In the Tyumen region, the cost of living for a pensioner was increased by 500 rubles for 2021

What is the minimum pension size in 2021

The minimum pension in 2021 has been revised. It is defined as the size of the living wage for pensioners (PMP). Each region has its own MP size, regardless of length of service.

What does “minimum pension” mean?

In accordance with Russian legislation, pension provision for non-working citizens cannot be lower than the subsistence level.

Depending on climatic conditions and differences in people’s living standards, this indicator is different in each region.

It is reviewed annually. The size of the minimum pension in the Moscow region and regions does not depend on the increase in the minimum wage for labor activity.

Usually it corresponds to the regional subsistence level.

A minimum of 5 years of official experience is required to receive minimum financial aid.

The minimum amount will increase if the pensioner is over 80 years old, supports a sick relative, or undergoes planned indexation.

Note! If the size of the pension payment is less than the pensioner’s subsistence level, a social supplement is due. But it is not provided for working pensioners.

The state government at the legislative level provides guarantees to persons who have reached retirement age - financial assistance in the form of a pension payment. It is calculated based on length of service.

The legislation of the Russian Federation does not have the concept of “minimum pension”, but the lower limit of benefits for elderly citizens is determined - the subsistence level of pensioners.

It includes:

  1. monthly pension payment;
  2. social Security;
  3. salary;
  4. financial assistance with compensation for a set of social services and other continuous payments.

Every Russian citizen of retirement age must be paid no less than the established minimum.

It is determined at the federal and regional levels.

The first is calculated based on the country's average indicators. The second is taking into account the cost of food, transportation costs and utility bills, and prices for medical care.

Previously, there was no single calculation method. Last year, the Ministry of Labor put forward a proposal to take into account PMP.

Last news

The size of the minimum pension payment will consist of three parameters:

  • social pension,
  • monthly benefits for preferential categories of citizens
  • additional monthly payment to a certain group of people.

If the total amount is less than the subsistence level, the citizen will be given a social supplement - the difference between the PMP and the above payments.

A working pensioner is a person whose activities fall under pension insurance: official work, entrepreneurship.

Such persons are divided into 2 groups:

  1. pensioners who continue to work after reaching retirement age;
  2. pensioners who have completed their working career.

Depending on membership in one of the categories, the minimum pension will be established.

If a citizen belongs to the first group, the MP will only include the insurance part. At the moment in the Russian Federation in 2021 it is equal to 9,311 rubles.

If a person belongs to the second group, the minimum pension will include insurance and funded parts. It varies by region - from 8,846 to 15,105 rubles.

In July 2021, pensions were recalculated. The change affected pensioners who stopped working due to reaching retirement age.

Notifications about the latest changes in the pension amount are conditionally divided into 2 groups:

  1. positive: increase in the cost of living, indexation, increase in social pension;
  2. negative: raising the retirement age from January 1, no one-time compensation.

The question of the procedure for indexing payments for those who will continue to work remains open.

The benefit paid will increase automatically in the new amount—no need to provide documents.

It is planned to annually increase the minimum pension of non-working pensioners by 1 thousand rubles.

For employed people, pensions will not be indexed from 2021. That is, their pension may be lower than the PMP.

Promotion schedule

There are several increases in retirement benefits for 2021.

The graph looks like this:

  1. January - the insurance pension was subject to a planned indexation for unemployed persons by 6.3%;
  2. April - social pension increased by 7%;
  3. August - payments for working pensioners will be revised (279 rubles will be added);
  4. October – indexation of military pensions by 4%.

If the benefit amount does not reach the minimum, the pensioner has the right to claim a social supplement. Its size has been increased since January 2021.

When is the surcharge made?

For non-working pensioners, an additional payment to the minimum pension is provided. It is not paid to employed people, since the accrual amount will exceed the established minimum.

The payment is regional in nature. If in a constituent entity of the Russian Federation the PMP is lower than the national average, an additional payment is made from the country’s budget. To obtain it, you must contact the government agency with an application.

Procedure:

  1. Appeal to the Pension Fund - if the pension is less than the minimum.
  2. Visiting social services - if the PMP of the region exceeds the national average. After submitting the application, the bonus will be paid from the local budget. The main condition is residence in the Russian Federation.
  3. Starting from the next month after submitting the application, the payment will increase. If a pensioner previously received a social supplement, and his level of income has increased over time, the amount of the supplement will be reduced - only the amount missing to the PMP will be paid.

Minimum size by regions of the Russian Federation

Each region has its own way of calculating the cost of living.

It is planned to introduce a unified methodology soon. This will cause an increase in the size of pension payments in some regions and a decrease in others. Already accrued payments will remain unchanged - their size cannot be reduced.

The MCI has been increased this year. Now it amounts to 9,311 rubles in Russia as a whole. That is, regardless of place of residence, the minimum pension cannot be lower than this amount.

Data for some regions are shown in the table:

As can be seen, in most regions the increase has become significant. The regional authorities of the districts established the PMP at the national level.

But in some areas, pensioners did not receive an increase - the cost of living remained the same as last year.

Thus, the state does its best to support vulnerable categories of citizens.

This year, a planned indexation of 6.6% was carried out - the changes affected non-working pensioners. Citizens receiving benefits below the subsistence level are assigned an additional payment.

Residents of Orenburg and the region receive the bulk of their pensions based on federal standards. And only if the total income of a pensioner does not reach the minimum subsistence level for pensioners established in the region or country (the highest value is selected), he is entitled to allowances. Attention!
There is a special PM for pensioners in the region - 7,951 rubles. The monthly minimum wage for pensioners in the Russian Federation is 9,236 rubles. Social supplement to pension

According to Article 1 of Federal Law N 178-FZ “On State Social Assistance” (29.12.

2020), a social supplement to a pension is a sum of money provided to a citizen (pensioner) towards an insurance pension and (or) pension provision, taking into account cash payments and individual measures of social support provided in kind up to the pensioner’s subsistence level established in the constituent entities of the Russian Federation Federation at his place of residence or place of stay (in this case, in the Orenburg region).

The surcharge is set in such an amount that the total amount of material support for the pensioner, taking into account this surcharge, reaches the cost of living for a pensioner established in the Orenburg region (9 020 ₽

).

What does the total amount of material support consist of?

When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:

  1. pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (02/24/2021), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (12/08/2020), in the event of a pensioner’s refusal to receive these pensions;
  2. urgent pension payment;
  3. additional material (social) support;
  4. monthly cash payment (including the cost of a set of social services);
  5. other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.

Minimum Pension In Orenburg In 2021

Hello, in this article we will try to answer the question: “Minimum Pension in Orenburg in 2021.” You can also consult with lawyers online for free directly on the website.

Compared to the current year, this figure increased by 309 rubles or 3.7%. Thus, the cost of living will be 8,561 rubles. These figures were announced at a meeting of the Legislative Assembly’s Committee on Social and Demographic Policy. The corresponding bill was recommended to deputies for adoption.

Until this year, it was determined by the cost of the consumer basket to ensure the necessary standard of living. In 2021, the calculation scheme has changed. The increase in insurance payments in the current period will not occur in all regions of the Russian Federation. This is due to the new calculation methodology and local government policies. The transition period regarding the accrual method is planned to be completed by 2025.

Multifunctional center - Orenburg

There may be some confusion with the term “living wage” in relation to pensioners.

There is a real living wage - the statistical data that Rosstat receives by analyzing prices for basic consumer goods in each region.

This subsistence minimum exists in four types: per capita, per person of working age, per child and per pensioner.

We are currently interested in another pensioner’s living wage – the one that is used to determine the amount of social supplement for people with a minimum pension.

Low-income non-working pensioners whose monthly income is less than the current minimum subsistence level in a particular region are assigned a social supplement to their pension.

Information about new and, most importantly, important events in the city, which will help you keep abreast of everything that is happening.

You must have the following package of documents with you:

  1. passport;
  2. an application of the established form (can be downloaded on the Internet with a sample filling, manual filling in legible handwriting or on a computer is acceptable);
  3. employment history;
  4. a certificate of the current pension amount (not required when applying through the Pension Fund of the Russian Federation);
  5. other documents confirming the financial situation and status of the person submitting the application.

Minimum pension from January 1, 2021

In those regions where the PMP for 2021 is more than 10,022 rubles, low-income pensioners will be paid a regional social supplement.

If the amount of payments is below the standard of living, the person has the right to receive social supplements from the state. For appointment, an application is submitted to the Pension Fund.

By January 1, 2021, the process of transferring Russian citizens who are recipients of government targeted payments to MIR system cards must be fully completed. Financial organizations will no longer be able to transfer pensions and social benefits to cards of other payment systems.

The President pledged to do everything to ensure these conditions. He also said that normal indexation of pension payments for working citizens will be resumed, but this requires budgetary security. So far the last factor is missing, but the authorities are doing everything to correct this omission.

Minimum pension in Russia in 2021

Now the calculation methodology is the same for all regions; it was developed by the federal authorities. And it is based on the real living wage, which is determined by statistical methods.

Even after indexation, one should not count on a significant increase in cash provision for pensioners living in the North Caucasus Federal District. The average amount of insurance pensions in this region is 13,514.98 rubles.

, which can be explained by relatively low wages. Increase monthly cash payments to combat veterans and disabled people (regardless of category). The increase is scheduled for February 1, 2021 in the amount of 3.8%.

Since the beginning of 2021, the size of insurance and social pensions has been increased by 6.6% and 6.1%, respectively. Indexation of most types of pensions took place in January; for some categories of citizens it is expected only by the end of the year.

The minimum subsistence level for a pensioner in the Russian Federation as a whole is established to determine the amount of the federal social supplement to the pension.

Let's also take as an example a resident of the city of Kirov. Male, 60.5 years old. His pension experience is 25 years, and his individual pension coefficient is 30 points.

In 2021, the amount of pensions for citizens will increase, which is provided for by the adopted draft budget of the Pension Fund. About 7.8 trillion rubles will be allocated from the Federal budget for additional financing of such an expenditure item. After the increase, the average pension of non-working citizens in the Russian Federation will be 17,443 rubles.

Until she reaches the subsistence level in her region, she will be paid an additional 4,353.15 rubles. Thus, starting in 2021, she will begin to receive 11,840 rubles monthly.

According to the Draft Budget prepared by the Pension Fund, after planned indexation, the average pension in Russia by region will increase by 6.3% in 2021. But if you analyze the data in the table, it becomes obvious that even after the increase, pensioners in different regions and districts will receive unequal cash payments.

The most significant increase in PMP over the year is in the Jewish Autonomous Okrug (1,817 rubles), the smallest is in Ingushetia and the Karachay-Cherkess Republic (only 174 rubles each).

What does Orenburg media write about?

And if a pensioner receives a pension less than the current minimum in the region, then he is assigned a social supplement. The amount of this payment is the difference between the monthly income of the pension recipient and the current regional subsistence minimum for a pensioner.

In some constituent entities of the Russian Federation, the cost of living for a pensioner has increased slightly or has not changed at all compared to the standard determined for 2021. For example, in the Karachay-Cherkess Republic the minimum was increased by only 174 rubles.

A minimum pension at the PMP level is usually the case for those who have just reached retirement age and who have received a small pension. They were given an additional payment, and they will only be able to go beyond the PMP after the next indexation.

But events are taking place not only within the metropolis; 2020 will delight the surrounding areas, or more precisely, Sol-Iletsk, Orsk and Buzuluk. It is there that some events will be held, which the entire region will come to attend. Online, you can learn about everything you need to live a comfortable and informed life.

This year, for the first time in several years, PMP increased in absolutely all regions. There is not a single region where PMP has remained at the level of last year, or worse (which also happened) – it has decreased.

The current legislation in Russia establishes that the total material support for non-working pensioners cannot be less than the subsistence level. The minimum (fixed) part is established at the beginning of the current year and is characterized by a constant value. Change is possible only if inflation rates increase.

The size of average pensions in Russia in other regions in 2021 varies mainly within the range of 14-17 thousand rubles. But when calculating the payment amount, the current subsistence minimum established for this category of citizens is always taken into account. In any case, the pension cannot be lower than this indicator; if the amount is lower, the pensioner will be entitled to targeted additional payments.

The cost of living is based on the cost of a food basket consisting of food products necessary for survival, including: milk and dairy products, eggs, bread, groceries, vegetables, potatoes, fruits, meat and fish, fats, tea, spices, salt and sugar.

The fixed payment taken into account when calculating the pension in 2021 is 5,626.85 rubles, and the cost of one pension coefficient is 93 rubles.

The subsistence minimum is the lower threshold of the state social benefit by age. Its size is established in accordance with Federal Law No. 134 of October 24, 1997.

In Russia, the concept of “minimum pension” is not established at the legislative level. In practice, accrued pensions are brought into line with the pensioner’s subsistence level (federal or regional).

This indicator is sent to the Pension Fund of the Russian Federation, as it is a guideline for social supplements to pensions.

The cost of living for a pensioner in the Orenburg region for 2021 is set at 8,561 rubles.

The equipment crushes and grinds ore to a fraction of no more than 300 mm in a semi-automatic mode. Its productivity is 560 - 600 tons of ore per hour, the annual capacity is designed for 1.238 million tons of ore.

According to calculations by the Ministry of Labor, the average annual pension after indexation will be 17,443 rubles; financing pension payments will require 7.8 trillion rubles in 2021. This will provide pensions to 43 million people.

Funds for social benefits will be allocated from the federal budget in full, taking into account needs.

The size of the minimum pension is determined separately for each region of the Russian Federation, taking into account the cost of the consumer basket. For example, in the Murmansk region, the indicator is set at 14,354 rubles, and in the Voronezh region - 8,750 rubles.

The national average for the minimum payment for pensioners is 9,311 rubles. According to the Minister of Labor and Social Protection of the Russian Federation, some entities artificially reduce the amount of the minimum pension in order to save money.

According to the official, he has information on 30 regions where regional and social supplements are provided in the range from 100 to 1,500 rubles.

A shame. How can you live on such a pension? I just can’t figure out where we live? Why do different regions have different numbers? That people somehow work differently? Why is there less in some places and more in others? And why is this average figure for Russia needed? She doesn't talk about anything. Complete injustice.

Appointed in the constituent entities of the Russian Federation in which the value of PMP exceeds the same indicator established at the federal level.

In the Orenburg region they are going to increase the cost of living of a pensioner

The cost of living for a pensioner in the Orenburg region for 2021 has increased by 9.3 percent.

The head of the Russian Pension Fund assured that if the inflation rate increases, the indexation percentage will be adjusted.

Minimum pension size by regions of Russia in 2021

Since the beginning of 2021, the size of insurance and social pensions has been increased by 6.6% and 6.1%, respectively. Indexation of most types of pensions took place in January; for some categories of citizens it is expected only by the end of the year.

What is the minimum pension

The concept of a “minimum pension” as such is absent in Russian legislation. So where does its optimal size come from?

There is the concept of a pensioner’s subsistence level (hereinafter referred to as PMP), which is used as a guide when determining the amount of various social benefits, incl. and pensions.

It is established by the Ministry of Labor, based on the values of PMP for the first half of the year in the selected subject and for the first half of the year in Russia as a whole. This procedure was established by the Ministry of Labor in order to ensure an appropriate level of social support and avoid strong differences between regions.

The cost of living is based on the cost of a food basket consisting of food products necessary for survival, including: milk and dairy products, eggs, bread, groceries, vegetables, potatoes, fruits, meat and fish, fats, tea, spices, salt and sugar.

When calculating, Rosstat uses food consumption standards per person depending on age (for people of working age they are the same, for pensioners - different), and the average cost for them in local stores.

Social pensions are essentially a living wage , but insurance pensions (incl.

for old age and disability) consist of a fixed payment and an individual pension coefficient, and, if necessary, increase to PMP.

The fixed payment taken into account when calculating the pension in 2021 is 5,626.85 rubles, and the cost of one pension coefficient is 93 rubles.

Let’s imagine that citizen Ivanova, aged 55.5 years, living in Karelia, is applying for an insurance pension for the first time this year. During her work, she accumulated only 20 pension points - this is her individual pension coefficient or IPC.

Her pension will be calculated using the formula: fixed payment + (IPC*coefficient cost) . Total: 5626.85 + (20*93) = 7486.85 rubles. Until she reaches the subsistence level in her region, she will be paid an additional 4,353.15 rubles. Thus, starting in 2021, she will begin to receive 11,840 rubles monthly.

Let's also take as an example a resident of the city of Kirov. Male, 60.5 years old. His pension experience is 25 years, and his individual pension coefficient is 30 points.

Using the above formula in the calculation, we get 5626.85 + (30*93) = 8416.25. He is only a little short of the minimum pension accepted in the Kirov region, equal to 8,511 rubles - only 94 rubles.

This will be taken into account when calculating your pension.

The average minimum pension provision in Russia is 9,311 rubles.

Reviews

As experts, including employees of such important structures as Rosstat and the Accounts Chamber, note, the minimum income level cannot be based only on the food basket. After all, in addition to this, there are other obligatory expenses: payment for housing and communal services, medicines, communications, non-food items and much more.

Pensioners are also indignant, because even in the absence of work experience, the pension is sometimes greater than that of those who have worked officially all their lives, but with a small salary. The difference is sometimes only a couple of thousand rubles.

Conclusions and recommendations

  1. The size of the minimum pension is calculated based on the minimum subsistence level applied in each specific region for pensioners.
  2. The PMP differs depending on the region, since its calculation takes into account the cost of food products.
  3. The lowest “minimum wage” is in Chuvashia (7,953 rubles), and the highest is in Chukotka (19,000 rubles). The average for Russia is 9,311 rubles .
  4. In order to calculate whether your pension will be higher or lower than the subsistence level, you can use the above formulas or use a special calculator.
  5. If the amount of your expected insurance pension does not exceed the value of the regional PMP in your region, then you can count on additional payment.

What is the minimum pension in your region?

Living wage for a pensioner 2021. Table by region

Today, in each region of Russia, two types of living wages are established for pensioners. Many people confuse them. However, they come in different sizes and are designed for different purposes.

1One of them is used to determine the need of a citizen. In particular, if a pensioner’s income is below this subsistence level, then he is considered low-income. And, accordingly, can qualify for various benefits, subsidies and allowances. Previously, its size was set every quarter, and starting in 2021 - immediately for 12 months.

2Another subsistence minimum is used to determine the amount of social supplement to the pension. It is called “to establish a social supplement to pensions.” It has a different size and has always been installed for a whole year. It is also conventionally called the minimum pension in the region.

The fact is that, according to the law, the total amount of material support for a pensioner cannot be lower than this particular subsistence level (PL).

If the assigned pension does not reach its value, then the pensioner receives a social supplement. It can be federal (FSD) or regional (RSD). Its size is equal to the difference between the monthly income of a pensioner and the PMS established in the corresponding region.

On this page, correspondents of the Top-RF.ru agency have collected in one table the living wages for establishing a social supplement to pensions in different regions of Russia.

According to the Pension Fund of the Russian Federation

What is the difference between FSD and RSD

A social supplement to a pension is paid if the total amount of cash payments to a non-working pensioner does not reach the value of the regional PMP.

✓Federal social supplement is paid from the Pension Fund. It is established if the regional PMP is lower than the federal one.

✓Regional social supplement is paid by the regional social protection authorities. It is prescribed if the PMP in the subject is higher than the federal one.

Today, deputies of the Tyumen Regional Duma adopted a new living wage for pensioners for 2021. It will be 9,958 rubles, which is 507 rubles more than the one established in 2021, a Znak.com correspondent reports.

It consists of the forecast value of the pensioner’s living wage for the next year from the Ministry of Economic Development and is a calculated indicator for social payments and benefits. Those who earn less than this amount are entitled to an additional payment up to the subsistence level, explained Deputy Governor of the region Olga Kuznechevskikh. According to her, in the region, 96% of pensioners receive “social support measures”: compensation for housing and communal services, free medicines, and so on.

Deputies approved the budget of the Tyumen region for 2021 with a deficit of ₽31 billion

LDPR deputy Gleb Trubin said that he regularly asked to review the methodology for calculating the cost of living, decoupling it from the consumer basket. “We see that the cost of living is insufficient today even for essential goods and housing and communal services payments; we are increasing it by 500 rubles for pensioners. Thank you, of course, but we have repeatedly proposed revising the methodology for calculating the cost of living. The LDPR in the State Duma proposed that the cost of living should be at least 20 thousand rubles,” Trubin said.

To this, Deputy Speaker of the Duma Viktor Rein said that the State Duma is preparing for the second reading a bill according to which the cost of living will be untied from the consumer basket, but for now “in the current conditions, it [the cost of living] simply needs to be adopted.”

During the coronavirus period, revenue receipts to the budget of the Tyumen region fell by ₽23 billion

United Russia member Vladimir Ulyanov said that if there are proposals to revise the methodology for calculating the cost of living, then it is worth submitting a legislative initiative to the State Duma.
To this, Trubin reminded him that United Russia deputies constantly, citing regulations, reject his bills, including federal initiatives.

Ulyanov apologized for his remark.
