The departments that provide for military service have agreed on a bill to increase the lower limit of length of service that gives the right to receive a military pension from 20 years to 25 years, Kommersant writes.

So, now, for 20 years of service, a serviceman receives a pension in the amount of 50% of the monetary allowance provided for in Art. 43 of the law (the size of the pension is determined based on salary by rank, military position, percentage bonus for service life and salary indexation). For each year of service over 20 years, an increase of 3% of salary is due, but not more than 85%.
The new bill establishes that for 25 years of service, military personnel will be able to count on a pension in the amount of 65% of the monetary allowance provided for in Art. 43, and for each year beyond this period 3% will be added to the pension, but its size cannot exceed 95% of the monetary allowance.
For military personnel dismissed upon reaching the age limit for service, for health reasons, due to illness (according to the conclusion of the military medical commission) or in connection with organizational and staffing measures, but having 20 years of service on the day of dismissal, a pension payment of in the amount of 50% of the monetary allowance. For each year of service beyond the term, 3% will be added, but the amount of the pension cannot exceed 95% of the salary.
According to the newspaper’s source in the financial and economic bloc of the government, the adoption of this law will save hundreds of billions of rubles for the budget, which in difficult conditions will be “a real breath of air.”
The new law could come into force on January 1, 2021. However, the latest version of the bill provides for a transition period of five years. Persons covered by the law of February 12, 1993 will retain the right to receive a long service pension and to receive a pension under the conditions “in force before the entry into force of this law until January 1, 2023.” The State Duma may consider the bill in September.
How is military pension calculated?
Regardless of the type of pension, military pensions include salary, rank bonus, length of service bonus, and indexation amount. The pension consists of half the salary subject to twenty years of service plus three percent for each year over twenty years, but not more than eighty percent.
The salary depends on the rank and is established by the regulations of the Ministry of Defense. The calculation of years of service is regulated by Government regulations; it lists the periods that are counted towards the period of service, such as:
- Serving during periods of hostilities;
- Serving in geographically remote and high mountain areas;

- periods of service in the Ministry of Internal Affairs, Ministry of Emergency Situations, FSB, FSIN, FSO, SVR of Russia and the period of the USSR;
- periods of service in the Armed Forces, State Security and other law enforcement agencies of the CIS countries;

When calculating the length of service that gives the right to support from the state in connection with length of service, the entire time of service in the armed forces, the fire service, the Ministry of Internal Affairs, drug control and the criminal correctional system is summed up.
As a general rule, the minimum length of service required to grant a pension in Russia is 20 years. But in a number of cases, other conditions for the provision of this social guarantee are established.
These include dismissals due to the following:
- achievement by military personnel of the maximum age for service established by law;

If one of these grounds exists, among the conditions for granting a pension, the law establishes the following:
- reaching the age of 45 at the time of dismissal;
- having a total work experience of at least 25 years;
- the period of military and equivalent service is 12.5 years or more.
The total length of service of such a person includes all periods of paid labor activity, the period of entrepreneurial activity and other periods in accordance with the laws on labor and insurance pensions.
Are there plans to increase the minimum length of service from 20 to 25 years?
In connection with the general civilian increase in the retirement age for men and women by 5 years, a reasonable question arises as to how this issue is planned to be regulated in relation to military personnel. Rumors about increasing the required length of service and total work experience are actively spreading. This is not least due to the official instructions issued back in 2021, as well as the draft changes to legislation developed by the Ministry of Finance.
In reality, consideration of a bill to amend the legislation regarding increasing the length of service for military personnel is not on the agenda of the State Duma. Despite the active discussion, the issue in a practical sense has not budged, which means that the previous age for retirement in 2019 remains relevant.

How to apply for a military pension?

When and how much will military pensions increase in 2021?
Military pensions will be indexed in October 2021 by 6.3%. For the first time in several years, pensions of military personnel will be increased both due to an increase in salaries in the troops and due to an increase in the reduction coefficient.
The reduction factor appeared after the reform of military pensions in Russia. The reform should equate a former military member's pension to the salary of a person who has a rank and position similar to that from which the retired military member retired.
It was not possible to immediately equate military pensions to salaries in the army even when the reforms began - in times much more prosperous than today. That's why the reduction factor appeared. According to the plan, it should grow annually by two percentage points until the pension is equal to the salary and the need for it no longer exists.
In October 2021, military salaries will increase by 4.3%. Initially, only this was announced, and there was no talk of adjusting the reduction factor. The pension should have automatically increased by the same percentage as military salaries, no more.
However, then the state announced that the reduction factor would also change. Due to this, military pensions will increase by an additional 2%.
In total, the percentage of indexation of military pensions in 2021 will be 6.3%. This percentage is almost equal to the civilian one - old-age insurance pensions increased by 7.05% in January.
State Duma deputies responsible for the defense industry asked to increase the reduction factor in 2021, among other things, because the indexation of military pensions by 4.3% would be far behind the rate of indexation of pensions of other Russians.
