The Chuvash Republic is a subject of the Russian Federation. It has its own constitution and its own legislation, designed to regulate the life of the republic in all spheres of its manifestation. The limits of this independence are prescribed in the Constitution of the Russian Federation. Pensioners of Chuvashia enjoy all the rights and benefits provided in Russia.
How many pensioners are there now in Chuvashia?
Based on the results of the first half of 2021, the number of pensioners in Chuvashia receiving pensions from the Pension Fund is about 366 thousand. More than 3 thousand of them are those who, having retired from the law enforcement agencies, earned themselves civilian experience; 27 thousand receive social pensions.
In 2021, more than 34 billion rubles were spent on pensions and social payments from the Pension Fund budget.
The republic has seen a growing trend in the number of pensioners; an increase of approximately 2 thousand is expected by the end of the year. In the capital of Chuvashia, Cheboksary, there are also more and more pensioners, and today their number exceeds 126 thousand.
Minimum and average pension in the Chuvash Republic
Chuvashia is one of those regions of Russia whose cost of living is lower than the national average:

As is customary in the Russian Federation, if a pensioner has the amount of all payments due to him less than the subsistence level in the region where he lives, then his pension is equalized, increasing it to this minimum. And since the cost of living in the Republic of Chuvashia lags behind the all-Russian one, additional payments to pensioners up to the local regional minimum are made from the federal budget.

In total, in Chuvashia, about 90% of the population who have passed working age are recipients of various types of social support, and this is more than 250 thousand people. This was announced on December 20, 2021 by Sergei Dimitriev, Minister of Labor and Social Protection of the Republic.
As in Russia as a whole, the following actions were taken in the republic in 2021 to increase pensions:
- in February, an indexation of 4% was carried out for non-working pensioners;
- in April, social pensions were increased by the same 4%;
- in August, a recalculation was carried out for working pensioners.
The result of all these operations was an increase in pensions throughout the republic to the following values:
- 11,900 rub. - the average old-age insurance pension in Chuvashia, in Cheboksary it is 12,700 rubles;
- 7,500 rub. – average social pension.
We also recalculated pensions for local working pensioners:
- in the republic as a whole there are more than 91 thousand of them, their pensions showed an increase of 136 rubles;
- in Cheboksary there are more than 39 thousand of them, they received a pension increase of about 145 rubles.
WWII participants live in Chuvashia, they are entitled to receive two pensions, in total more than 31,000 rubles.
The average statistical value of the Chuvash pension was 11,600 rubles.
Minimum pension amount
Every citizen on the territory of our country has the right to receive a pension; what it will be and in what amount it is calculated depends on individual conditions. The size of the minimum pension cannot be less than the established level of the subsistence minimum, so the pension is raised from the federal budget to this limit.
For those pensioners who were unable to earn the required level of pension for a number of reasons, a minimum pension is provided. Every year, the minimum pension goes through an indexation stage to align it with the inflation rate in the country. From 2021, the minimum pension is 8,500 rubles.
Funded pension and one-time replacement of indexation
Pension savings received by participants in the state pension co-financing program have become a good help for pensioners in Chuvashia. It was launched in 2008, and the citizens of the republic did not remain indifferent to it.
Recently, the number of applications for payment of pension savings has increased in the republic. As is known, they can be one-time, if the total amount does not exceed 5% of the insurance and funded pensions in the aggregate. If this threshold is exceeded, then you can choose a fixed-term pension payment or a lifetime pension payment, when money is paid every month.
Thus, since the beginning of 2021 in the Chuvash Republic, 14 thousand pensioners received a lump sum of only 175 million rubles. Those who wished to receive the accumulated pension at a time turned out to be 99%, that is, the overwhelming majority.
As for the fixed-term pension, its average amount was 990 rubles. per month, it is set for 155 pensioners.
For 162 citizens, a funded pension was assigned, its average value is 538 rubles, paid monthly.
For pensioners of Chuvashia, the fact of replacing the planned indexation of pensions by 5,000 rubles. lump sum payment turned out to be favorable. For the simple reason that pensions here are low, and increasing them due to planned indexation would be significantly lower than the 5,000 rubles offered in return.
Plus unexpected joy for working pensioners, plus recipients of social pensions, and there are 27 thousand of them in the republic.
Social supplement to pension
According to Article 1 of Federal Law N 178-FZ “On State Social Assistance” (06/11/2021)
, a social supplement to a pension is a sum of money provided to a citizen (pensioner) towards an insurance pension and (or) towards pension provision, taking into account cash payments and individual measures of social support provided in kind up to the pensioner’s subsistence level established in the constituent entities of the Russian Federation according to his place of residence or place of stay (in this case, in the Yaroslavl region).
The surcharge is set in such an amount that the total amount of material support for the pensioner, taking into account this surcharge, reaches the cost of living for a pensioner established in the Yaroslavl region (9 231 ₽
).
What does the total amount of material support consist of?
When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:
- pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/30/2021), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (12/08/2020), in the event of a pensioner’s refusal to receive these pensions;
- urgent pension payment;
- additional material (social) support;
- monthly cash payment (including the cost of a set of social services);
- other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).
The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.
Beneficiaries federal and regional
In the Chuvash Republic there are federal beneficiaries, there are about 104.5 thousand of them, monthly payments to them are 2.2 thousand rubles.
These payments have been indexed by 7% since February, just like the cost of the social package, consisting of transport, medicine and sanatorium-resort parts. Now it is valued at 995 rubles.
In total, in 2021, more than 34 billion rubles were allocated from the Pension Fund budget, which went towards pension and social payments to citizens of Chuvashia.
On December 20, 2021, the fourth session of the State Council of the Chuvash Republic took place. Among the issues discussed at the session was an increase in social payments to certain categories of citizens of the republic at the regional level. The interests of pensioners were affected.
There are many labor veterans among them; they either continue to work or belong to the category of non-working pensioners. Not so long ago in Chuvashia there was a high-profile case regarding the deprivation of benefits to working pensioners - labor veterans.
Veterans won it, and the republic’s authorities legally secured these benefits for retired veterans, but whether they are working or not is now irrelevant.
Thus, the list includes benefits for the use of local telephone communications; some points regarding medical care, including free, and service in clinics, which veterans attended when they were still working. It is planned to allocate about 1,733.5 million rubles from the local budget for these events.
Citizens of Chuvashia who have reached the age of 70 or 80 years old received benefits in 2016 that relate to major repairs of common property in an apartment building. Those over 80 are completely exempt from this contribution, while 70-year-olds pay half.
