General information
Regional (governor's) family or maternity capital is one of the options for supporting families with children. At the same time, the ideas are about both relatives and adopted children: only children under guardianship are not taken into account.
Its main difference is the absence of a single program for the entire country: each region has its own version of financial assistance. Its size and conditions depend on the situation in the region itself: for example, if in a region three children are often born into families, regional capital can be paid after the birth of the fourth, or even the fifth. If there is a problem with fertility in the area, payments may be assigned after the third baby.
The first regional maternity capital program was launched in 2011; it applies only to children born after this year. For example, if parents receive assistance after the birth of their third child, and their sons were born in 2001, 2005 and 2007, maternity capital will be provided to them only after the birth of the fourth. It also only applies to minors.
If the first-born has already reached 18 years of age, the program does not take him into account. Assistance is provided only once per family. However, for subsequent births, other support options are usually offered, depending on the region.
Payment terms
Conditions for receiving funds in each region depend on demographic characteristics, funding and other features. For example, in some regions only low-income families can apply for funds (each member has a monthly income of less than 1-1.5 times the subsistence minimum). And in some regions, for example, in Moscow, there is no regional maternity capital at all.
Among the main conditions are the following::
- Only families who have lived a certain number of years in the city, usually at least 3-5, can apply for assistance.
- Funds are mainly intended for families with three or more children. When the second baby is born, federal family capital is paid.
- The amount of assistance depends on the capabilities of the local treasury. On average, the amount is 100-150 thousand rubles, but can be 25 or 700 thousand rubles. This is due to the fact that funds for material assistance come from the local budget, and not from the national budget.
- The options for using the money differ from federal assistance. Money can be issued in cash for any needs or in the form of a certificate for specific purposes: purchase or construction of housing, repairs, payment for a car, provision of necessary communications (gas, electricity, water supply, heating) or even for the purchase of firewood.
- After receiving the certificate, a certain period must pass, after which the money can be spent. There is no single deadline for using regional maternity capital. For example, in the Nizhny Novgorod region, parents can receive benefits for their second child only 1.5 years from the moment of his birth, and for the third - immediately upon application. Basically, if assistance is provided in cash, they are transferred immediately; in other cases, you will have to wait 1-3 years.
In addition to regional family capital, large families may qualify for other payments. They are usually associated with the appearance of subsequent children in the family.

The PFR hotline numbers are intended to provide general information about maternity capital. Receiving funds
The procedure takes place in 2 stages: first you need to obtain a certificate for maternity capital, then cash it out. Everything is formalized through the territorial body of the Pension Fund, where the legality of the request for financial assistance and its subsequent expenditure are checked.
In the first case, you simply need to prove that the family has the right to this money. To do this you need to provide :
- Statement.
- Passport.
- Birth or adoption certificates for all babies.
- Pension insurance certificate.

To receive money, you need to go there after a set time, but with different papers :

Hotline employees never request personal information from subscribers. You will need to wait for an answer from a specialist. You only need to present your passport when visiting a territorial office of the Pension Fund.
In turn, consultants also do not disclose personal information over the phone. Examples of programs by district
It is quite difficult to list all the options for regional maternity capital programs, since almost every region has its own conditions, for example:
- Moscow region: 100,000 rubles are offered, which can be spent on improving housing (for example, on a mortgage loan) or educating children.
- Altai Territory: the proposed 55 thousand can be spent on the same purposes.
- St. Petersburg: for the third child, the family will receive 148 thousand rubles. You can spend them on buying a car, going on a recreational holiday, or building a summer house.
- Leningrad region: the amount has been reduced to 117 thousand, which can be used for “standard” expenses, including home renovation and gasification, purchase of land for development or expensive treatment (including prosthetics), as well as for the purchase of a vehicle, if family has 5 children or a disabled child.
- Chelyabinsk: a family will receive support in the amount of 104 thousand rubles only if it is low-income. You can spend the money on paying for educational and medical services, improving living conditions, and repaying credit loans.
- Krasnodar region: parents can claim 129 thousand. The money should go towards improving living conditions, paying for education or gasification.
- Nizhny Novgorod region: 25,000 is paid for the birth of a second baby in the period from 2011 to 2021 and 100 thousand for the birth of a third in 2017-2018. You can spend the money for the same purposes.
- Sverdlovsk region: the amount is 146 thousand rubles. If triplets are born, the size increases to 219. In addition to the standard options, parents can pay for gasification, a summer cottage or sanitary services.
- Rostov-on-Don: a certificate is issued for 125,775 thousand, but only to low-income families and only for children born from 2012 to 2026. With this money you can improve your living conditions, pay for a child’s education or treatment, buy a car, install gas or cold water, or a well in a residential building.
- Republic of Bashkortostan: there is no regional capital program, but there is a similar one aimed at supporting adoptive parents. According to it, parents will receive 453 thousand rubles for the adoption of each healthy child and 553 for a disabled child.
- North Ossetia: the authorities allocate 50,000 rubles, which can be used for any needs.
- Samara: parents can receive 100 thousand, which are allowed to be used for standard purposes, for the purchase of a car or necessary goods for the baby (stroller, clothes).
- Amur region: the size of the regional certificate is almost 140 thousand rubles if the second child was born before December 31, 2019 and 185 thousand from January 1, 2021.
Federal program
Regional family capital should not be confused with federal one. The latter is intended for all families in which the first, second or subsequent child was born after 2007. The only condition for obtaining is the Russian citizenship of at least one parent and necessarily the children. All-Russian assistance amounts to hum(483881.83) rubles for the first child, hum(639431.83) rubles for the second and subsequent ones (there are some nuances). It is issued in the form of a certificate. It can only be used on :
- Improving living conditions: purchasing an apartment or private residential building, paying a mortgage (first payment or subsequent ones), building a separate house or reconstructing it.
- Payment for children's education: kindergarten, sections, dormitory, if they study in another city.
- Payment for medical care for disabled children: necessary goods and services aimed at their integration and social adaptation.
- Contribution to mother's pension savings.
There are no other options for use or receipt of cash. You can use the money only when the last child reaches 3 years of age, with the exception of paying the mortgage: in this case, you can spend the money immediately upon receiving the certificate.
To obtain the paper, you must contact the Pension Fund with the following documents :
- Application for receiving maternity capital.
- The applicant's passport.
- Birth certificate for all babies.
- Additional documents (if necessary): confirmation of the Russian citizenship of the children, if one of the parents is a foreigner, a certified power of attorney, if a third person receives a certificate for the parents, a court decision on adoption.
To use the money, you must also contact the Pension Fund within the period specified by law. This must be done by the same parent for whom the certificate was issued, or his representative with a power of attorney certified by a notary. Regional maternity capital is one of the forms of support for the population and is aimed at improving the demographic situation.
