Pension payment schedules in Russia in 2021 - what determines the date of enrollment on the card?

Is it time to retire?

Most pensioners live only on pensions, and they are not as high as they would like. The average pension in Russia is about 15 thousand rubles, but more than half of pensioners receive less, and several million live on the subsistence level. Therefore, many simply live from pension to pension

, and the date of its payment is important to them.

In general, you can apply for a pension upon reaching retirement age (taking into account its annual increase) in different ways - at the client service of the Pension Fund, through the MFC, or even on the Pension Fund website (you need an account with the State Services). In fact, almost everyone needs to go to the Pension Fund

, because some of the documents were not converted into electronic form.

You can submit an application even a month before retirement (you can find out the date at a consultation or sign up for a “model” pension), and it is advisable to immediately decide on the method of payment. The most convenient way is a bank card

, you can withdraw cash from it or pay for goods in the store, plus there are always some bonuses. If there is no card, then the pension will arrive at the post office or branch, or the postman will bring it.

If you submit an application for a pension and, along with it, an application for the method of its transfer (bank account details), then on the very first date of payment it will come to the specified account. If you apply later

, then the first payments will come by mail.

A bank card with a card account is issued only with a passport, the same applies to pension payment at the post office - no one else will be able to receive a pension

. But there are still several options for delivery methods.

Where can I receive a well-deserved benefit?

At the time of submitting the application, the pensioner must decide on the method of receiving the pension. The following options will be offered to choose from:

  1. Post office. Moreover, the citizen has the right to decide whether he wants to personally visit the post office, or whether it will be more convenient for him to receive the payment at home. It is important to understand that when receiving pensions into post office accounts, they should be withdrawn monthly. Otherwise, the payment may be frozen until a second application is submitted to the Pension Fund.
  2. Banks. The second method is ideal for progressive pensioners who know what ATMs are and know how to use a card to pay for purchases. To apply for this method of receiving a pension, you first need to visit the bank and open an account. The client will be offered a choice of a bank card or a savings book (although books are becoming a thing of the past). After which the citizen must go to the Pension Fund with the bank details to receive the benefit. The advantage of this method of receiving a pension is the ability to cash out only the required amount and save the rest in an account.
  3. Other organizations. Also, at the request of citizens, an alternative way of receiving pensions is possible - payments through third-party organizations operating on the principle of post offices. They are engaged in personal delivery of pensions to the pensioner’s place of residence. A list of organizations operating in a citizen’s region of residence can be found by contacting the Pension Fund office.

One important fact should be noted that regardless of the intermediary chosen to receive a pension, no commissions are charged and no payment for the organization’s services is required. And also if a citizen wants to change the method of receiving transfers, then he has the right to contact the Pension Fund at any convenient time with a corresponding application. You can expect to receive payment 2 months after submitting your application.

Good news for pensioners using cards! Some banks offer special loyalty conditions for their customers, and guarantee bonuses in the form of interest on account balances (although rates have fallen to extremely low levels in 2021). Therefore, you can not only save money, but also earn interest on it. This is a deposit without opening a corresponding deposit.

Convenient services from Sberbank for informing about the transfer of benefits

Sberbank of Russia offers its clients a service of SMS notification about credits to the card. Before connecting it, you need to familiarize yourself with the tariff plans.

Today we have:

  • "Economy";
  • "Full package".

The full tariff plan includes the following features:

  • receiving SMS notifications about funds being credited to the card;
  • obtaining information regarding each completed procedure for writing off or spending funds;
  • providing information regarding the current balance;
  • the ability to send a request for a statement that contains information regarding the latest financial transactions made using a bank card.

If you use an economical tariff plan, the last 2 requests can only be made on a paid basis. Their price varies from 5 to 15 rubles for each request.

The economical package is provided free of charge, which makes it quite attractive to customers. However, it is impossible to receive SMS using it.

The full tariff plan includes the service in question, and the cost is:

  • for instant and non-personal cards – 30 rubles;
  • for classic bank cards – 60 rubles;
  • for gold and premium – the full package is provided free of charge.

For this reason, if you need to receive alerts on the transactions in question, the best and only option would be to connect to a full tariff plan. Thanks to this, it is possible to promptly learn about possible actions of fraudsters and, if necessary, immediately take action to ensure the protection of your current account.

Additionally, you need to remember that each client can change the tariff using a regular SMS message.

In order to activate the service in question, it is possible to use one of several options. Using the Sberbank Online service is considered to be the most optimal and at the same time convenient. Additionally, you need to connect Mobile Banking.

The sequence of actions is as follows:

  1. In your personal account, you need to select the “Mobile Bank” category, located on the right side.
  2. Next, the user selects the “Connection Details” section.
  3. Select one of the tariff plans. To receive SMS alerts, there is only one option left - a full package of services.
  4. In the newly opened window, you need to specify the necessary parameters for activation - in most cases, some fields are already filled in by default. In particular: mobile phone number and other data. The user just has to select a bank card from the proposed list (if there are several of them).
  5. Press the service connection button.

In a newly opened window, the service will offer to re-check the previously specified information. If everything is correct, all that remains is to confirm your intentions.

Based on the generated request, an SMS notification from Sberbank arrives on the pensioner’s phone, information from which is recorded in the appropriate fields.

After completing the procedure, the system redirects the user to a list of generated requests. The newly generated application will have the status “Under consideration”. After changing it, it will be corrected to “Confirmed”, which is why the service is considered connected, and you can now use all the functionality.

If desired, pension recipients can activate the SMS information service using a self-service terminal or ATM. The connection is carried out according to the standard principle.

In this case, you should find the nearest ATM location and insert a personal bank card and indicate the PIN code. After this, the user will be directed by the system to the main menu.

Further sequence of actions:

  1. It is necessary to switch to the “Mobile/Online Bank” category.
  2. After this, the client clicks on the card connection item.
  3. The user clicks on the selected tariff plan that requires activation (for SMS notification of receiving a pension, “Full” is selected).
  4. After this, the service redirects the pension recipient to a page with the specified connection information: established tariffs, phone number, card details.

Please note: the activation procedure is only possible for a card that is built into the ATM reader.

The mobile phone number is taken from the client database, information in which is placed when signing a service agreement.

Activation confirmation is a notification message received on your phone. On average, this will take up to 2 days.

How is the payment schedule generally established?

The pension is paid every month on a specific date

. This date is usually given to the pensioner in the Pension Fund, and it is determined according to certain rules. So, the date is usually determined at the level of a specific region, and it depends on several points:

  • number of recipients in each reporting period;
  • features of the purpose of payments in the region;
  • timing of subsidizing the local budget to the federal one.

Let's pay attention! If a citizen changes his region of residence, then the pension will be assigned according to the payment schedule of the chosen place of residence.

The legislation of the Russian Federation, namely Order of the Ministry of Labor No. 885n dated November 17, 2014, establishes that for the payment of all social benefits a schedule must be determined, according to which the beginning of the billing period is determined to be the 3rd day of the month. Depending on regional characteristics, further terms for calculating benefits are determined.

In some regions, pension payment schedules are posted on the website of the Pension Fund branch, but in others they are not available. Usually, one general period is defined by law, for example, from the 4th to the 22nd of each month

. And within this period, pensioners are divided into several groups: for example, those who retired several years ago receive a pension in the first ten days (until the 10th), new pensioners - in the second or third ten days (until the 20th or 30th), and etc.

There is one general rule: if the payment date falls on a weekend or holiday

, the payment comes earlier. Sometimes it’s the last working day before the weekend, sometimes the pension comes even earlier. The law requires that payment be postponed for a period of no more than 3 days, but in fact, sometimes pensions are paid much earlier (for example, New Year’s holidays, when pensions arrive in December for January).

Find out the exact schedule

You can visit the website of the regional administration of the Pension Fund, or by contacting the customer service.

When will Sberbank transfer the pension for January 2021 - What is the pension payment schedule

First, pensions will be issued for December in accordance with the schedule, and in the last days of December (December 28-29), pensions will be issued to those who should have received them from January 1 to January 8, 2021. Thus, some pensioners will receive 2 pensions at once in December, and none in January.

Now about the increase in pensions in January. Indeed, from January 1, they plan to index the insurance pensions of non-working pensioners. The indexation coefficient is planned at 1.0705. The current size of the insurance pension of each non-working pensioner will simply be multiplied by this coefficient.

Principles for calculating pensions when paid to a Sberbank card

All pensioners should understand that the calculation of pensions is carried out exclusively by the Pension Fund, and Sberbank acts as an intermediary. Accordingly, if the funds have not yet reached the card account, then, most likely, this was due to the fault of the Pension Fund, which did not transfer the money to the Sberbank account. Once the money is credited to the bank account, it is transferred to customer accounts within 1-2 days.

It is worth defining strictly established rules for calculating pensions:

  • payment occurs on the same scheduled day;
  • for Sberbank clients in most regions, funds are credited before the 15th;
  • remote regions, with special conditions for determining the payment schedule, can be financed up to the 21st day of each reporting month.

Peculiarities of awarding disability pensions

As for other citizens, pensions for disabled people are calculated monthly on the same day. The significant difference is that in order to receive disability benefits, citizens must undergo an annual re-commission to confirm their disability. Consequently, the extension of payments is carried out after the date of the medical commission’s decision to grant the right to financial assistance from the state.

As soon as the commission signs the papers confirming disability, the citizen applies to the Pension Fund for an extension of the payments due to him. Accordingly, the date of payment of pension benefits may vary depending on the speed of signing of formal papers by the medical commission.

The pension payment date falls on a weekend, why is it paid later?

This is indicated by Order of the Ministry of Labor No. 885n dated November 17, 2021.

Possible reasons for the lack of payment to a Sberbank card

Since the process of paying pensions includes several stages and is highly automated, failures and errors are quite possible. There may be several reasons why the money did not reach the Sberbank card on time:

  • Incorrect bank account details were provided. This reason is likely at the initial stage of applying for benefits, when an application has just been submitted to the Pension Fund.
  • Malfunctions in the bank's operation during the processing of money received from the Pension Fund;
  • Errors in the payment order drawn up by employees of the Pension Fund. If the bank is unable to identify the recipient, then the transaction will be rejected and the money returned to the sender.

Of course, such cases are rare, but if, nevertheless, the money was not credited to the account on time, then the client will have to deal with the current problem on his own.

It happens that some payments come not from the Pension Fund, but from the local social security department (for example, payments to veterans or coronavirus benefits). Then, if social security does not have the pensioner’s bank account details, the money will go to the post office, and if the person does not live at his place of registration, it will eventually be returned to the sender.

If for some reason the pension did not arrive on the card on time, you need to act according to the following plan:

  • First, check your own account and make sure that no money has been received (there are cases of mobile banking failure and the SMS simply did not arrive);
  • Contact the bank and get your current account details again;
  • Visit the Pension Fund and check with them whether there have been deposits for the period you are interested in; if so, then you should check your account details with the information they have.

In the future, the issue of calculating your pension will be dealt with by the Pension Fund. He will have to make a request to the bank, find out whether it was transferred and identify the location of the lost amount.

Important! In order for the payment to be returned to the account as quickly as possible, the pensioner needs to carefully monitor all incoming transactions, and if there is no payment, immediately contact the bank and the Pension Fund to correct the error.

Changes to the payment schedule in 2020

Like every year, in 2020 pensions arrive earlier if the payment date falls on a weekend or holiday. For example, the pension for April was paid in March

– then everyone was afraid that banks and the post office would not be able to work due to the spread of coronavirus, and pensioners would not be able to go outside to an ATM.

Some regions have paid additional payments to some pensioners, but no new ones are expected yet

(although it all depends on whether there will be a second wave of coronavirus spread in the fall).

Other delays or postponements

There are no plans to pay pensions in 2021 yet.
