Maternal family capital or MFC is one of the programs to help families and stimulate the birth rate in the Russian Federation.

The deadline for transferring maternity capital funds in 2021 has been shortened

In December 2006, the federal law “On State Support” was issued, describing the conditions and methods of applying one of the forms of state support - maternal or family capital (MSC).
Since then, the law has undergone numerous amendments, primarily relating to the period of validity of the program itself and the features of using the certificate. Previously, at least 30 days were allotted for consideration of the application, and the same period was allocated for approval of the issuance of capital. Starting from 2020, both processes take no more than 1 month and 10 days in total. That is, only 10 days are now allotted for issuing funds.

Maternity capital for the first child in 2021

On January 15, Vladimir Putin, during his address to the Federal Assembly, announced that the maternity capital program would now be extended to cover the birth of the first child. Money will begin to be paid out in 2020.

Also, families in which a second child was born will receive an additional payment.

  • at the birth of the first child - 466,617 rubles;
  • at the birth of a second child - 616,617 rubles;

The President also announced that in 2021 payments will be introduced to families with children from 3 to 7 years old. It will be received by families whose income does not exceed one subsistence minimum per person.

Maternity capital for 2 children

Maternity capital for a second child in 2021 will be provided according to slightly different rules than previously. The main changes are additional options for spending money. Already from January 1, you can receive monthly payments in the amount of the subsistence level from maternity capital. A child can apply for maternity capital both as a minor and as an adult, but only up to 23 years of age and subject to full-time education.

  2. The second time is to submit documents for the use of MSK. Before this, the applicant needs to decide what he wants to spend the benefit on. The application will be reviewed for approximately one month.

All procedures are carried out through the applicant’s requests:

  • to the Pension Fund department at your place of residence;
  • to the multifunctional center (MFC);
  • on the State Services website.

Families independently decide when to use government support. The law does not establish a period during which maternity capital must be used. For example, a certificate can be received in 2010 and spent in 2021. The most important thing to remember is that it is issued once after the birth of the second child, regardless of how many more children are born later.

Many families are concerned about one question - is it possible to withdraw maternity capital in 2021? The applicant does not have such a right. The money is transferred either to third-party organizations, or is paid in the form of a monthly allowance, or as compensation for the costs of goods for disabled children.   • citizens of the Russian Federation;
  • parents of the second and subsequent children;
  • guardians, adoptive parents;

Will there be indexation of maternity capital?

According to Part 2 of Art. 6 of Federal Law No. 256-FZ of December 29, 2006, the amount of maternity capital is subject to annual revision taking into account the projected level of inflation. This provision was implemented until 2021, but due to the difficult economic situation, indexation was suspended (Article 12 of Law 444-FZ of December 19, 2016 on changing the provisions of certain legislative acts). The next indexation will take place on January 1, 2021.

Initially, it was assumed that maternity capital would be frozen for one year, but in September 2021, Maxim Topilin announced that in 2017 the size of the MSC certificate would also not increase. The head of the Ministry of Labor explained this decision by the fact that maternity capital in most cases is used to purchase housing, and prices for it have not been rising recently. Before the decision to freeze was made, it was planned that in 2021 maternity capital would increase by 4.8 percent - to approximately 475 thousand rubles.

It should be noted that during indexation, not only the amount of newly issued certificates increases, but also the amount of the unspent balance of funds on previously received certificates. The increase does not occur by any specific amount, but by the amount of predicted inflation (in 2021 its level will be 3.8%).

You can calculate the balance of funds on the MSK certificate yourself (taking into account the funds used and indexations) or request a certificate from the Pension Fund:

  • during a personal visit;
  • through the personal account of the insured person on the Pension Fund website, this can be done using an account from the State Services portal.

Amount of maternity capital, exact amount.

Since the freezing of maternity capital will continue into 2021, its amount will be 453,026 rubles. Regular indexation of MSK will resume in 2021, the size of the certificate will increase as follows:

  • in 2021 - up to 470 thousand rubles;

To apply for state assistance, you need to contact the Pension Fund office at your place of residence:

  • personally;
  • through a representative;
  • by mail;
  • using electronic services: the State Services portal, personal account on the official website of the Pension Fund.

If a minor applies for a certificate, the application period is limited to reaching 23 years of age. In order to receive maternity capital in 2021 for a second child, you need to fill out an application and provide a number of documents confirming the presence of two children:

What else can you use maternity capital for?

It is important to note that in 2021, the existing conditions and rules governing the expenditure of maternity capital will not change. It is important to understand that the main purpose of these payments is to meet the needs of children. Thus, the amount received under this program can be used to purchase housing. Who is issued a maternity capital certificate in 2021

According to Art. 3 of Federal Law No. 256 of December 29, 2006 on measures to support families with children, in the event of the birth or adoption of a second or subsequent child with Russian citizenship from January 1, 2007, citizens of the Russian Federation can receive the certificate:

  • a mother who gave birth to or adopted a child, with whose birth the right to MSC arose;

  • was deprived of parental rights;

Having Russian citizenship is a prerequisite for obtaining a certificate. Foreigners who have a residence permit and permanently reside in Russia cannot apply for benefits. However, as soon as a person receives citizenship, along with it he acquires the right to social support.

When calculating family income, not only salary is taken into account, but also pension, student scholarship, other benefits, allowance and military compensation.

To determine whether a monthly benefit is due or not, you need to make the following calculation:

  • Sum up the income of each family member for the year before taxes. For example, a family consists of four people: father, mother and two children. The youngest child was born in 2021. We calculate the annual income of each family member: mother 360,000 (30,000*12 rubles), father 600,000 (50,000*12); scholarship for the eldest child 36,000 (3,000*12). There are no other sources of income.
  • Let’s sum up the income: 360,000+600,000+36,000=996,000 rubles.
  • We divide the amount by the number of family members: 1002,000/12/4=20,750 - and we get the monthly average per capita income. For example, a family with an income of 20,750 rubles lives in Murmansk, where the cost of living is 15,185 rubles. 1.5 the cost of living is 15,185 * 1.5 = 22,778 rubles. Since the average per capita income in this family is less than this indicator (20,750 <22,778), then it is entitled to a payment. In the Murmansk region, the cost of living per child is 15,048 rubles. This amount will be paid monthly.

If several children were born in a family at the same time, then the application must be submitted to two departments:

  • for one child - to social protection authorities;
  • for the rest - to the Pension Fund department.

Thus, in 2021, maternity capital for the second child will be paid from the Pension Fund of Russia resources, and for the remaining children - from the federal budget.

The benefit is terminated under the following circumstances:

  • The child is 1.5 years old.
  • The recipient moved to another subject of the Russian Federation for permanent residence. Pension Fund employees must be notified of this.
  • The recipient wrote a refusal of the benefit. To resume payment, you need to write a new application to the Pension Fund office.
  • The child, after whose birth the right to benefits became available, died.
  • The recipient has been deprived of parental rights or has died. In the first case, in order to restore the payment, you need to submit a corresponding court decision to the Pension Fund.

Also, the benefits will no longer be transferred if the MSC funds are completely spent, so a lot here depends on what the maternity capital will be in 2021 and subsequent years.

There is no special application form for receiving payments, but there are certain requirements for its content. It must indicate:

  • name of the Pension Fund department;
  • surname (indicate the surname at birth next to it in brackets), first name, patronymic of the applicant;
  • date of birth;
  • passport series and number;
  • citizenship;
  • SNILS number;
  • full address;
  • telephone for communication;
  • child’s details, including citizenship;
  • date of birth;
  • information about the deprivation of parental rights, about the cancellation of the adoption of a child, about the facts of a crime against the child’s personality;
  • Bank account number;
  • income information.

At the end of the application, you must indicate the list of attached documents and the date. Next is the signature of the applicant.

The entire package of documents can be sent by email, regular mail, or posted on the State Services website in your personal account.

How to get maternity capital

After the birth of the child and receipt of administrative documents, the mother can contact the MFC or Pension Fund. In both cases, a package of documents is required:

  • applicant's passport;
  • certificates of all born and raised children;
  • SNILS for the whole family;
  • Marriage certificate.

If we are talking about adoptive parents, then documents on adoption are attached.

The father can assert his rights in cases established by law. Maternity capital is issued to the father if the mother is not alive, she is deprived of her rights or is an incapacitated citizen.

Applicants can apply in person, by mail or by submitting information online through government services. After verification, you will need to come in person to the Pension Fund office at the recipient’s place of registration to receive the certificate.

Will there be indexation in 2021?

Initially, when accepting legal assistance from the state, indexation was planned every year. However, the amount was frozen a couple of times. Politicians explained this by the fact that maternal capital is used mainly for the purchase of housing, and the price tag for real estate has not increased, and the economic situation of the country does not allow increasing the amount of family capital.

Indeed, most parents spent money on solving housing problems. After all, they have traditionally been and remain the main obstacle to increasing the family.

Further indexation is planned for 2021. If constant indexation returns, the amount of financial capital will be 470,241 rubles. These data are according to the planning period for 2020-2021.
