Status differences

The Federal Law “On Veterans” of January 12, 1995 No. 5-FZ (with subsequent additions and changes) provides for the following statuses:

• federal;
• regional.

Benefits for labor veterans in 2021 are associated with this status. The difference between them is that federal status gives social privileges throughout Russia. Regional – exclusively on the territory of a specific administrative district. When changing their place of residence and moving to another region, its owners lose all benefits.

To restore them, you will need to re-collect the list of papers, go to the social security authorities at your place of residence and once again register for veteran status.

Federal benefits for labor veterans

We can say briefly about the preferences for labor veterans established at the federal level - today they do not exist. The federal center transferred all responsibilities for social security for this category of citizens to the regions back in 2004. Art. speaks about this. 22 of Law No. 5-FZ.

Also, the legislation does not provide for a separate additional payment to labor veterans towards their pension. Law No. 400-FZ dated December 28, 2013 “On insurance pensions” does not distinguish them into a separate group and does not provide a special supplement to the pension of labor veterans in 2021.

Until changes are made to the legislation, labor veterans will receive an additional payment to their pension “on a general basis”, as part of regular indexations.

Legal conflict

The legal conflict causes great inconvenience to veterans. State Duma deputies Sergei Vostretsov and Yuri Volkov have already voiced this issue and initiated amendments to Art. 10 of the Federal Law “On Veterans”. Thus, the changes affect the exclusion from the list of requirements of the need to reside in a specific region.

In other words, with the adoption of this law, benefits for labor veterans will not be canceled when they change their place of residence and registration.

When will this happen? The draft law is ready and submitted to the Duma. If parliamentarians support it, then the changes will begin to work starting next year.

Monthly compensation to labor veterans, home front workers and victims of political repression will more than double from 2021.

Additional compensation is provided for the capital's centenarians. Those who will turn 101 or older next year will receive 15 thousand rubles at a time. Monthly compensation to pensioners will double in exchange for free travel on public transport, as well as on commuter trains.

List of benefits

The general list of benefits is given in the Federal Law No. 5 we mentioned. Labor veterans have the right to receive these privileges:

1. Additional vacation at your own expense in any month.
2. Tax benefits.
3. Preferential travel on public transport.
4. Compensation for payment for housing and communal services.
5. Monthly cash payment (MCV). Its value is determined by the region of the Russian Federation, so the amounts in the regions are different.

From February 1, 2021, cash payments to veterans have been increased by 2.5%

This is exactly the percentage increase - 2.5% - that was expected in February for recipients of many social payments. February is the traditional time for indexation, since by the end of January the statistics on consumer inflation for the previous year become clear, which means that the percentage of indexation of payments, benefits and pensions in the country can also be named. This percentage is usually equal to or even higher than inflation, and their real size thereby remains stable.

In 2021, the indexation of old-age pensions, however, took place a month earlier - already in January. The government, which in its budget plans targeted inflation at 4% or slightly lower for 2021, set an indexation rate of 3.7% for pensioners. When it became clear that real inflation would be lower, they decided to leave the percentage as planned, and the indexation itself was carried out in January.

Of course, there is also some flirting of the authorities with pensioners on the eve of the presidential elections in the country.

Cash compensation

Cash compensation is an additional payment to the insurance pension or disability pension, paid every month. Federal laws do not state that additional payment is mandatory - such a decision is made by local authorities.
