According to Article 1 of Federal Law N 178-FZ “On State Social Assistance” (06/11/2021)

, a social supplement to a pension is a sum of money provided to a citizen (pensioner) towards an insurance pension and (or) towards pension provision, taking into account cash payments and individual measures of social support provided in kind up to the pensioner’s subsistence level established in the constituent entities of the Russian Federation according to his place of residence or place of stay (in this case, in the Saratov region).

What does the total amount of material support consist of?

When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:

  1. pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/30/2021), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (12/08/2020), in the event of a pensioner’s refusal to receive these pensions;
  2. urgent pension payment;
  3. additional material (social) support;
  4. monthly cash payment (including the cost of a set of social services);
  5. other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.

How is the cost of living calculated?

The concept of “rules for calculating the living wage” is defined by Federal Law No. 134 of October 24, 1997 “On the living wage in the Russian Federation.” According to the regulatory document, the value is determined taking into account the cost, in a single subject of the Russian Federation, of a certain set of products and non-food products, services that are required for the normal existence of each citizen.

When calculating social benefits, only the applicant’s income is taken into account. The difference in retail prices explains the discrepancy in the cost of living in the regions.

The indicator also differs for citizens of working age, pensioners, and children. The lowest living wage is for pensioners.

Of course, this is beneficial for pensioners with low incomes, especially for those regions where the cost of living for a pensioner is currently particularly low compared to the national average.

Please note that in some regions the subsistence level has exceeded the national indicator; in this case, the social security authority will pay the social supplement.

AUGUST. WORKING PENSIONERS

In total there are 43 million pensioners in Russia. Of these, approximately a third (14 million people) are employed. Pension indexation does not apply to them. Companies continue to pay insurance premiums for working pensioners. According to the new rules, they are transformed into pension points.
