As for all citizens of Russia, pension payments to age categories of the population have a standard approach to their formation. The calculation procedure, as well as the rules for accruals, are applied equally in all regions. The established retirement age is the same for everyone. Every Muscovite who has reached it due to age and has at least five calendar years of work experience has the right to apply for a pension.
Groups of the population that do not have the minimum work experience apply to the pension authorities with a REQUEST to receive a social benefit subject to the condition of raising the minimum age by five years for men and women.
Minimum pension in Moscow and the Moscow region in 2021
According to a statement by Vladimir Putin, the pension for this category of citizens will be indexed by 6.3% and will amount to more than 17 thousand rubles. According to the legislation of the Russian Federation, the amount of pension payments for this category of citizens is currently not subject to indexation. What is the amount of pensions for pensioners?
If in all past years the indexation of payments was carried out in February, then from 2021 such payments have been postponed to the month of January. In addition, indexation will be carried out twice more during the current year. The minimum pensions for non-working pensioners included in the year's budget are 12,115 rubles; by the end of the year it will be close to 17,500 rubles.
For working pensioners, the picture is not so joyful, since their minimum pension is the same, but there is no increase for them until the end of the year.
Minimum wage in the Moscow region and in other cities

For elderly citizens of Moscow who have lived in Moscow for more than ten years, the minimum level is set at 17,500 rubles and will be increased to 19,500 rubles from September. Pensioners living directly in the capital city and in the territories officially annexed to it are entitled to receive a payment in this amount. Citizens of retirement age living in Moscow with temporary registration can count on two options. The first is to receive pension payments at the rates of the region where he has permanent residence. The second - a citizen who wants to receive a capital pension must contact the Pension Fund at the place of registration, but he will only receive the same 12,578 rubles tied by law to the subsistence level. In addition to cash payments, Moscow pensioners can count on a number of federal and local benefits.
These include benefits for paying taxes (transport, land, property), free travel on public transport and, once a year, for a trip to a sanatorium, as prescribed by a doctor.
Elderly Muscovites do not pay for garbage collection; they are compensated for part of the payment for utilities and the use of a landline telephone. As for medical care, elderly people can receive it for free at home, and Moscow pensioners receive a significant discount on the purchase of expensive medicines.
How to get a regional bonus?
Payments regularly accrued to the population from local budgets are called regional surcharges. Taking this into account, the size of pension payments reaches the lower threshold of this region or the established social standard. In Moscow, the amount of such payments will be proportional to the number of years lived here.
To receive such a social benefit, you must prepare a package of documents, which consists of:

- pension certificate;
- statements of monthly accruals;

Minimum pension in Moscow in 2021
Pensioners living in Moscow at their place of residence or stay may qualify for one of two main pension supplements:
- non-working pensioners can apply for a regional social supplement to their pension ;

In general, the annual process of increasing pensions in Moscow occurs in the same way as throughout Russia - in three stages:
Stage No. 1 From January 1, the old-age insurance pension for non-working pensioners will be increased. The press service of the Ministry of Labor reports that the increase will be 6.3%. The size of the pension point will increase to 98.86 rubles (currently it costs 93 rubles). The amount of the fixed payment will increase from 5,686.25 to 6,044.48 rubles.
Let us note that the growth of pensions will be almost twice the official inflation rate in 2021, which is currently predicted by the Central Bank at 3.7 - 4.2%. Why are we focusing your attention on this? Yes, because previously pensions were increased at the rate of inflation. And now, on Putin’s instructions, they are trying to adjust it in such a way that payments increase by an average of 1,000 rubles. Stage No. 3 In August 2021, insurance pensions for Muscovite pensioners who worked in 2021 will increase. The maximum increase will be the same as before - the monetary equivalent of three pension points, that is, about 296 rubles.
- Non-working pensioners - recipients of insurance pensions;
- Pensioners who will complete their work at the end of 2021;
- Retired guardians or trustees. From July 1, 2021, they will no longer be considered working; their insurance pension and fixed payments will be indexed on the same basis as non-working pensioners;
- Non-working recipients of insurance pensions, the amount of which is below the pensioner’s subsistence level;

The increase in pensions from January 1 will not affect two categories of non-working pensioners. Recipients of social pensions will receive an increase later, from April 1. Also, military pensioners will not be able to count on indexation within the specified time frame, since their pension provision is calculated differently, namely based on the amount of their salary. Since 2013, annual salary should be indexed by 2%. However, since 2015, this indexation was temporarily suspended, and has now been extended until 2022.
Methodology for calculating surcharge
When calculating pension supplements, special attention is paid to such indicators as total monthly income, all types of social compensation, and material assistance received from various sources.
If the payment, taking into account all available amounts, is lower than the regulatory standard, a formula is used to calculate additional amounts, which takes into account such indicators as the cost of living and the total income of the citizen. This approach is relevant for citizens living in Moscow for up to ten years.
If a citizen lives in the capital for more than ten years, then the social standard of a Moscow resident and an additional payment from the city budget are taken into account, which cannot be less than one hundred rubles.
What additional payments are due to certain categories of Muscovites?
Not taking into account the fact that the average payment in the Moscow region is somewhere by an order of magnitude higher than that of pensioners in other regions, some categories of citizens of the capital have the right to separate accruals from the local budget in the following ruble amounts:
- persons who took part in the defense of Moscow - 8000;
- home front workers during the war – 1,500;
- military and labor veterans – 1000;
- victims of repression – 2000;
- pensioners with more than ten children – 20,000
What changes await working and non-working pensioners in 2021?
Citizens who work after retirement have the right to increase social benefits according to age. Their average monthly income will increase by 7%, which should cover the cost of living established for the region and amounting to 12,115 rubles.
Unemployed citizens have higher pensions and other benefits, which are provided by the following benefits:
- free travel on public transport;
- exemption from property, land and transport taxes;
