Funeral benefit is a special social payment designed to compensate for funeral expenses. It is issued to preferential categories of citizens who cannot pay for the funeral ceremony on their own. The measure is intended to support low-income people and help them organize a worthy farewell to the deceased.
How the benefit is paid and what its amount can be found out from Law No. 8 “On Burial and Funeral Affairs,” adopted back in 1996. The minimum amount of compensation is equal to the established cost of burial at municipal expense: in 2021 it is 5,740.24 rubles. In this case, the amount of payment can increase up to ten subsistence minimums accepted in a particular region.

Who can apply for benefits
In paragraph 1 of Art. 10 Federal Law No. 8 states that social benefits for funerals are issued to people who organized a funeral ceremony at their own expense. It does not matter whether they were relatives, friends, colleagues of the deceased or strangers. The main thing is to document the incurrence of funeral expenses.
Please note: benefits are issued in the event of the death of citizens included in one of the preferential categories:
- pensioners;
- temporarily unemployed citizens;
- WWII veterans;
- home front workers;
- participants in other military operations (Afghan soldiers, etc.);
- Chernobyl liquidators;
- persons with disabilities;
- family members with disabled children;
- members of large families;
- children under 18 years of age;
- persons rehabilitated after Stalinist repressions.
A citizen responsible for organizing the funeral of such a person may ask for compensation for his expenses from the federal budget. And Moscow residents, for example, can qualify for an additional payment from the capital’s treasury. The same support measures are provided in some other regions of Russia.

Important! Compensation must be received no later than six months from the date of death.
What documents will be required
The package of required documents will also vary depending on the place where you apply for social benefits. In any case, you will need:
- funeral organizer's identity card (passport or other document);
- stamp certificate of the death of the citizen for whose burial the benefit is requested (issued by the civil registry office);
- receipts and other papers about expenses for the funeral ceremony;
- application requesting compensation;
- account number for transferring benefits.
Note! The pension fund and other government departments may require a bank statement of the account indicating the full last name, first name and patronymic of the owner (Ivan Ivanovich Ivanov). By default, Sberbank issues a certificate indicating the first name, patronymic and the first letter of the last name (Ivan Ivanovich I.). After payment from the federal budget, the Pension Fund of the Russian Federation or the social insurance fund, the funeral organizer can apply for a supplement to the funeral benefit from the local budget. Such compensation is provided, for example, in Moscow and some other regions of Russia. Is a Chernobyl survivor entitled to burial benefits?

What compensation will be paid for funerals in 2021?

In May 2021, the Federal Law “On Amendments to Article 4 of the Law of the Russian Federation “On Social Protection of Citizens Exposed to Radiation Due to the Chernobyl Nuclear Power Plant Disaster” was adopted. According to the law, social support measures provided for children are provided to children regardless of their place of birth.
- 250% of the social pension - for liquidators, disabled people of groups 1 and 2, children who lost both parents as a result of an accident (24,799.32 rubles);
- 200% of the social pension - for those living in the exclusion zone (9919.70 rubles);
- 125% of the social pension - disabled people of group 3, relatives of the deceased (5269.88 rubles).
Registration procedure and required documents
Certain categories of beneficiaries have the right to improve their living conditions through housing subsidies from the federal budget. Thus, according to Decree of the Government of the Russian Federation dated March 21, 2021 N 153, citizens registered as in need of improved housing conditions who were exposed to radiation due to accidents at the Chernobyl Nuclear Power Plant and the Mayak PA have the right to be provided with housing.
A monthly cash payment (MCA) is paid to citizens affected by radiation, regardless of other payments. From February 1, 2021, the monthly allowance for disabled Chernobyl survivors is 2,701.62 rubles. The monthly cash payment in 2021 will be indexed from February 1st. The payment and NSS will increase by the percentage of inflation for the previous year. The minimum amount of funeral benefit established after indexation in 2021 is RUB 5,740.24.
This amount is paid for the funeral of the deceased who do not have additional benefits and live in regions where the salary increase coefficient does not apply. There are not too many such subjects in the Russian Federation; in most cities the increasing coefficient is set at a level from 10 to 100%.
A minimum coefficient of 10% is established, for example, in some regions of Kalmykia. A 100% increase is valid in the Far North, Arctic regions, etc.

Residents of St. Petersburg can also apply for one-time financial assistance to compensate for funeral expenses. A similar payment is valid in Krasnodar - here its amount is one and a half thousand rubles. Crimeans can apply for benefits in the amount of 3,492 rubles. For funerals of pensioners, the amount increases to 6,189 rubles.
