EDV, or monthly cash payment, is financial assistance that is provided by the state to persons with limited physical and social capabilities (disabled people), as well as veterans, military personnel, citizens affected by man-made disasters, victims of the Nazi regime, etc.

EDV is an additional payment and is assigned regardless of whether the citizen receives a pension, as well as other compensation, additional payments, and benefits.

NSO, or a set of social services - assistance provided to recipients of EDV in kind - in the form of granting the right to free travel, vouchers to sanatoriums, medical care and medicines.

NSO is assigned to all EDV recipients automatically at the time of issuing a monthly cash payment. The recipient of the EDV can renounce the TSA in kind by submitting a corresponding application to the Pension Fund (the form can be downloaded here ⇒ Application for renunciation of the TSA). In this case, the size of the UDV will be increased by the amount of the monetary equivalent of the NSO.

Who can apply for EDV and NSU

Current legislation grants the right to receive EDV and NSU to the following categories of citizens:

  • disabled people, including disabled people with combat injuries;
  • WWII and combat veterans;
  • relatives of fallen servicemen;
  • persons who suffered radiation sickness, other citizens who suffered from the consequences of man-made disasters;
  • Heroes of the USSR, Russian Federation, Socialist Labor, holders of the Order of Glory.

EDV: definition of the concept

A monthly cash payment is a benefit expressed in the form of material support for persons unable to work. Appointed from the minute a citizen comes to the Pension Fund with confirmation of disability and an application for the benefit under discussion.

EDV is available to people with disabilities provided that they have completely or selectively refused the list of free services. Financial compensation has no time limit, that is, it can be issued until the death of the disabled person or until the moment when the disability is canceled after the next re-examination.

Example: Citizen Ivanov was diagnosed with a mental disorder, and he applied for disability registration. The man was assigned to group 3, assigned a pension, and also an EDV after his personal appeal. However, at the next annual meeting with the commission, the disability was removed, and the payment automatically stopped.

Who is entitled to it and by what laws is it regulated?

A complete list of citizens who are entitled to payment can be found on the official portal of the Pension Fund or in regulatory documents. Most disabled people receiving payments belong to several groups. All of them are presented in the table below.

EDV structure

It is legally established that the benefit under discussion consists of two parts. This:

  1. Monetized payment unchanged for 365 calendar days;
  2. A set of social services (NSS), which contains free benefits for the disabled.

The applicant has the right to demand that the benefit be issued in kind or replace it with a financial analogue. You can request both full and selective compensation - it all depends only on the desire of the disabled person.

Disabled person of 1st group

To understand the issue completely, you should get acquainted with the range of social services. It includes:

  • Supplying a citizen with medicines or devices required to treat an illness or maintain the body’s reserves;
  • Vouchers to boarding houses, for which you do not have to pay, if there is a need for such restoration;
  • Free travel in intercity or suburban transport.

To renounce the NSS, a citizen must submit an application to the local branch of the Pension Fund before October 1 of this year. If the disabled person’s opinion has not changed next year, and he still wants to leave his EDV, another application is not required.

Cash payments to disabled people: amounts in 2021

The size of the EDV and NSO is fixed and is established at the legislative level. From 02/01/2021, the size of the EDV was indexed for all categories of recipients by 2.5%.

The amount of monthly payments is determined based on the disability group and from 02/01/2021 is:

  • for disabled people of group 1 – 2,551.79 rubles/month;
  • for disabled people of group 2 – 1,515.05 rubles/month;
  • for disabled people of group 3 – 998.32 rubles/month;
  • for disabled children (persons with disabilities under 18 years of age) – 1,515.05 rubles/month.

The above amounts of EDV are assigned on the condition that the citizen receives NSO in kind.

NSO for disabled people in 2021

From 02/01/2021, the cash equivalent of NSO is 1,075.19 rubles/month, including:

  • compensation for the cost of medications – 828.14 rubles/month;
  • the right to receive vouchers to sanatorium-resort institutions (if there are medical indications, no more than once every 2 years) – 128.11 rubles/month;
  • free travel on suburban railway transport – 118.94 rubles.

The specified amount of NSO is valid both for disabled people and for other recipients of EDV.

Amount of EDV if a disabled person refuses NSU

The recipient of the EDV due to disability has the right to refuse to receive NSI in kind - in the form of medicines, free vouchers to a sanatorium and free travel on suburban railway transport. In this case, the monthly amount of payments to the disabled person will be increased by the cash equivalent of the NSO.

If the disabled person completely refuses the NSU, the size of the UD will be increased by 1,075.19 rubles/month. and will be:

  • for disabled people of group 1 – 3,626.98 rubles/month;
  • for disabled people of group 2 – 2,590.24 rubles/month;
  • for disabled people of group 3 – 2,073.51 rubles/month;
  • for disabled children (persons with disabilities under 18 years of age) – 2,590.24 rubles/month.

The recipient of the EDV may waive the TSA in kind, either completely or partially. For example, a disabled person may refuse free vouchers to a sanatorium and free travel on railway transport, but retain the right to receive medications. In this case, the amount of EDV will be increased by 247.05 rubles/month.

If you refuse the NSU, an additional payment to the EDV is assigned from the month following the month of submission of the corresponding application to the Pension Fund.

EDV sizes for 2021

Let's consider the financial side of the issue.

Increasing EDV

According to a statement by an official representative of the Pension Fund, the previous amount of monthly cash payments to disabled people of group 1 was indexed by 4.3%. Consequently, starting from February, the value of the EDV amounted to 3,782 rubles.
We remind you that the indicated amount is given taking into account the fact that the citizen refuses the full range of social services due to him. Currently, the cash equivalent of the NSO is 1,121 rubles. Therefore, if, along with receiving EDV, a citizen continues to enjoy a package of non-material benefits, the actual amount of the payment will be 2,661 rubles.

According to the current legislation, refusal of NSO is allowed in full or in part. For example, a citizen may continue to provide free medications, but refuse discounted travel or vouchers to sanatoriums.

Will the monthly allowance be increased for veterans?

Participants in local wars and armed conflicts who were injured during the performance of military duties also receive a monthly cash payment from the state.
Therefore, representatives of this category of beneficiaries can also count on an increase in the monthly allowance from February 1. However, here the indexation size looks somewhat more modest. In particular, the total amount of the subsidy will be 2,947 rubles. If the recipient uses non-material benefits, he will receive 1,835 rubles.

The right to receive EDV and NSU is granted to citizens who have acquired a disability as a result of a combat injury. For this category of persons, the amount of EDV is set as follows:

The basis for assigning payment to disabled combatants is a document issued by a medical institution and confirming that the reason for assigning disability was an injury (wound, mutilation, concussion) or disease acquired during military service or participation in hostilities.

Disabled people who participated in the Second World War also have the right to receive EDV in the specified amount, regardless of the reasons for the assignment of disability.

Amount of EDV for disabled people of group 1

Size and composition of the NSO

EDV recipients may be provided with social services. At the same time, the size of the EDV is reduced by their cost (Part 3 of Article 6.3 of the Law of July 17, 1999 N 178-FZ). The cost of a set of social services is also changing from February 1, 2021.

How to apply for EDV and NSU for disability: step-by-step instructions

Cash payments to disabled people are assigned based on the applicant’s application to the territorial office of the Pension Fund of the Russian Federation at the place of registration. Below are detailed instructions that will help the reader understand the features of registering EDV for disabled people.

Step 1. Preparation of documents

Before contacting the Pension Fund, a citizen should prepare the following documents:

  • passport;
  • an extract from the ITU act confirming the assignment of a disability group;
  • application for appointment of EDV and NSO (the form can be downloaded here ⇒ Application for appointment of EDV).

If the EDV is issued by a disabled person who participated in the Second World War, then in addition to the above documents, the applicant should prepare an appropriate certificate.

When registering EDV for a combat disabled person, it should be taken into account that the MSE act must contain information that the cause of disability is a combat injury received while performing military duty.

How is EDV paid to disabled people: the procedure for paying monthly cash compensation

Monthly cash payments to people with disabilities (MCP) were introduced as part of the general federal concept of “monetization of benefits,” i.e., replacing benefits in kind with cash compensation. Federal Law No. 122-FZ40 of August 22, 2004 introduced a set of changes to various legislative acts in order to legally formalize this reform. In particular, the Federal Law “On Social Protection of Disabled Persons in the Russian Federation” was supplemented by Art. 28.1, dedicated to monthly cash payments to disabled people.

The following describes how EDV is paid to disabled people in the Russian Federation.

Disabled people, including disabled children, have the right to receive monthly monetary compensation. They are paid by the territorial bodies of the Pension Fund of the Russian Federation. If the right to pay EDV to disabled people in 2021 arises for several reasons at once (for example, established in various federal laws), EDV is assigned only on one of them, at the choice of the citizen. An exception is made for citizens who have the right to receive EDV in accordance with the Law of the Russian Federation of May 15, 1991 No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant” and the Federal Law of January 10, 2002 No. 2 -FZ “On social guarantees for citizens exposed to radiation as a result of nuclear tests at the Semipalatinsk test site.” They are given the right to receive monetary compensation for disabled people simultaneously on two grounds (as a citizen exposed to radiation, and on any other basis).

Order No. 35n of the Ministry of Labor and Social Protection of the Russian Federation dated January 22, 2020 approved a new Procedure for making monthly social payments to disabled people. To assign a monthly cash payment, you should contact the territorial department of the Pension Fund of the Russian Federation at the place of residence of the disabled person, confirmed by registration (if there is none, at the place of stay or actual residence), providing a certificate of disability issued by the Bureau of Medical and Social Expertise. If a citizen receives a pension, then an application for the assignment of social benefits to disabled people in 2020 is submitted to the territorial body of the Pension Fund of the Russian Federation at the location of his pension file. Citizens living in a stationary social service institution apply for the appointment of an EDV to the territorial body of the Pension Fund of the Russian Federation at the location of this institution. To confirm the registration of the application for the appointment of an EDV and the title documents, the territorial body of the Pension Fund of the Russian Federation issues a special receipt-notification.

Within 10 working days from the date of receipt of the application and all necessary documents (but no later than December 31 of the year in which they were received), the Pension Fund of the Russian Federation makes a decision on the appointment of an EDV or on the refusal to appoint it. No later than 5 days from the date of the decision, a copy of the decision on the appointment of the EDV is sent to the territorial body of the Pension Fund of the Russian Federation by registered mail with acknowledgment of receipt. If a decision is made to refuse to assign an EDV, the Pension Fund of the Russian Federation, no later than 5 days from the date of the decision, sends it to the territorial body of the Pension Fund of the Russian Federation, indicating the reasons for the refusal and the procedure for appealing the decision, and also returns all documents by sending them by registered mail with notification of delivery.
