles, indexation in 2021 amounted to 498.05 rubles (6.6%);
- then the pension increases to the subsistence level. That is, using the example of the Bryansk region, a pensioner is given 1,573.75 rubles of social additional payment, and receives 9,120 rubles;
- the calculated indexation is added to the resulting amount. As a result, the total payment amount will be 9618.05 rubles.
That is, the amount of the pension, taking into account the new indexation rules, has not increased very much - but it is not the minimum pension
. Moreover, now the pension for all such pensioners will be different - everyone has different amounts of the calculated pension, and indexation is calculated based on it.
When the retirement age was increased in Russia in 2021, this law immediately included the amount of indexation of pensions until 2024. That is, knowing your estimated pension, you can now understand what amount of indexation will be added to it every year
:
- in 2021 – 6.3%;
- in 2022 – 5.9%;
- in 2023 – 5.6%;
- in 2024 – 5.5%.
The numbers were selected so that every year the average pension in Russia increased by a thousand rubles. But this, unfortunately, does not apply to those who live on a minimum pension. Their pensions depend, first of all, on the cost of living, which depends on the price level of basic goods in the region
and in Russia as a whole.
With this system, funny (and actually sad) stories happen about how a pensioner gets an increase of 1 ruble from the beginning of the year. The fact is that when the calculated pension exceeds the subsistence level - even by 1 ruble
– the pensioner loses the right to this indexation scheme, and will have to wait another whole year before the next pension increase.
The procedure for registering content in the Samara region
Assigning a pension benefit is an important step for a citizen. It should be taken seriously. The algorithm for contacting a government agency is as follows:
- Collect required documents and make copies of them. They are:
- passport;
- SNILS;
- work record book (all if there are several of them);
- contracts with employers, if work periods are not included in the Labor Code;
- 60 consecutive months of official earnings may be required;
- Additionally, you may need (if available): a certificate from a medical and social examination about the disability group;
- information about the presence of dependents and their identity documents;
- death certificate of the breadwinner and confirmation of family ties;
- children's birth certificates.
- Take the documents to the territorial Pension Fund office.
- Fill out the application form on site, carefully entering all the data.
- Get expert advice.
- Bring the necessary documents (if required).
- Select the appropriate method of receiving funds:
- by mail;
- to a bank account;
- through a courier organization.
- Withdraw money after the transfer. If a pensioner does not receive funds within six months, then accruals will be suspended.
Hint: it is advisable to bring all the papers to the Pension Fund for verification in advance. You will probably need to confirm some entries in the TC with certificates.
