Article 38
1. Length of service (length of service) in the penal system is calculated in the manner established by this Federal Law, other federal laws, regulatory legal acts of the President of the Russian Federation and regulatory legal acts of the Government of the Russian Federation, for the purpose of assigning a pension for long service, a monthly bonus to the monthly salary for length of service (length of service) (hereinafter referred to as the length of service bonus), payment of a one-time allowance upon dismissal of an employee, provision of additional leave for length of service in the penitentiary system, provision of other social guarantees, incentives, nominations for awards state awards of the Russian Federation and departmental insignia.

As for the possible increase in length of service in the Ministry of Internal Affairs, Pavlov believes that such a reform will cause great damage. Employees will begin to quit en masse, and potential fresh personnel will think three times about whether it is worth going to serve under new conditions.
Will the length of service in the Ministry of Internal Affairs be increased to 25 years from 2021?
For now, it is impossible to answer with certainty either yes or no. If a law on increasing the length of service for security forces appears, it will be the same surprise as the law on pension reform in 2021. Officials in Russia do not really involve society in plans that directly affect the interests of this same society.
For the same reason, it is impossible to judge in advance about the form in which an increase in seniority in the army and the Ministry of Internal Affairs could take place. Seniority can be dramatically increased for everyone. Or you can postpone the reform so that it affects only recently hired employees. Experienced personnel could serve calmly and understand what awaits them in the future.
With the second version of the reform, it would even bring some benefit. Employees of the Ministry of Internal Affairs would no longer be nervous due to a lack of understanding of what awaits them. Young personnel would have time to come to terms with an increase in length of service (especially if it was accompanied by improved conditions of service). And experienced employees would stop being nervous, knowing that the law clearly assigned them the old 20-year service.
In the meantime, completely different laws that are being adopted in the Duma add to the nervousness. Thus, in the summer of 2021, the maximum terms of service for officers and generals of the Ministry of Internal Affairs were increased. Generals can remain in service up to 65 years (was 60), colonels - up to 60 years (was 55), majors and lieutenant colonels - up to 55 years (was 50). All others can serve in the system only up to 50 years.
Although the authors of this bill emphasized that the changes had nothing to do with a possible increase in length of service, not everyone believed them. Many felt that police officers would be given longer service, and reform would begin with senior management.
Chairman of the Central Committee of the Interregional Trade Union of Employees and Workers of Internal Affairs Bodies of the Sverdlovsk Region, Mikhail Pavlov, says that rumors about increasing the length of service in the Ministry of Internal Affairs to 25 years have not been officially refuted. At the same time, the expert believes that reforming the pension system in the police can be carried out in different ways.
For example, employees of the Ministry of Internal Affairs can be given a choice - to retire upon reaching their length of service or according to the age limit.
