Minimum pension amount
In 2021, the minimum pension in the region will be set at 8,600 rubles per month. The final figures are determined by the leadership of Bryansk independently. Various coefficients and payments are assigned to the minimum indicators.
The lower threshold of pensions in Bryansk and the Bryansk region depends on the general standard of living. This amount of monthly contributions is ensured by the current law, therefore, below this level, pension payments for the population will not be legal.
To form the basic amount of this level of payments, the general indicator of the subsistence level for the employed population is used. Also, different coefficients of payments made for social support of the disabled population receiving pensions are applied to it.
Social supplement to pension
According to Article 1 of Federal Law N 178-FZ “On State Social Assistance” (06/11/2021)
, a social supplement to a pension is a sum of money provided to a citizen (pensioner) towards an insurance pension and (or) towards pension provision, taking into account cash payments and individual measures of social support provided in kind up to the pensioner’s subsistence level established in the constituent entities of the Russian Federation according to his place of residence or place of stay (in this case, in the Murmansk region).
The surcharge is set in such an amount that the total amount of material support for the pensioner, taking into account this surcharge, reaches the cost of living for a pensioner established in the Murmansk region (15 066 ₽
).
What does the total amount of material support consist of?
When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:
- pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/30/2021), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (12/08/2020), in the event of a pensioner’s refusal to receive these pensions;
- urgent pension payment;
- additional material (social) support;
- monthly cash payment (including the cost of a set of social services);
- other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).
The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.
The size of the minimum wage in Bryansk and the Bryansk region
A pressing issue regarding increasing wages is the establishment of new minimum wages in 2021, in particular, the increase will occur from January 1 of the next year. These changes will affect the amount of obligations for calculating the single social contribution.
Moreover, it is the minimum wage that affects the amount of labor income of the population. The minimum wage has a generally positive trend. Thus, in 2021, its size in Russia increased by 4.9 percent and at the beginning of this year will amount to 7,800 rubles, which, firstly, is identical to the size of the subsistence minimum per person, and therefore, according to formal criteria, corresponds to the Constitution of Russia ; secondly, it will ensure an increase in average wages per full-time employee; thirdly, it helps to reduce the proportion of people whose average per capita income was below the subsistence level; fourthly, employers will be forced to fulfill obligations to their workforce regarding the timely payment of increased wages. The corresponding statistical indicators have a positive trend, which helps to improve the level and quality of life of the population.
Volgograd region: minimum pension amount from January 1, 2021
If a veteran’s retirement pension is less than the minimum wage established in the region, regular monthly additional payments are due. To complete them, you need to submit the relevant documents to the Social Protection Center.

Only non-working pensioners have the right to a social supplement to their pension if the amount of their financial support is lower than the pensioner’s subsistence level established in the region at their place of residence.
Please note that local legislation may provide for certain conditions for receiving a regional social supplement to a pension.
The social supplement to the pension is established from the 1st day of the month following the month of applying for it with the appropriate application and necessary documents.

- all types of pensions;
- immediate pension payment;
- additional material (social) support;
- monthly cash payment (including the cost of a set of social services);

What amounts are NOT taken into account when calculating
the amount of financial support for a pensioner: social support measures provided in accordance with the law in kind.

In the Murmansk region, a subsistence minimum per capita has been adopted for certain socio-demographic groups (pensioners, children, working population). It is used for:
- assessing the standard of living of the population in the Murmansk region in the development and implementation of regional social programs;
- providing state social assistance to low-income citizens;
- formation of the budget of the Murmansk region.
The cost of living is calculated once a quarter on the basis of the consumer basket (products, industrial goods, services) adopted in the Murmansk region. It is not used directly for calculating and calculating pensions.
