Who is eligible
The minimum pension has a second name - social, paid to citizens upon reaching retirement age. The funds presented are the only payments to pensioners who were unable to receive insurance payments.
All citizens who, for some reason, do not have the appropriate length of service and points to qualify for a work permit have the right to receive a minimum pension. These include:
- persons with disabilities who do not have a single day of work;
- previously unemployed citizens who also do not have workdays;
- persons who have not “collected” the data required by the state before retirement age.
For 2021, to receive insurance pensions, you must have 9 years of work experience and 13.8 points. If this is not the case, then pensioners receive social benefits - a minimum subsidy.

How is it formed
The minimum pension in Russia is established by law for the entire country. But each region has the right to recalculate payments in accordance with the following factors:
- officially established inflation rates;
- the state of the region's economic structure;
- the level of consumer prices, which are also set individually in the locality.

- SNILS;
- work book or other documents confirming the existence of insurance experience;
- certificate of average salary until 2002;
- an application filled out according to the sample - if you apply in person, you can fill it out at a branch of the Pension Fund of Russia;
- other documents necessary to confirm the fact that the applicant was employed.
If there are no employment documents, then the applicant will not have to prove the existence of insurance coverage and calculate points.
