The abbreviation SNILS stands for “Individual Personal Account Insurance Number”. This green plastic card can also be called a “pension certificate”, “insurance document”, “pension card”. The Pension Fund assigns an individual number to each working citizen to provide health and pension insurance. The personal account, coded under the number indicated in the SNILS card, contains information about the person’s work experience and his pension contributions.
What does SNILS look like?
SNILS is a laminated piece of pale green or pale yellow paper, which directly contains the SNILS number, full name of the insured person, his date and place of birth.

What should an employer do if an employee who does not have this document gets a job? How to resolve the issue of registering SNILS with hired employees if they are citizens of another state? How to correctly go through the procedure for registering SNILS, and who should take the initiative? Let's consider these points from the perspective of the employer and employee.
Features of the national SNILS
SNILS is a document confirming the registration of citizens of the Russian Federation in the pension insurance system. The form of this document is established by Resolution of the Board of the Pension Fund of the Russian Federation No. 122p dated October 21, 2001.
Every citizen is formally a future pensioner. Therefore, you can register with the Pension Fund at any time in your life:
- parents can correct SNILS for their child;
- a citizen who has a passport can obtain it independently;
- When applying for a job, the employer must take care of the availability of SNILS.
A green plastic card with a number has certain features:
- she is unique;
- can only belong to one person;
- assigned for life;
- The SNILS number consists of 11 digits: three groups of any numbers of 3, written with a hyphen, and the last control pair, where the numbers are calculated using a special algorithm when drawing up an employment contract (Article 65 of the Labor Code of the Russian Federation).
The employer in this situation is the insurer who will pay contributions for the employee towards his future pension, therefore registering the employee with the Pension Fund of the Russian Federation is the direct responsibility of the employer.How can it happen that a job seeker can get a job without having SNILS in hand? The following situations are likely:
- this is the first experience of official employment;
- the “pension card” was lost;
- the plastic card has become dilapidated, broken, bent or for other reasons has become unusable;
- the employee, after previously receiving SNILS, changed his personal data (for example, his married name).
Mandatory documents for employment
In accordance with the requirements of Part 1 of Article 65 of the Labor Code of the Russian Federation, when concluding an employment contract, a person applying for work must present to the employer:
- passport or other identity document;
- work book, with the exception of those employees who enter work for the first time, registration on a part-time basis, loss, damage to the work book;
- a document confirming registration in the individual (personalized) accounting system, including in the form of an electronic document, with the exception of the employment of a person for whom an individual personal account has not been opened;
- military registration documents (for those liable for military service and persons subject to conscription for military service);
- a certificate of the presence (absence) of a criminal record and (or) the fact of criminal prosecution or the termination of criminal prosecution on rehabilitative grounds (in some cases);
- document on education, qualifications or special knowledge (when applying for a job that requires special knowledge or special training).
It follows from this that although SNILS has been abolished, it still remains mandatory when applying for a job. What should an employer do if he or she does not have access to such electronic databases?
We issue SNILS: procedure for the employer
If a citizen already has SNILS, he is obliged to provide it to the employer, who only needs to make a copy of the card; the original remains with the owner. The employer will indicate the SNILS number in reports provided by the Pension Fund.
Federal Law No. 27 in Article 7 states that a person entering work for the first time receives his SNILS through the employer, and the latter has 2 weeks to register a new potential “client” of the pension fund. To issue a SNILS card for a newly hired employee, the employer needs to take the following steps.
- Receiving a statement from an employee that he asks to be issued a SNILS.
- In the Pension Fund, where the employer is registered as an insurer, he is given the appropriate application forms (form ADV-1 for the first issuance of SNILS, ADV-2 for those who have changed personal data, ADV-3 for issuing a duplicate).
- Filling out the questionnaire by the employer with the signature of its employee (it is important to make sure there are no errors in writing the name and dates). If at the time of registration the employee is on vacation, on sick leave, on a business trip, etc. and cannot personally sign the form at the required time, the employer certifies it himself, immediately indicating the reason.
- Drawing up an inventory of documents submitted to the Pension Fund of the Russian Federation, according to the ADV-6-1 form (the inventory can be one for several questionnaires, if SNILS is issued not to one employee, but to a group at once).
- Transfer of a package of documents to the Pension Fund.
- Receiving a SNILS card and issuing it to the employee against signature on the accompanying sheet.
- Return the statement to the Pension Fund, where they must make a note about the issuance of a new certificate to a specific employee.

Reasons for replacing SNILS
At the moment, SNILS is an A4 document, at the top of which information about the insured person is indicated, as well as the individual account number itself. The operation of SNILS is regulated by Federal Law No. 167-FZ of December 15, 2001 “On compulsory pension insurance in the Russian Federation”. It is required when applying for a job, applying for a loan (if necessary), when joining a clinic, and so on.
There are situations in which SNILS needs to be replaced. These include the following:
- changing a citizen’s personal data (change of last name, first name);
- errors in an already issued certificate.
If the insurance certificate has been lost
, the insured person must contact the Pension Fund at the place of registration with an application for the issuance of a new document. But it’s worth considering that the SNILS number does not change. It, like the TIN, is assigned to the insured person for life.
Terms of production and issuance of SNILS
The law establishes deadlines for submitting documents to the Pension Fund, issuing cards to the employer and transferring them to employees. All legally established deadlines relating to SNILS are shown in the table.

What's happened?
The Pension Fund of Russia published Resolution of the Board of the Pension Fund of the Russian Federation dated June 13, 2019 N 335p on approval of the form of a document confirming the registration of a citizen in the individual (personalized) accounting system. The notification will be presented by citizens at the place of request, both in paper and electronic form, replacing the usual green SNILS card. Let us remind you that it was transferred to electronic format, and actually abolished, from April 1 of this year. The new form will come into effect on September 29, when the Pension Fund's resolution comes into force.
Consequences in the absence of SNILS
An employee who does not have a personal account with the Pension Fund does not make pension contributions, which means that his time of work is not counted towards his official length of service, so it is not profitable for employees to work without this card.
For the employer, the Labor and Tax Codes do not provide for direct liability for violation of the procedure for registering employees with the Pension Fund. However, if employees do not have SNILS, problems will inevitably arise when submitting reports to social funds, because insurance premiums will not be transferred without an account. If the audit reveals this violation, the employer will be punished for late or incorrect filing of reports.
The violating employer may be charged up to 10% of the annual pension accruals that he was obliged to pay for an employee without SNILS.
New employee: how to get ADI-REG
An individual who does not have registration in the Pension Fund system can submit an application in person, through an employer or through an MFC.
If a company employs a person who is not yet registered with the Pension Fund of Russia, the employer can issue a SNILS. To receive ADI-REG for a new employee:
- ask him to fill out the form ADV-1.
- send the ADV-1 questionnaire and the ADV-6-1 inventory to the Pension Fund.
- Within 5 working days you will receive a notification with confirmation of registration, which must be given to the employee.
The package of documents for ADI-REG must be sent to the fund no later than 2 weeks from the date of conclusion of the employment contract.
Foreign workers and an account with the Pension Fund of Russia
If foreign citizens get a job in Russia, they, like residents of the Russian Federation, must be officially insured. This is required by Article 7 of Federal Law No. 167 of 13/15/2001.
It does not matter how long citizens of other states live on the territory of the Russian Federation, or whether they are stateless persons. It is only necessary to establish their official status, which determines what document they must provide to issue SNILS as an identity document instead of a Russian citizen’s passport. Foreigners staying in the Russian Federation are assigned one of three statuses:
- permanent residents - their identification document in Russia is a residence permit, which is renewed every 5 years;
- temporary residents - they are issued a temporary residence permit for 3 years, which in the future can be replaced with a residence permit;
- Those temporarily staying in the Russian Federation prove their identity with a “native” document; they are allowed to stay in the Russian Federation by a visa or other international regulations that do not provide for a visa regime. For this category of guests, official employment and receipt of SNILS are not provided.
FOR YOUR INFORMATION! The procedure for obtaining SNILS for citizens of other states and stateless persons is no different from the usual one, only instead of a passport, another document required by law is presented.
Is green SNILS no longer needed?
The abolition of SNILS in Russia 2021 has led to the fact that now an employee can report his number in the Pension Fund of Russia accounting system by presenting, at his choice, either an old certificate (green plastic card) or another document issued by the Pension Fund confirming that the person is in the fund’s database. The document can be paper or electronic. The form of such a document was approved by the Pension Fund (Resolution No. 335p dated June 13, 2019). You can also watch it below.
In principle, a printout from the employee’s personal account on the Pension Fund’s website will also work, but it will be a “bare” paper that has not been certified by anyone.
IMPORTANT! There is no need to require SNILS confirmation using the new form from employees who have already presented you with a card.
Is it possible to issue SNILS for a child?
If parents decide that their child, who is not yet 14, needs to be insured as a future pensioner, the legislation of the Russian Federation and the Pension Fund of the Russian Federation have nothing against it. A mother or father, together with the birth certificate of their son or daughter and their passport as a citizen of the Russian Federation, can go to any branch of the Pension Fund of the Russian Federation (where the family lives or is registered). An employee of the pension fund will provide a special form that needs to be filled out, and the card will be produced within 2 weeks.
IMPORTANT! After 14 years of age, having received his own passport, a young citizen can complete this procedure independently.
