You can reduce the time required to obtain a passport by providing an extract from the house register or applying for services at your place of registration. In this situation, the production time is reduced to ten days.

Theft or loss of your passport

The loss or theft of a document also often becomes a reason for applying to the Federal Migration Service at the actual place of residence, and not for temporary or even permanent registration. It is worth noting that here, in addition to the list already indicated, you will need to make a statement about its loss/theft. It should detail the circumstances of the loss. And in this case, you will need not two, but four photographs in 35x45 format.

If, as a result of the loss or theft of a passport, in addition, the data already in it has not been preserved, replacing it requires collecting the most complete list of documents, including registration information from the house register. It can include anything, from a birth certificate and work record book to a driver’s or pension license and documents on release from prison, if any. A detailed list of documents required to replace a passport will be indicated at the local branch of the Federal Migration Service. But, it is better to start from the fact that in order to realize the desire to receive a new ID, you will need all the identification documents available to you.

Is it possible to replace your passport if you do not have a residence permit?

The legislation imposes an obligation on persons located in the country, according to which each person must be registered at the place of his permanent residence or temporary stay.

Despite the established obligation, you can meet people who do not have the appropriate entry in their passport. As a rule, this situation occurs when a person does not have a residential property that is his property.

What to do in such a situation?

First of all, you can contact existing relatives with a request to register in their living quarters temporarily.

When there are no such relatives or they refused registration, the person can contact the social authorities at their location.

Social authorities may offer to register with the following social institutions:

  • Shelters;
  • Dormitories;
  • Boarding houses;
  • Social hotels;
  • Boarding schools;
  • In a residential premises belonging to the maneuverable fund.

In these residential properties, a person will be registered under a simplified procedure.

Is a passport valid without registration?

Regulatory legal acts that regulate the procedure for issuing or replacing a passport are:

  • Decree of the Government of the Russian Federation No. 828 of 07/08/1997;
  • Decree of the President of the Russian Federation No. 232 of March 13, 1997;
  • Order of the Federal Migration Service No. 391 of October 30, 2012.

The Government Decree indicates that the document is issued to every citizen who has reached the age of 14.

In the document, authorized bodies must indicate the following information:

  • Information on the person’s registration and deregistration;
  • Information about attitude to military service;
  • Information about concluded relationships;
  • Data of existing children;
  • Information about previously issued identity cards (when replacing an old one);
  • Information about documents that prove the identity of a person outside the country.

The document sets out the reason why a passport may be declared invalid - entering information that is not provided for in the document.

In this regard, a passport that does not have records of a person’s registration has legal force. However, a person must understand that if the fact of lack of registration is revealed, the authorized bodies impose administrative liability, the amount of which varies from 2,000 rubles to 5,000 rubles.

Is it possible to get a new passport without registration?

In accordance with the above regulatory documents, a citizen of the Russian Federation must receive a new passport upon achieving:

  • 14 years old;
  • 20 years;
  • 45 years.

Is it possible to get a passport if there is no registration?

The legal framework says that to obtain an identity card you must contact the territorial division of the Ministry of Internal Affairs of the Russian Federation.

Can they refuse?

In practice, when obtaining a new passport, there are cases when the Federal Migration Service refuses to issue a new document in the absence of registration in the region where the application was submitted. Moreover, in general, citizens are refused immediately upon submitting documents.

In this case, the citizen should request from the Migration Service employees a refusal to replace the passport in writing. This document can serve as the basis for a citizen to contact the judicial authorities or the prosecutor’s office to conduct an audit of the operation of this service.

Moreover, in such cases, as a rule, the prosecutor’s office and the courts “take the side” of the citizen. The fact is that the current legislation does not provide for the obligation of a citizen to obtain a passport at the branch of the Federal Migration Service only at the place of registration. It turns out that the document can be replaced in any region of the country.
