What will the pension be if a person has never officially worked?

Changes are made to pension legislation almost every year. To prevent the onset of a pension benefits crisis, the state regularly carries out reforms and implements new programs. Therefore, many citizens do not accurately imagine the prospects that await them in the future.

Pensioners are people who receive money every month when they reach retirement age, become disabled, or for other reasons.

The issue of pension size is especially concerning for people who have no work experience and have never been officially employed. But the state provides payments for this category of citizens.

Upon retirement, people can receive one of the following benefits:

  1. Insurance/
  2. Social.

The first type is for men after 60 years of age, and for women after 55. Its size depends on length of service and accumulated pension points. That is, the more contributions the employer makes, the higher the future pension.

This benefit is awarded to people who:

  1. They have at least 9 years of work experience - that is, the employer made contributions to the Pension Fund during this time.
  2. Scored at least 13.8 pension points.

These demands are aimed at combating “envelope” salaries.

Social benefits are due to people who have not accumulated the required length of service for any reason and are not entitled to an insurance pension. They can be received by:

  1. Disabled categories of the population, but this fact must be documented.
  2. Citizens who do not have an established length of service to receive insurance payments.
  3. Disabled people.

There is also a difference in age - men receive a social pension from the age of 65, and women from the age of 60. These payments are indexed every year.

The insurance period includes not only direct labor time, but also other certain periods:

  1. Staying on maternity leave.
  2. Receiving unemployment benefits.
  3. Spending time at the place of deployment with a spouse who is a military personnel.
  4. The period of detention, if the conclusion was unfounded and there is evidence of this.
  5. Time to care for loved ones who are disabled.

Documentary evidence is required to confirm each of these events. Such mitigation is necessary so that people do not neglect more important things for the sake of a large pension. For example, some women do not become pregnant so as not to lose their seniority.

Pension for working pensioners

Some people continue to work after reaching retirement age. This approach has advantages and disadvantages:

  1. During this period, the insurance period continues to increase if the employer regularly makes insurance contributions. As a result, the size of the pension increases.
  2. From 2021, indexation of pension benefits has been stopped while the citizen continues to work. But a month after dismissal, the amount of payments will be revised, taking into account the indexation that has occurred.

Therefore, many working pensioners are concerned about the problem of returning indexation. There was a rumor among the people that it would be restored in 2018. But this information was not confirmed.

The state believes that this category of citizens is in a more stable financial position and does not need increases. The real reason is budget savings. Analysts believe that indexation may be returned no earlier than 2021. There is no talk of completely abolishing benefits for working pensioners. They can still count on government support. In 2021, the amount of payments for this category of citizens was increased by approximately 245 rubles.

Citizens who have reached retirement age but continue to work are subject to indexation strictly after dismissal. Previously, recalculated payments were received only 3 months from this date, now you only need to wait 1 month for accruals. But a citizen will still be able to receive them in 3.

For example, Andrei Nikolaevich decided to quit, so in June 2018 he sent the employer a corresponding application. In the same month he was paid off, and in July his former job will send a report on existing employees to the Pension Fund. Due to the fact that Andrei Nikolaevich was still working in June (even for a couple of days), he will still appear in this report as an employee.

In August, another report will be sent to the Pension Fund, in which Andrei Nikolaevich will no longer be present. Then the Pension Fund will begin recalculating the pension. Therefore, only in September will the pensioner begin to receive payments taking into account past indexations.

Thus, a citizen does not need to worry about recalculating the amount of pension payments. Due to the fact that new data arrives at the Pension Fund with some delay, the amount of payments does not increase immediately.

Periods in the life of a housewife that can be included in the length of service for calculating the insurance pension

An unemployed woman lives on the support of her husband or relatives, but not all of her years are considered unemployed. According to the legislative norms of the Russian Federation, prescribed in Chapter. 3 Federal Law “On Insurance Pensions”, housewives are credited during the insurance period:

  • child care after birth and up to 1.5 years;
  • when a woman was registered at the labor exchange and received unemployment benefits;
  • caring for disabled relatives;
  • unjustified detention in places of detention;
  • being with her military husband at his place of work.

Each specified period has its own calculation conditions.

Baby care

After the birth of a child, the mother is given at least 1.5 years of leave to provide regular care for the baby. This period is included in the insurance period, even if the woman is officially unemployed during this period.

Caring for a disabled relative

Not only care for a newborn is taken into account, but also care for a disabled child or a disabled child of group 1, as well as for pensioners who have crossed the 80-year mark. The departure must be formalized . In addition, the state will pay the housewife an allowance during the entire period of such work.

Other periods

When receiving unemployment benefits, tax payments are deducted to the Pension Fund of the Russian Federation, which means that this period is also included in the insurance period.

If a woman was placed in custody unjustifiably, and then released from there with the appropriate wording, then she will be compensated for lost profits, including in the form of crediting this time to the insurance period.

Time spent in remote military garrisons, where there is no work for civilians, will also be included in the work experience. This condition has time limits - no more than five years without work.

Will there be a pension for non-working people?

To understand whether a pension will be accrued to citizens without work experience, this concept should be explained in more detail:

  1. The person has never been employed - in some cases, such people are entitled to payments no less than working citizens.
  2. The citizen was not officially registered - this means that no deductions were made from his salary to the Pension Fund or Non-State Pension Fund. He has the same rights to payments as a person who has never worked.
  3. A citizen does not have enough points and length of service to calculate a pension - in such a situation, a similar principle for assigning payments applies. Such people are equal in status to those who have never worked officially.
  4. The person was an individual entrepreneur (IP) - in this case, individual entrepreneurs regularly make contributions to the Pension Fund. If he carried out activities for a long time, which is enough to calculate payments, then he will receive a pension on the same basis as working citizens.
  5. The citizen received a profit, but did not transfer funds to the Pension Fund - we can talk about receiving dividends, trading securities, etc. Such a person belongs to the first category.

Regardless of the situation, citizens have the right to receive payments from the state. However, their purpose has special conditions and depends on the specific situation.

You need to know that the pension for non-working pensioners includes 2 components:

  1. Fixed payments are an amount of a certain amount fixed by the state, which is confirmed by a law signed by the President of the Russian Federation.
  2. The insurance part is an additional pension, which is calculated personally for each citizen.

To receive a social pension, you must meet the following conditions:

  1. Be a citizen of the Russian Federation or have lived permanently in Russia for the last 15 years.
  2. Reach the legal age. If a citizen lives in harsh conditions, for example, in the Far North, then this figure is reduced by 5 years.

The Pension Fund is in charge of processing social pensions. You should contact the branch at your place of registration upon reaching retirement age. The application can be sent in several ways:

  1. By personal appeal to the Pension Fund or MFC.
  2. Through the official portal of the Pension Fund.
  3. Through the State Services website.
  4. Send papers by mail.

In this case, you must provide documents that prove the existence of any experience. For example, if a woman has children, she must take birth certificates with her. Then she will be awarded additional points for each baby. You can use them to make additional payments.

In addition, you must take with you the following package of documents:

  • passport or other certificate that serves as identification
  • documents proving Russian citizenship
  • SNILS

If a person lived in the Far North, then he should provide a document proving this fact. Then payments can be received earlier.

The application must be reviewed within 10 days. If any other papers are required, the pensioner is given 90 days to submit them.

How to apply for a social pension

To apply for benefits, you must contact the territorial department of the Pension Fund or MFC upon reaching the period for receiving the payment. You must take with you a package of documents, including:

  • statement;
  • passport of a citizen of the Russian Federation;
  • SNILS;
  • documents confirming the right to receive a social pension (if available).

According to Art. 23 Federal Law No. 166-FZ dated December 15, 2001, social old-age pension benefits are assigned for an indefinite period:

  • from the first day of the month in which the application for its establishment was recorded, but not earlier than the day when the recipient acquired the right to it;
  • For citizens who received a disability insurance pension and for whom payments stopped when they reached the age of 60 (women) and 65 years (men), old-age social benefits are assigned from the day they reach the specified age.

Pension payments are made monthly. The pensioner can choose the delivery method independently when assigning benefits (it can be changed if necessary). Most often delivered:

  • through the post office at the pensioner’s place of residence;
  • to his bank account or bank card.

Pension for non-working pensioners

An ordinary old-age labor pension is assigned to citizens upon reaching a certain age:

  • 60 years – for the male population
  • 55 years – for women

People who have accumulated a sufficient number of points and pension experience can count on such payments. However, if these conditions are not met, the pension will be due 5 years later. It received a special name - “social old-age pension”. Absolutely all people can receive it, regardless of any conditions - points or work experience. But there is also a downside. If a citizen has not reached the required threshold for calculating a regular pension, then he will not be able to change anything.

The size of ordinary and social old-age pensions varies quite a bit. It is calculated individually for each person depending on specific conditions.

All people whose pension value is less than the regional subsistence level for pensioners (PLP) will be paid compensation up to the PMP level in 2021. The specific amount of the payment depends on the subject of the Russian Federation in which the citizen lives.

What is a social pension and its size?

In simple words, a social pension, if you have never worked, is a minimum payment that is guaranteed by the state in relation to those categories of citizens of the Russian Federation who are disabled, but for a number of reasons are not entitled to receive a pension of one type or another:

  1. By old age - the most famous type and the most common.
  2. Due to disability.

The social pension in 2021 is equal to 5283.84 rubles.

Social old age pension has 2 key features:

  • It cannot be paid during the performance of work or any activity that is subject to compulsory social insurance.
  • After a citizen has accumulated 15 years of experience, he can apply for an old-age pension.

Table of minimum criteria for receiving an insurance pension

Year of retirementRequired insurance experience, yearsMinimum points
20201118,6
20211221
20221323,4
20231425,8
20241528,2
20251530,0

However, there are benefits for residents of the far north and for workers in hazardous industries.

Alas, the social minimum pension, if a person has never worked, is quite small, and so far it is much less than standard labor pensions. Even if a person worked all his life, but the employer did not transfer contributions to the Pension Fund, this means that there was no official employment, which means that a labor pension is impossible, since taxes were not paid to the state all this time.

Indexation of pensions for non-workers

The state increases the pension amount annually. In December 2017, it was announced that there would be an indexation of payments accrued to unemployed citizens.

Indexation is an increase in income of the population in accordance with rising prices and the current level of inflation. This means that if the economic situation in the country is stable, the amount of indexation will be minimal. For example, in 2014 there was a sharp increase in prices for various categories of goods. The topic of the crisis was actively discussed in the media, and the issue of increasing the cost of living was raised. As a result, indexation amounted to more than 11%, which significantly increased the size of pension payments.

The main goal of this procedure is to improve the quality of life of people. This concept should not be confused with recounting. The latter term applies only to working pensioners, and indexation affects those who are not officially employed.

If it is not possible to stop the growth of inflation in this way, then the state has the right to take other measures aimed at improving the financial situation of pensioners. As an example, we can consider the situation that developed in 2021. Then there was a decrease in the price of oil, which caused a decrease in state budget revenues. To get out of the situation, a bill was passed that obligated the Pension Fund to accrue a one-time payment of 5,000 rubles to unemployed citizens. As a result, price increases were slightly smoothed out.

If a citizen does not stop working after retirement, then indexation depends on the transfers of his employer. In case of dismissal, all recalculations made are subject to accounting, and after 3 months the pension amount is increased by the corresponding coefficient. Such changes occur automatically, and a person does not need to write any statements for this.

The government is of the following opinion: working pensioners do not need indexation of the insurance part, since there is a lack of budget in the funded fund. Instead of NPF savings that have been frozen, the possibility of adopting an IPC (individual pension capital) system is being discussed. This decision will help relieve the budget and increase the size of pension payments to all people.

If we look at the current regulations, it will become clear that all insurance pensions are subject to indexation. Along with them, the pension coefficient increases.

Unofficial work and pension

When you are young and have your whole life ahead of you, few people think about retirement. Of course, you can work unofficially, for yourself, making appropriate contributions so that the pension is still accrued, but this has its own risks (inflation, changes in laws, and so on).

Otherwise, the rule described above remains the same:

  1. Yes, there will be a social pension.
  2. It will be accrued 5 years later than the others. Those. 70/65 years for men and women, starting in 2023. Transitional provisions apply until 2023.

This type of pension is also called the minimum pension. Every year, in the month of April, the size of pensions is indexed by region, taking into account the growth rate of the cost of living of Russian pensioners for the calendar year.

In 2021, the social pension will be indexed by 6.1%

Experts still advise working officially for 15 years in order to have a guarantee of receiving a labor pension upon reaching the appropriate age.

How much will pensions for unemployed people be increased?

In 2021, the size of pension payments increased only for non-working citizens. The fact that benefits for the working population will not increase was already known earlier.

The established insurance pension was increased 1.037 times and amounts to 4982.9 rubles. The cost of the coefficient was also increased by the same amount. Currently it is equal to 81.49 rubles. Indexation was 3.7%, which exceeds the inflation rate of 2.6%.

As a result, payments in 2021 increased even more than expected, and the changes were carried out ahead of schedule.

Typically indexing occurs as follows:

  1. In January, statistics on the depreciation of the ruble over the past year are released.
  2. Next month, pension payments will be increased by this figure.

However, this year the state found enough reserves to increase pensions by 3.7%. Initially, it was clear that inflation would be less than this indicator, so indexation was carried out in January. According to data provided by the Pension Fund of the Russian Federation, the average old-age benefit in the Russian Federation is now 14,151 rubles.

Rumors were actively spread on the Internet that after the minimum wage increases in May 2021, the size of the pension will also be increased. However, this is just a misconception. There is no relationship between these indicators, since the minimum wage is intended for able-bodied citizens and does not apply to pensioners.
