Average salary in the country for calculating pensions: calculation formula + tables of average salaries by year

How is the insurance pension calculated?

Since 2015, there is no such thing as a labor pension in principle. In its place came an insurance payment to citizens, which directly depends on indicators such as a person’s average earnings, his work experience, etc. For convenience of calculations, a designation such as the individual pension coefficient of a citizen was also introduced. It refers to the number of points accumulated by a person during his or her professional life.

Oddly enough, the required indicator is of great importance for the procedure for calculating pension accruals

Each point has its own value. Knowing it, we can calculate the amount of a citizen’s insurance pension, which will subsequently be added to the base payment rate established in the country.

So, here is the formula by which the insurance part of the pension is calculated:

A*B

Where A is the number of pension points accumulated by a specific person, B is the value of this unit of calculation.

The right to receive financial support from the state is automatically granted to all citizens who have “worked” for 30 such points throughout their lives. However, a fixed base will be accrued to the person even if the insurance units of the individual pension coefficient are insufficient.

The amount of the insurance part of the pension depends on the person’s average earnings. It was on this basis that the employer of every officially working citizen of our country paid insurance contributions to the state treasury.

A very important indicator for making calculations is also the average salary for calculating a pension, calculated by year.

The tables that interest us can be found on the Internet at any time

Today all information about it is in the public domain. They are taken into account starting directly from 1960. Using them, you can, even without knowing the number of points you have in your account, roughly calculate what the old-age benefit will be for people who have decided to retire.

Tables of average wages by year: from the Soviet Union to modern Russia

Do not think that the summary of data indicated in the table plays a purely informational role. No, it is used not only by citizens, but also by the government itself, at least to consider the relationship between two wages.

To carry out this consideration, it is necessary to take into account the labor income of a particular person and compare it with a similar average in the table for a specific time period.

Table 1. Average salary by month from 1960 to 1990 (in Russian rubles)

Table 2. From 1991 to 2001

Please note: Table No. 2 should be read as follows:

  • until 1993, calculations are carried out in rubles;
  • starting from 1993 and up to 1998, the data should be read in thousands of rubles;
  • Since 1998, the ruble has reigned in the country again.

Table 3. Information on average wages from 2002 to 2021 inclusive

You may be surprised, but it is the summary tables of wages paid in our country over the designated period of time that are considered one of the fundamental tools for determining the amount of material support for pensioners today. If you rely on the information specified in it, then it will be possible to determine the exact value of the point needed to determine the strass payment, and, as a consequence, the actual amount of funds officially due to workers in retirement.

How to get a salary certificate for a pension fund

  • Instead of a header, an imprint of the enterprise is placed, which reflects all the basic information about it. If there is no such stamp, the data is filled in in writing and a stamp is affixed below;
  • Last name, first name, patronymic of the employee, as well as his date of birth. However, some businesses do not bother to record information about the age of the former employee;
  • How long does the employee work at the company? In this case, the exact periods and total service life are reflected;
  • The amount of the employee's salary reflected by month. Annual income is also taken into account when drawing up the certificate;
  • The currency in which the employee is paid. This is a requirement for all financial documents. It is enough just to write the final amount in words.

In our time, there is no need to provide a salary certificate to the Pension Fund. This rule was enshrined in a regulatory legal act that has lost legal force (Resolution of the Ministry of Labor of the Russian Federation No. 16 of 2002). However, when applying for a monthly state benefit, specialists of the Pension Fund of the Russian Federation do not pay attention to this fact and continue to request a certificate.

How is the average monthly income of working citizens of the Russian Federation determined?

The average salary of citizens officially employed and working on the territory of our state is determined according to the generalized number of payments received by all of them. This indicator is divided by the previously calculated number of workers (again, officially working in the country), and thus obtains the average value that interests us so much. So, in 2021 this figure was equal to 42 thousand 413 rubles .

The indicator we are interested in belongs to the theoretical category, but still remains extremely useful in practice.

Of course, despite verification through precise mathematical calculations, the average wage in our country is only a theoretical indicator that does not quite correspond to the real state of affairs established in it. However, the resulting value is still used to determine not only people’s future pensions, but also to calculate other payments of various natures.

Please note: there is also such a designation as “median” pay . Many people confuse it with the average salary in the country, but these are completely different concepts.

Thus, the term “median wage” hides a meaning that divides the population into two unequal categories:

  • citizens who earn more than the average salary;
  • citizens whose salary is significantly less or slightly less than the indicated amount.

For example, in 2013 the average monthly salary in the country was 29 thousand 473 rubles (which, of course, is far from reality). The median in this case was equal to 21 thousand 268 rubles .
As we see, it can be called closer to the truth, however, it will still not be used by the government when making various calculations, which is not bad, since in this case the pensions paid would be even less than they are now.

How to correctly calculate KSZP

The abbreviation KSZP hides a value designated as the average monthly earnings coefficient . It is with the help of the desired term, or, more precisely, the indicator that is hidden under it, that the pension payments due to our people are determined.

KSZP is used in calculations related to the assignment of pension benefits

The average monthly earnings coefficient is calculated using the following formula :

ZI/ZR

Where ZI is the average salary of a very specific employee, which was paid to a person while he accumulated five years of work experience (in other words, this is 60 calendar months of the working period during the selected period of the citizen’s working life).

ZR is the average indicator for the same time, determined not for the same person, but for the entire working category of the population of the Russian Federation.

The higher the value obtained by applying the above formula, the greater the subsequent material pension benefits you will receive. However, the law also introduces restrictions on the value of the coefficient we are discussing. So, it cannot be greater than 1.2 units. Even if a larger number was obtained during the calculations, the calculations are still equated to this maximum limit.

Where can I get a 60 month salary certificate for a pension?

There are less than two months left before the pension is assigned and you already have the right to apply for its registration in advance. You will be given time and appropriate explanations to determine the optimal amount of your pension. In addition, you can be assisted directly by UPFR employees in obtaining the missing documents. Don't wait until the last day to apply.

Thus, the legislator has given the insured person the opportunity to choose a period for determining his average monthly earnings for the purpose of assessing pension rights by converting them into estimated pension capital as of January 1, 2002.

Let's sum it up

Any future retiree who wants to know what the pension benefit he or she will subsequently receive can use the table of the national average salary. For comparison, he can take any five years of work experience accumulated over his life. The main thing is that these five years should follow one another, and not inconsistently, since in this case they cannot be taken into account by law.

The tables we are interested in are used not only when we want to find out our pension, but also when calculating it at the government level

You should also remember that the earnings you received while living and working in the Soviet Union will be recalculated in modern terms, and the amount you will get is not at all what you imagined. Be careful in your calculations.

The period before 2002 is the most difficult to calculate. The main difficulty is that in individual personal accounts of citizens in the Pension Fund of the Russian Federation, information about this period of labor activity is not fully reflected - at best, starting from 1997 (and even then not for everyone). Therefore, in the Personal Account of the insured person on the Pension Fund of the Russian Federation website and when calculating pensions, as a rule, there are many inaccuracies. You can avoid misunderstandings and understatement of the amount of accrued pensions by preparing and submitting the necessary documents to the Pension Fund of the Russian Federation (about the length of service and the amount of earnings) and understanding how it is calculated and on what the size of the estimated pension earned during this period primarily depends. The key formula on the basis of which the monthly amount of the estimated insurance pension earned before 2002, before valorization and indexation is determined, has a relatively simple form (clause 3.
