Many families in our country successfully use maternity capital funds. However, in the process of such use, certificate holders need additional information about the balance of funds of the specified subsidy. Why is a balance certificate required?
Funds from maternity (family) capital (MSC) are not issued in cash, but according to the state program they are paid according to the details of the declared institution, so their control is mandatory. Transfer transactions are stored in the Pension Fund (PF) system and, if desired, information on transactions can be obtained at any time.
A certificate of balance in 2021 is a necessary document for the bank: if a citizen of the Russian Federation submits a request to use maternity capital funds to pay the down payment on a mortgage or to repay the principal debt and interest under a mortgage loan agreement. To make sure that the client provides reliable information and the state will pay the agreed amount for him, the bank will request a certificate from the Pension Fund. Without it, the registration procedure will not begin.
If you go through the list, the second popular way to apply the right to maternal capital would be the education of children. When contacting an educational institution and agreeing on the issue of payment, before concluding an agreement, a representative of the educational institution requests a document confirming the availability of money under the certificate. Since 2021, indexation of the size of family capital has been resumed, and therefore the amount of state support changes annually. If part of the funds is spent, the remainder is indexed.
Conditions for obtaining a certificate of MK balance
The following persons have the right to order a document containing comprehensive information about the remaining subsidy funds:
- women with Russian citizenship who gave birth to or adopted a second child after January 1, 2007;
- who gave birth (adopted) a third or subsequent children from the specified date, if they have not previously exercised their right to maternity capital;
- men (citizens of the Russian Federation) who are the sole adoptive parents of the second or subsequent children, if the court decision on adoption came into force no earlier than January 1, 2007;
- fathers or adoptive parents, regardless of citizenship, if the mother or adoptive mother of the child cannot exercise her right or has lost the right to maternal capital (death of the mother, deprivation of parental rights);
- the children themselves, if the parents (adoptive parents) cannot or do not have the right to receive maternity capital.
The certificate is issued upon presentation of the required package of documents and the corresponding application (which will be discussed below). Instead of the owner of the certificate, his representative can apply for the paper, but only with a notarized power of attorney.

To be able to spend the remaining money in the maternity capital account, the person in whose name the certificate was issued submits an application to the Pension Fund.

In online format, information is provided in the form:
- an additional window with the requested data on the service provision site;
- electronic document available for printing.
The extract contains information about the certificate owner, the date the service was provided, SNILS number and the balance amount. There is only one downside to this method of obtaining information: the certificate is not certified by anyone, there are no signatures or seals, and it will not be possible to provide the document officially. But finding out the balance for yourself in this way is the best option.
When requesting help in your personal account, you can duplicate the information by email or download the document so that it is always available without re-entering the website.
Find out the balance of maternity capital through the Pension Fund branch
This method is suitable for those who require this information to be provided to any authorities or government agencies. In this case, you must make an appointment with the Pension Fund of the Russian Federation, write a statement there in the prescribed form and wait for a response within 5 working days. The day the application is submitted is not taken into account when calculating the deadline for providing the certificate. The advantage of this method: the document is certified by the signature of the employee providing the service and a seal.
Disadvantages of this method: the need to visit the Pension Fund, fill out an application, the need to wait and possible queues. To avoid queues, you can make an appointment with a specialist in advance.
Making a request via email
Suitable for those who, for some reason, cannot contact the Pension Fund in person and do not have a confirmed account on State Services. To do this, you need to find a sample application on the website of the organization providing the service, fill it out and send it by mail to the Pension Fund office in your region. In this case, the response will be sent to the certificate holder within 5 business days from receipt of the request.
A significant disadvantage of this method of obtaining information is the long wait for a response, which is why it is not popular.
Why do you need a certificate of maternity capital balance?
There are several situations when the owner of a certificate may need a certificate of its balance. Besides banal curiosity, when some of the funds have already been spent and you want to know the rest, there are other reasons:
- Applying for a mortgage using this money. When filling out an application, the bank requires a certified certificate from clients; it must be obtained in person at a branch of the Pension Fund of the Russian Federation so that the appropriate signatures are there.

Having submitted the documents, you will receive a receipt confirming the acceptance of the documents, with a mandatory indication of the date of their acceptance.
