There is a category of citizens in our country who are called combat veterans. According to some reports, there are already almost a million of them, and they, like the participants of the Second World War, are subject to the Federal Law “On Veterans”.

A relatively new status is that of a combat veteran who has been in the Chechen War, which has taken place in the history of our state since the 90s of the 20th century. Pensions for combatants in Chechnya are provided in the following cases:

How to get a combat veteran ID

A BD veteran's certificate is a special certificate confirming the status of a specific citizen of the country. A document filled out according to the state model allows people of this status to manage all kinds of social preferences.

To obtain such a certificate, a Russian must submit a corresponding application with an attached package of documents. The Special Military Commission reviews such notifications within 30 days of receipt. Authorized persons make a positive or negative decision on the issue of assigning the desired status.

Where to contact

The addressees of the application for the acquisition of the corresponding certificate are various structures of the VSRF category. A citizen decides which department to send papers to depending on his territorial location:

  1. when abroad - to the Ministry of Defense;
  2. while on duty - to the manager of the unit;
  3. in other cases - to the territorial military commissariat.

The law also stipulates the place of addressing documents for people serving time in correctional institutions. Such categories of persons must apply to the military registration and enlistment office assigned to a specific colony.

Documents and statements

The procedure for obtaining a certificate is compared with the need to collect papers and certificates. When preparing documents, citizens need to provide:

  • an application drawn up according to the state standard;
  • 2 photographs 3x4 centimeters;
  • copy of the passport;
  • a copy of the military personnel ID;
  • certificates according to which the citizen realizes the benefits in question.

Only citizens of the Russian Federation can apply for this status. All certificates necessary for paperwork can be requested from the archives of the Ministry of Defense. Further payments to participants of military operations in Chechnya are possible only with a model certificate.

Monthly cash payment (MCP) to combat veterans in 2021

At the same time, the State Duma is considering a bill to increase the UBI by almost 2 times. According to the project, the amount of benefits for BD veterans should be determined as half the cost of living in the Russian Federation per capita. However, no decision has been made regarding this bill yet.

Thus, the maximum allowance for combat veterans is RUB 3,212.04. — this amount will be paid if the NSO is replaced by monetary compensation. The minimum amount of EDV for VBD is 2000.39 rubles. - if all social services are provided in kind.

At the federal level, combat veterans are entitled to a monthly cash payment (MCA). The right to it is provided for in Article 23.1 of Law No. 5-FZ of January 12, 1995 “On Veterans”. Every year, the amount of EDV is indexed from February 1 in accordance with the price growth index for the past year, that is, indexation occurs to the inflation rate. Such an increase in the monthly allowance for combat veterans was also made in 2021 - the amount was increased by 4.9%. In this case, the amount of EDV will be paid taking into account the method chosen by the veteran for providing a set of social services to the NSO (see the table with the amounts of EDV for UBI).

According to preliminary calculations, to implement the measures proposed in the bill, 41.3 billion rubles are needed. The number of combat veterans receiving UBI increases every year, so every year the costs of increasing the amount of UBI payments will also increase. According to Rosstat, as of January 1, 2021, there are 1.37 million VBD veterans in Russia receiving such payments (see below graph of the increase in the number of VBD).

It is worth explaining that 3212.04 rubles. will be paid monthly if the veteran completely refused to receive a set of social services (NSS) in kind and instead chose cash compensation. The reason is that the cash equivalent of NSO is included in the amount of EDV. If a BD veteran uses any services from the social package, their cost is deducted from the monthly cash payment.

To receive EDV, veterans must write applications to the Pension Fund of the Russian Federation, to a special commission. Pension for combat veterans: calculation of whether there will be an increase

The process begins with a clear definition of the person who is a Combat Veteran. According to the third article of Law No. 5-F3, which clearly outlines the persons who fit this category and have the right to receive pension payments to Veterans:

  • if you served as soldiers and officers;
  • if you were sent on a business trip to a given hot spot;
  • were sent to Chechnya;
  • all participants in the military conflict who fought there legally.

EDV for combat veterans from July 1, 2021 - what amount is due, will there be an increase

It is worth keeping in mind that it is not necessary to refuse benefits as a “package”. A person can choose for himself which benefits he does not plan to use and which ones he will need. You can only refuse unnecessary benefits, and based on this, the amount of EDV will be assigned.

In cases where a person is entitled to EDV for several reasons at once (for example, a combat veteran also has a disability), payments are not summed up. A person is assigned the largest EDV out of several that he can apply for.

Calculation of pensions for combat veterans

Moreover, the right to this kind of increase arises from 01/01/08 - almost immediately after the law indicated above came into effect. This increase is due in accordance with federal law.

As for tax benefits, they apply to transport, property and land. Pension benefits include monthly additional payments, bonuses and social services. In some regions, all these payments are provided by local budgets.

Retirement of combat veterans: benefits, amount of payments, length of service for pension

  • provision of appropriate medical care out of turn;
  • choosing a date for going on annual leave;
  • purchasing tickets for any type of transport out of turn;
  • providing leave without income protection for up to 35 days;
  • advanced training at the expense of the employer;
  • Providing vouchers to sanatoriums if there are appropriate medical indications.

The bill is currently under consideration in the State Duma. The changes will affect the length of service received by military personnel for successful registration of pensions, as well as the age for retirement in old age.

Pension for military veterans in 2021: new benefits, increase in monthly allowance, compensation

Proposals to solve this problem were submitted in 2021. A bill was published on the Russian Public Initiative (ROI) portal, the text of which provides for amendments to Law No. 5-FZ and addition to the list of benefits and payments provided for BD veterans.

  1. implementation of free production and installation of prostheses. The exception is dental prosthetics, which veterans will undergo at their own expense. In addition to free prosthetics, compensation is also paid if the veteran purchased a prosthesis with his own money;
  2. In addition to the annual leave granted to all employees, veterans can receive unpaid leave by the employer (up to 35 days in duration). It is also possible to use this leave outside the vacation schedule, at any time convenient for the combat veteran;
  3. undergoing vocational training at the expense of the employer or receiving vocational education;
  4. the right to priority access to all kinds of social and cultural facilities;
  5. priority purchase of tickets for all types of transport. This also includes benefits for fares on municipal transport.

Tax benefits, with the exception of tax deductions, are issued through divisions of the Federal Tax Service. The application can be submitted either in person or through the official tax service portal. All documents certifying the right to benefits are attached to the application.

  • If 100 thousand signatures are collected in support of the proposed changes, the materials will be submitted for consideration to the Government expert group.
  • Voting on the initiative will last until November 27, 2021. But if the required number of votes is collected earlier, the documents will be submitted for consideration earlier than this deadline.

However, in recent years the law has undergone quite a lot of changes, as a result of which the right to some payments and benefits has been lost. But even those measures to support combat veterans that are currently in place at the federal level do not correspond to modern realities and cannot significantly help citizens.

To ensure a decent standard of living, the state offers veterans free specialized training to acquire a new profession after completing military service. It is paid for by the employer. Also, former military personnel are entitled to annual paid leave at any convenient time. It can be extended up to 35 days, but without pay.

According to Federal Law No. 5-FZ of January 12, 1995 “On Veterans,” every participant in hostilities has the right to one-time assistance in purchasing housing. Its size is calculated depending on the status of the applicant and the average market value of 1 square meter of real estate in the region. Veterans are also given the opportunity to take advantage of a social rental agreement with a 50% discount if they do not have their own housing.

  1. The opportunity not to pay tax on any one piece of real estate of each type that is fully owned. This rule applies to apartments, houses, garages and other premises. The exception is commercial real estate.
  2. When paying land tax, the base is reduced by 6 acres. Veterans also have the right to purchase land and garden plots out of turn.
  3. At the federal level, there are no transport tax benefits. But they are implemented in most constituent entities of the Russian Federation as regional assistance.
  4. When calculating personal income tax, a veteran can use a deduction in the amount of 500 rubles if he submits an appropriate application to the Federal Tax Service. For disabled people, this amount is increased to 3,000 rubles.

Since 2021, deputy Alexander Sherin has been preparing an initiative to raise the amount of payments to 50% of the subsistence level. A similar project that was attempted to be promoted in 2021 was rejected due to bureaucratic errors by the author. But this time the deputy obtained the ministers’ conclusion, and the State Duma’s consideration was scheduled for November 2021. However, it was postponed to April 4, 2021.

  • RUB 5,562.32 for military personnel who became disabled as a result of hostilities and commanding officers;
  • RUR 4,173.97 for WWII veterans, their families, children prisoners of concentration camps;
  • RUB 3,062.00 for residents of besieged Leningrad and combat veterans;
  • 1670.66 rub. for citizens of the Russian Federation who served for at least six months, but never ended up on the battlefield, as well as industrial workers. Families of those killed in the war also receive EDV in this amount.
