Everything about how to calculate a disability pension: what formulas to use and what determines the amount of payments?

What are we talking about?

A disabled person can receive one of the types of pension:

  • insurance;
  • state;
  • or social.

Insurance (or labor) insurance is assigned to those who have official work experience (regardless of the duration). Special categories can apply for state government:

  1. military;
  2. astronauts;
  3. survivors of the siege of Leningrad;
  4. WWII participants.

Everyone else receives a social pension (how to get a disability pension?). The size of social and state funds is determined by Federal Law No. 166 of December 15, 2001 and is indexed annually. The size of the labor pension is determined by the calculation system, which will be discussed in this article.

Information: The lowest possible social pension is 4,215 rubles 90 kopecks (for group 3).

This amount may be increased depending on the disability group:

  • 4,959 rubles 85 kopecks for group 2;
  • 9,919 rubles 73 kopecks for the 1st group or 2nd from childhood;
  • 11,903 rubles 51 kopecks for the 1st group from childhood or for a disabled child.

In addition, if a disabled person must care for dependents, he is entitled to additional payments.

What is a disability insurance pension?

What is a disability insurance pension?

Disability pension is a benefit assigned to disabled people of groups 1, 2 or 3 who have at least one day of insurance coverage. The conditions for assigning a disability insurance pension, its concept and definition are regulated by Federal Law No. 400. Its value consists of the basic labor part and a fixed payment established by the state. The basic part is calculated based on the number of points of the individual pension coefficient or IPC. IPC points are accumulated throughout the entire period of official employment. Their cost changes every year taking into account the indexation of insurance benefits for disabled people.

Important! Until 2015, according to Federal Law No. 173, the concept of “labor payments” existed. It was appointed taking into account the citizen’s working experience. Now the benefit is divided into two parts: funded and insurance, they can be received at a time.

In addition to the insurance part, there is a social benefit intended for citizens who have never officially worked. Its structure and calculation formula will depend on the living wage adopted in a particular area. Social benefits are fixed and paid in one installment. The amount of insurance-type payments depends on the disability group and can exceed social disability by approximately 4,000-5,000 rubles. The difference between the two types of benefits is the presence of labor deductions for the insurance payment.

What determines the size of payments?

It is defined:

  1. length of service;
  2. the size of salaries, since the size of pension contributions depends on them;
  3. severity of disability;
  4. age of applying for a pension;
  5. right to additional payments.

For example, payments if there are dependents will be as follows:

  • 1,519 rubles 65 kopecks per person;
  • 3,039 rubles 30 kopecks for two;
  • and 4,558 rubles 95 kopecks for a larger quantity.

A dependent is a disabled person for whom that person must care. This could be a minor child, as well as a parent or other relative who cannot provide for themselves.

Let us tell you in more detail how to calculate the amount of pension due in a particular case.

Requirements for appointment

requirements for granting a disability insurance pension

Before applying for an official disability insurance pension, you need to receive groups 1,2 or 3. After passing the ITU, it is necessary to obtain a doctor’s opinion on obtaining the status of a disabled person, which will be sent to the Pension Fund. This procedure is not enough, since the procedure for applying for benefits is of a declarative nature. A disabled person will need to independently contact the Pension Fund at his place of residence and write an application. This can be done at any time after the group is assigned.

Step-by-step instructions: how to calculate?

How to calculate a disability pension? To calculate the amount of your pension, you must:

  1. Find out how many conditional pension points have been accumulated.
  2. View the fixed pension amount for this disability group.
  3. Check whether you are entitled to bonuses and increasing coefficients.
  4. Perform calculations based on this information.

Attention: You can find out how many points you have accumulated at the Pension Fund. To do this, you need to contact the nearest branch in person or online (via the Pension Fund website or the State Services portal).

Components

The amount of the insurance pension consists of two parts:

  • insurance;
  • and a fixed amount.

The first part is calculated according to a certain formula. The latter is equated to a certain value, which is indexed annually to compensate for inflation (read about pension indexation here). In 2021, the size of the fixed part is 4,805 rubles 11 kopecks; Depending on the group, the disabled person receives a certain share from it :

  • for group 1, the most severe, it is 200%;
  • for the 2nd – 100%;
  • and for the 3rd – 50%.

There are also regional increasing coefficients. For example, for the Far North they are:

  • + 30% of the amount when working in these places for 15 years or more;
  • + 50% – from 20 years.

Another allowance is related to the presence of dependents. Its size depends on their number: one, two or three or more.

What exactly a disability pension consists of is discussed here.

Formula and examples

The formula for the insurance part is the same as for the old-age pension, namely -

IPC x SPK The abbreviation IPC denotes the number of conditional pension points that a disabled person has at the time of calculating the amount of payments. SPK is the “cost” of one such point. It increases every year, and in 2021 it is equal to 78 rubles 28 kopecks.

The number of accumulated points is determined:

  1. length of service;
  2. the amount of contributions transferred by the employer.

The length of service includes not only periods of work, but also some others. These include military service and caring for a child under one and a half years old, disabled people or pensioners.

And the total amount of the pension can be expressed by the formula -

SP + FV, where:

  • SP – insurance pension;
  • and FV – fixed payments.

Example: A disabled person of group 2 has 12 years of work experience, during which time he has “accumulated” 30 pension points, and has one minor child. There is no right to regional coefficients.

  1. Fixed part with additional payment for a dependent: 4,805 rubles 11 kopecks + 1,519 rubles 65 kopecks = 6,324 rubles 76 kopecks.
  2. Insurance part: 78 rubles 28 kopecks x 30 points = 2348 rubles 4 kopecks.
  3. Total amount: 6324 rubles 76 kopecks + 2348 rubles 4 kopecks = 8673 rubles 16 kopecks.

Here's how the payout is calculated.

Please note

Since there is a lot of information, understanding the specifics of the situation with pension accruals and innovations in this area, we consider it necessary to emphasize certain points.

The size of the disability pension for group 2, for example, will consist of savings in the Pension Fund and the amount of disability benefits. Taking into account the transitional provisions of the new pension calculations, in the absence of 15 years of insurance experience and a total score of less than 30, insurance benefits are awarded to women up to 55 years old and men up to 60 years old, after which old-age insurance payments are made.

In cases where the required conditions for length of service are not available, benefits are paid until the age of 65/60, after which a transition to old-age social benefits is made.

The supplement to the disability pension is made annually and as of April 2021 for disabled pensioners of group II amounted to an average of 206.00 rubles. For social payments supplemented by monthly financial support (DEMO), NSO, EDV, a recalculation was made by 2.5%, and the amount of these amounts was raised from February of this year.

It was already mentioned above that existing supplements to the disability pension may have the nature of state and regional subsidies.

Can it be done online?

The Pension Fund website has an online calculator where you can calculate the amount of your pension. It is located at https://www.pfrf.ru/eservices/calc/. These calculations are approximate.

But this calculator is designed for calculating a “regular” labor pension. It is calculated using the same formula as the labor disability pension (that is, the product of conditional points and the cost of one is added to the fixed amount). For pensioners without disabilities, this constant amount remains the same. It is also equal to 4,805 rubles 11 kopecks, but there are no increasing factors.

Therefore, the online calculator can also be used to calculate a disability pension, but with some modifications. Depending on what fixed part the disabled person is entitled to, you need to add to the result the difference between it and the base amount.

Let's take a closer look at how to calculate online:

  1. In the appropriate cells, indicate your gender and year of birth.
  2. Select an insurance pension option.
  3. If there are children and periods of leave to care for them (or other persons), as well as military service, indicate this information in the cells provided for them.
  4. Select the “employee” option (since in other cases the pension is formed according to different principles).
  5. Then enter the expected length of service and salary (official).
  6. After this, you need to click on the “calculate” button.
  7. As a result, the number of points and the approximate size of the pension will be calculated.
  8. Everyone, except disabled people of the 2nd group without the right to increasing coefficients and additional payments, needs to make additional calculations.

Additionally required:

  1. Subtract the basic amount of the fixed part from the pension and add the one that is due for this disability group.
  2. If there are dependents, add payment for them.
  3. Multiply by the coefficient, if eligible.

Competent authorities

The main competent authorities for the assignment of a disabled pension are now the medical and social examination, based on the decision of which the incapacity for work will be established, as well as the relevance of the person receiving social benefits.

With the decision of this service and a package of documents, you must contact the Pension Fund at your place of residence. It is there that a pension file will be opened, the amount of security will be assigned, monthly payments of funds will be made, and additional information will be provided.

You can contact the Medical Examiner's Office only on the basis of a referral from the attending physician, so medical services will be the first competent authority to contact for subsequent paperwork.

Recalculation

One of the factors influencing the size of your pension may change. Then its size should also change. Most often this happens in the following situations:

  • The disability group and the fixed part of the pension associated with it have changed.
  • A disabled person officially works and insurance premiums are paid for him. Accordingly, the number of accumulated points increases.
  • He has a dependent.
  • A disabled person has worked for a certain number of years in the regions of the Far North, and he has the right to an appropriate additional payment.

In these cases, recalculation occurs, including if the disabled person received old-age payments.

Disability benefits under the state pension program

Disability benefits under the state pension program

This type of pension provision is assigned:

  • due to injuries while participating in hostilities;
  • after participating in wars, including WWII veterans;
  • disability insurance benefits for military personnel;
  • participants of the Lenin blockade;
  • cosmonauts who have become incapacitated after being wounded, seriously ill, concussed, or injured in connection with the conduct and implementation of a space flight;
  • those people who became disabled after the Chernobyl disaster or as a result of other radiation disasters or man-made disasters.

If a disabled citizen is approved for social benefits as a result of fractures or other reasons, this does not mean that the recipient does not have the right to get a job or part-time job.

Preferential benefits in case of disability are issued in full, regardless of whether the person is employed at that time or not. Their value for people who live in the northern territory and nearby regions increases by the coefficient approved in the region.

Who is eligible

The following categories of citizens apply for pension payments:

disabled people of group 1disorders in the body with deviations from the norm of 90-100%
disabled people of 2nd groupdeviations of 79-80%
disabled people of 3 groups40-60%
persons with war trauma

To confirm disability, it is necessary to undergo an annual examination. There are diseases for which the group is assigned indefinitely. These include:

  • cancerous tumors;
  • total blindness/deafness;
  • benign brain formations;
  • limb amputation;
  • limb deformation.

Citizens affected by radiation exposure and victims of man-made disasters also have the right to receive material resources.

Where to apply for registration

disability insurance pension, where to apply for registration

If there are grounds for receiving benefits, you need to contact the Pension Fund with an application and a package of necessary documents. Employees will consider the application within 10 working days. During this period, the accuracy of the papers is checked and the benefit that will be assigned to the citizen is calculated. The procedure for determining the size of the disability insurance pension is regulated by Federal Law No. 400 and is carried out taking into account current legislation.
