Requirements for employees
Fire department employees are part of the Ministry of Emergency Situations. The State Fire Service consists of structural units at the federal level (FPS) and branches of the constituent entities of the Federation. The full-time employees include both certified (with special internal ranks) and civilian (civilian) employees. The procedure for certification (compliance with the position) of fire protection employees is defined in Art. 33 Federal Law dated May 23, 2016 No. 141-FZ.
The terms of employment, grounds for employment, dismissal, and set of benefits for employees differ, despite the same requirements for carrying out duties.

Workers must meet the following requirements:
- Meet the age limit. Persons over 18 years of age can serve in the fire department. Recruitment to fill a position in the Federal Border Guard Service is carried out before the age of 40 years.
- Good health and fitness level.
- There are no contraindications to performing official duties.
- No criminal record.
Measures to support the health of employees include measures aimed at prevention and maintaining normal physical shape. Employees are paid remuneration that maximally compensates for the special conditions of service.
Remuneration of certified employees of the State Border Service
The composition of remunerations for State Fire Service employees and the procedure for their appointment are established in the Order of the Ministry of Emergency Situations of Russia dated March 21, 2013 No. 195. The monetary allowance (MS) of fire department employees with special ranks is made up of salaries and additional allowances. The allowance consists of several parts, established depending on individual conditions.

One of the important parts of guaranteed employee remuneration is financial assistance. Payout Features:
- Assistance is provided in the amount of 1 DD salary per calendar year, mainly when going on vacation.
- In some motivated cases, the amount of financial assistance is paid in the amount of 5 salaries or, by special order of management, without an upper limit.
- The issuance of a lump sum is provided on the basis of a report.
Along with financial assistance, employees are paid one-time bonuses for conscientious service and one-time assistance in connection with difficult financial conditions. One-time assistance is provided targeted, mainly to large families with more than 4 children.
One-time social payment
This type of state assistance is regulated by Article 160 of the Housing Code and Law No. 283-FZ “On Social Guarantees...”. On its basis, in 2015, methodological recommendations were created, approved by Minister Artamonov.
One-time social benefits are provided. payment in the form of a subsidy from the Government to improve the quality of housing conditions. You can receive such government assistance only once.
The subsidy can be used by an employee of the Ministry of Emergency Situations who:
- does not use the residential premises as property or social tenancy (this requirement also applies to family members of the applicant);
- lives in a dormitory;
- uses, under a social tenancy agreement or on the right of ownership, housing, the total area of which per one family member living together is less than 15 m2;
- uses housing that does not comply with accepted standards (the size of the room in this case does not matter);
- lives in a communal apartment (its area does not matter);
- lives together with a relative who has an incurable disease from the List (in this case, the applicant or his family members should not own or have social tenancy rights to other premises suitable for living);
- lives in an adjoining room or one-room apartment with another family, including parents and adult children in a documented marriage (the size of the room is not taken into account).
Only an employee who has served in the Ministry of Emergency Situations for more than 10 years can count on payment. The longer the period of work, the greater the amount of subsidy you can count on.
Payment amount
According to Law No. 283-FZ, the amount of payment depends on the number of family members living with the department employee. Relies:
- for 1 person - 33 m2 of living space;
- for 2 people - 42 m2 of living space;
- for a family of 3 or more people - 18 m2 of living space for each.
Depending on length of service and availability of rights to additional space, increasing coefficients are applied. For example, when working in the Ministry of Emergency Situations for 15 to 20 years, the minimum footage will be increased by 1.25.
Also, municipal authorities have the right to independently adjust the minimum size of living space for their region.
The payment cannot exceed 70% of the cost of the purchased housing.
Procedure for obtaining and required documents
If an employee meets the requirements and wants to register to improve the quality of living conditions, then he must submit a written application to a special commission. In the document, he indicates information about all members of his family and notes whether he or his relatives were previously provided with social support to improve their living conditions.
The Ministry of Emergency Situations employee attaches the following documents and their copies to the application:
- your SNILS;
- documents proving the identity of the applicant and his family members;
- your track record (certified by the HR department);
- information about registration and place of residence (about yourself and your family members);
- certificates of divorce or marriage (if available);
- documents on assigning a group for disabled children under 18 years of age living with him (if available);
- social rental agreements (if any);
- documents confirming his rights to additional living space (for employees of the fire department and other structural units of the Ministry of Emergency Situations with the rank of colonel and higher, as well as for employees with an academic degree or rank);
- extracts from the Unified State Register for him and his family members;
- certificates of completion of full-time studies for children aged 18 to 23 years living with him;
- documents confirming living conditions - extracts from the house register, personal account data for the last 5 years, etc.
If it is impossible to provide information about housing conditions, documents are required to explain the reasons for non-provision.
Payment of the unified social contribution occurs in the order of priority. If more than 3 children live with the applicant, then he has a priority right to receive a subsidy.
Do not deliberately try to worsen your living conditions, for example, sell or donate your existing property. If this is detected, then an application for a subsidy can only be submitted after 5 years.
If several family members are eligible to receive a payment, then only one can submit documents. After this, others will no longer be able to count on the subsidy.
Benefits provided in the field of healthcare
During their work, fire department employees are exposed to stress and high physical activity. To reduce the impact of negative factors on health and prevent the development of occupational diseases, individuals are provided with:
- Attaching departmental services to clinics that take into account the specifics of the work of fire department employees.
- Free provision of medications purchased as prescribed by a doctor. In addition to medicines, individuals are provided with medical products.
- Passing dispensary control at the expense of the ministry.
- The right to receive free SKL according to the profile established by the medical institution. Vouchers, subject to availability, are provided once a year. Travel to the place of treatment and in the opposite direction is additionally paid.
- Vouchers to children's health camps for family members. Children of employees in remote regions are provided with vouchers twice a year with payment for travel to their holiday destination.
- The right to an in-depth examination of the state of health in a hospital of departmental subordination or citizenship.
Persons serving in the fire protection structure as civilians or with a rank are entitled to annual paid leave of increased duration.
Benefits for employees of the Ministry of Emergency Situations
The basis of material support for military personnel and employees of state law enforcement agencies is monetary allowance. The amount of remuneration consists of several components:
- The salary part depends on the rank and position.
- Bonuses (every month) - determined as a percentage of the salary. The volume is affected by length of service, qualifications, work with confidential data, etc.

Categories eligible to receive benefits and types of payments

Fire service employees
For employees of the voluntary fire department, preferences are provided:

Other employees of the Ministry of Emergency Situations

- free medicines;
- 100% discount for rehabilitation in a sanatorium, including full travel expenses for the whole family;
- benefits for minor children, maternity payments to wives and employees;
- separate queue for kindergarten.
Pensioners
There are no specific types of preferences upon retirement. However, if you have a medal from the Ministry of Emergency Situations, there are benefits. Additional relaxations are approved at the regional level and, as a rule, apply to persons with health limitations.
So, in 2021, retired employees receive subsidies if they have a disability group:
- I gr. — 14,000 rub.;
- II gr. — 7000 rubles;
- III gr. — 2800 rub.

Rescuers
Rescuers are also considered emergency services, and therefore have similar benefits as employees of the Ministry of Emergency Situations. Accordingly, the procedure for registering privileges is identical.
Widows of veterans
Widows of military personnel are entitled to benefits in the Russian Ministry of Emergency Situations, equal to the main category. Compensation payments amount to RUB 300,000. In the subject of residence, the list of privileges can be expanded.

Benefits apply even 12 months after dismissal.
Housing
Employees of the Ministry of Emergency Situations who need to improve their living conditions receive one-time financial assistance. The funds have a specific purpose and are provided in the form of a one-time social payment (USB). The amount can be used to purchase housing or construction.

The commission is obliged to consider the person’s application within 2 months from the date of registration of receipt of documents, and make a decision on registration or refusal. The received refusal is appealed in accordance with the established procedure.
Who is entitled to
Based on Order of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief No. 44, social protection guarantees are provided to the following persons:
- people holding the rank of major, colonel, captain, warrant officer, lieutenant, inspector of the Ministry of Emergency Situations;
- families of employees of the Ministry of Emergency Situations - wives, widows, children under 18 years of age, disabled children under 23 years of age, dependents;
- representatives of the service belonging to the categories of large families;
- employees of the Federal Fire Service of the State Fire Service of the Ministry of Emergency Situations of Russia (firefighters), rescuers, including crews of fire boats;
- employees of smoke protection departments;
- mechanics, radiotelephonists, employees of mobile communication centers, automatic telephone exchanges.
Some benefits require at least 10 years of work experience.
Amount of lump sum payment
Important! The calculation of the unified social contribution is provided on the basis of the norms due to the family depending on its composition.
A single employee receives unified social contributions at the rate of 33 sq. m, 42 sq. m for a couple and 18 sq. m for each family member.
When calculating the amount, family members living together are taken into account:
- Married spouses.
- Widows and widowers of persons killed in the line of duty.
- Minor children under 18 years of age or full-time students up to 23 years of age.
- Children with disabilities under 23 years of age.
- Dependents are disabled persons, regardless of age.
The SRU amount is based on the market value of 1 meter of housing installed in the region. The cost of a meter on the regional market is established quarterly according to statistical data.
An example of calculating the amount of unified social contributions. An employee of the Federal Border Guard Service, who has a family of 2 people, submitted documents to receive a one-time payment. The person's service experience was 12 years. The purchase of an apartment was planned in the Vladimir region. When calculating the amount, the cost of 1 meter of housing in the 3rd quarter of 2021 was taken into account, amounting to 34,970 rubles. The person was provided with a certificate in the amount of: C = 34970 x 42 = 1,468,740 (rubles). The amount is provided based on 42 sq. m, determined according to the norm for a family of 2 people.

In 2021, a new pension reform was introduced, which established an increase in the age for retirement. Additional benefits provided to FPS employees
Federal Border Service employees have additional benefits that make it possible to simplify their living conditions and service. Persons are provided with:
