Benefits for military pensioners in 2021: amount of subsidies

Who are military retirees?

First, it is necessary to determine the circle of people who apply for allowances from military structures. This category of citizens by law includes:

  • military personnel of the Ministries of Defense, Internal Affairs and other military structures;
  • fire service workers;
  • employees of agencies to combat the spread of narcotics and psychotropic drugs;
  • employees of the structures of the penal system;
  • National Guard members.

To receive a military pension and assign benefits, one of the following conditions must be met:

  • experience in the above structures for at least 20 years;
  • 25 years of total service, provided that at least half of it is devoted to military duties. The reason for retirement must be reaching the age limit, health problems, or departmental reorganization.

Regulatory and legislative framework

Among the main regulatory legal acts, firstly, it is necessary to note the Federal Law of May 27, 1998 No. 76-FZ (as amended on December 30, 2012) “On the status of military personnel.” In addition to the rights, duties and responsibilities of military personnel, it establishes rules in the field of social and legal protection of pensioners and members of their families. In addition, you must be guided by Law No. 4486-1, which addresses issues related to military pensions.

In the capital and other regions of Russia, additional legal acts have been adopted that apply to this territory. Thanks to them, military retirees have the right to receive additional benefits or preferences from municipal authorities. They concern not only monetary allowances, but also material incentives, which can be expressed in the provision of food and medicine.

The legislative framework

According to federal laws, military pensioners can rightfully apply for free resort and sanatorium treatment in health centers of the Ministry of Defense.

The funds spent are reimbursed from the state budget. If a pensioner has certain medical requirements for treatment, then an application for a voucher may be submitted more often.

All rights, procedures for registration and issuance of vouchers to sanatoriums of the Ministry of Defense are regulated by the following bills:

  • Federal Law No. 4486-1 “On pension payments”;
  • Federal Law No. 178 “On State Social Assistance”;
  • Federal Law No. 76 “On the status of military personnel”;
  • Federal Law No. 5 “On Veterans”;
  • Order of the Ministry of Health of the Russian Federation No. 328;
  • Order of the Ministry of Defense of the Russian Federation No. 333.

Based on the difficult economic situation in the country, the state constantly regulates the provision of preferential benefits.

The list of those eligible for vouchers to camp sites for military pensioners must be clarified with the authorized bodies directly before submitting an application for treatment.

Who is eligible for benefits?

According to the law, benefits are provided to military personnel of the Russian Federation, those who served during the USSR and in the Commonwealth forces:

  • military personnel with the rank of officer;
  • contract soldiers (soldiers, sailors);
  • border guards;
  • citizens who served in the railway troops;
  • government communications employees;

  • persons engaged in intelligence, civil defense;
  • employees of the FSB, the National Guard and the State Security Service;
  • spouses, minor children and dependents of the above citizens.

  • fire service;
  • authorities to combat the spread of drugs and psychotropic drugs;
  • structure of the penal system;
  • National Guard.

To receive a military pension and assign benefits, one of the following conditions must be met:

  • experience in the above structures for at least 20 years;
  • 25 years of total experience.

The reason for retirement must be reaching the age limit, health problems, or departmental reorganization.

Payments in 2021

The ongoing pension reform affects all segments of the population, and military pensioners are no exception. In addition to allowance, they have the right to count on a number of benefits and bonuses through the Ministry of Defense and federal or regional structures. The state has provided for the preservation of a number of benefits for pensioners in 2021. The main ones include additional payments for length of service, benefits assigned one-time upon transfer to the reserve, financial assistance, and allowances for contract soldiers serving in the Far North and equivalent areas.

One-time benefit upon dismissal upon reaching the age limit

Upon dismissal from service, military personnel have the right to count on a one-time benefit. However, it must be taken into account that retirement must be associated with reaching the age specified by law, for health reasons or in connection with events that entailed the reorganization of the structures where the service took place.

According to the order of the Ministry of Defense, the amount of payment depends directly on the number of years spent serving in the army and other departments covered by the law:

  • up to 20 – 2 monthly salary;
  • more than 20 – 7 monthly salaries.

An additional bonus in the form of one military personnel salary is received by pensioners who have been awarded a state order or have an honorary title received currently and/or during the Soviet Union.

Indexation from January 1, 2021

According to the latest information, there is no expectation of an annual increase in pensions by the end of 2021. However, citizens can count on indexation. It will be carried out simultaneously with the indexation of insurance pensions. Unlike other years, in 2018 the event is scheduled not for February, but from the first of January. You shouldn’t expect a big increase – only 3.7% (slightly more than the official inflation rate for the year). It is important to note that indexation will only affect those military personnel who have retired and are no longer working.

In addition, military pensioners, in addition to allowances from the Ministry of Defense or Internal Affairs, can receive an additional insurance pension. To do this, they must have the required minimum length of service and the corresponding individual pension coefficient. In addition to this, you need to prepare the necessary documents by submitting them to the Pension Fund of your region.

Supplement to pension for length of service

A long-service pension is a kind of compensation to military personnel for difficult working conditions. It is assigned to citizens who have served 20 years or more in law enforcement agencies, the FSB and the Ministry of Defense. You can retire based on length of service if you have health problems, so benefits for military pensioners in 2021, as before, will be provided for receiving a disability group as a result of a military injury:

  • first – 300% of the calculated pension amount;
  • second – 250%;
  • third – 175%.

In addition, it is provided:

  • for the maintenance of a pensioner who has crossed the 80-year mark or is a disabled person of group 1 - 100% of the calculated pension amount;
  • when a non-working pensioner is dependent on one disabled family member - 32%, two - 64; three or more – 100% of the calculated pension payment.

Territorial monthly cash payment (MAP) to certain categories of citizens

EDV can be considered another benefit for military pensioners. This social payment implies the monetary equivalent of a number of benefits. Its goal is to ensure that everyone has the right to enjoy the preferences they are entitled to. The size of the monthly cash payment for each category of citizens is set separately, and its exact amount can be clarified at the regional representative office of the Pension Fund.

The following military retirees are eligible to apply for benefits:

  • participants in military events on the territory of Russia or foreign countries;
  • military personnel sent to Afghanistan during the conduct of hostilities there by the army and special services of the USSR in the ranks of automobile battalions intended to deliver cargo and flight personnel of combat aircraft that flew from the territory of the USSR.
  • military personnel and law enforcement officers who participated in combat missions to clear mines from objects and territories from 1945 to 1951. and in post-war naval combat minesweeping operations from 1945 to 1957.
  • military personnel of internal affairs bodies, state fire defense, institutions and bodies of the penal system, whose concussions, wounds or injuries received during the performance of military service duties (official duties) were the result of disability;
  • veterans participating in military operations;
  • family members of military personnel who died in the line of duty, in captivity or as a result of injury.

Financial assistance to disabled people due to war trauma

Many people are interested in what benefits will be retained for military pensioners in 2018 if a person has become disabled as a result of serving. According to the law, the monthly payment in this case will be 1,000 rubles, and military personnel who have become disabled will be able to receive it:

  • while on duty;
  • when exposed to elevated levels of radiation while performing official duties;
  • when illegal acts are committed by representatives of various government bodies;
  • during the performance of official duties.

Which military pensioners are entitled to benefits in 2018?

This is stated in Article 76. Discounts apply to the following category of beneficiaries:

  • Military personnel who were dismissed from the air forces of the Russian Federation and other bodies and formations
  • Military personnel dismissed from the air force associations of states that are members of the CIS

And also, military personnel who served during the Soviet Union in:

  • Railway troops
  • State security agencies
  • Internal troops
  • Border Troops
  • Civil Defense Troops

Certain preferential benefits are also provided for family members of former military personnel.

Tax on cars and other vehicles. There are no discounts for it, since this expense is considered a regional duty. In 2014, for the purpose of replenishing the budget, it was decided to abolish benefits for military pensioners for this expense.

Soldiers and officers who serve in the army may well be entitled to civilian pension payments.

For excellent service in 2021, certain categories of military retirees may be provided with additional bonuses from the State. The amount of financial support will be calculated for every 5 years of work experience.

Based on 2021 inflation data, government assistance will increase by more than 4% for all military retirees.

Tax benefits in 2021

In the field of tax legislation, certain benefits are provided for military retirees, but they are not provided automatically, but on an application basis. To do this, an application is submitted to a certain authority with mandatory documentary evidence of your status. The tax rate, the procedure for its payment and all possible benefits for military pensioners are determined by legislation at the regional or federal level:

  1. Property taxation. Not only military personnel, but also all other pensioners are exempt from it, but only if they own one house, apartment, dacha, etc. For a second similar object you will have to pay a fee.
  2. Land tax. The benefit consists of a complete exemption from paying it or a reduction in the tax base by a certain amount.
  3. Transport tax, which is calculated based on the period of ownership of the car and the amount of horsepower. Benefits are not available in all regions, so for each individual entity you must obtain information from your home tax office.
  4. Income tax. It is not deducted from pension payments, gifts up to 10 thousand rubles, compensation and insurance. In addition, pensioners have a number of preferences for tax deductions when calculating personal income tax.
  5. Exemption from paying state fees when filing lawsuits.

Benefits for military pensioners in 2021 in Moscow

took part in nuclear weapons testing are exempt from paying transport tax on 1 vehicle

For all other former military personnel in Moscow, the following preferential concessions apply:

  • You will have to pay 50% less for housing and communal services.
  • Since 2002, military pensioners in St. Petersburg can apply for the same benefit.
  • A former military man can take advantage of the property tax benefit if the power of his vehicle does not reach a maximum of 150 horsepower, or a military pensioner in Moscow owns a boat with a power of up to 30 horsepower, which was manufactured before 1991.

Providing housing for reserve officers

It has not yet been possible to solve the problem of providing housing for military personnel, but the state is taking a number of steps in this direction. The Housing Code and other regulations define certain categories of citizens who have benefits when receiving square meters as property. Housing is provided if the officer has served for at least 10 years and is retiring for health reasons, due to organizational and staffing events, or simply because he has reached the age limit and is registered as needy.

The benefit is implemented in the form of:

  • housing subsidy;
  • residential premises under a social rental agreement;
  • a plot of land intended for the construction of a residential building;
  • one-time cash assistance for the construction of an individual residential building;
  • monetary compensation for renting residential premises;
  • the right to become a member of a housing construction cooperative out of turn.

An important condition is that the pensioner himself can choose the area where he plans to build. If housing or compensation has not been provided, then the reserve officer remains on the waiting list until the housing issue is resolved.

How to apply for benefits for military pensioners

To receive compensation, you simply need to draw up a handwritten application addressed to the head of the structure and send it by mail (or bring it in person) to the address where the pensioner served. The amount of compensation will depend on the amount of tax on real estate of individuals, as well as the amount of tax on land owned.

  1. The main condition in most cases is the service life, which should be 25 years.
  2. Or the serviceman must have the rank of “Officer”, but in this case the service life is still reduced by 5 years and must be 20 years.
  3. A pensioner who was forced to retire from military service due to health reasons has the right to benefits.
  4. Military pensioners who were forced to be laid off are also entitled to benefits.

There is also a list of benefits for pensioners with one title:

  • Free use of public transport (bus, trolleybus, some minibuses, metro, electric trains), except for taxi services.
  • Free receipt of necessary medications.
  • Annual medical examination to carry out the necessary actions aimed at preventing various diseases in the beneficiary.

Medical support

The state takes care of military personnel during their service and when they retire. The main condition for pensioners is that they can be served in any medical institution in the country, regardless of their place of registration or residence. The following preferences are provided for retirees:

  • free provision of medications with a doctor’s prescription;
  • free provision of medical products;
  • service in specialized medical institutions;
  • prosthetics or dental treatment;
  • Spa treatment.

Vouchers are provided once a year, and the state pays for travel to and from the place of health improvement. In addition, persons accompanying him during the trip can receive compensation for accompanying a pensioner.

  • Couscous - what is it, recipes with photos. Benefits of couscous
  • How to get rid of snakes in your summer cottage
  • Gingerbread dough - recipe with photo. Technology for preparing dough for honey or gingerbread

Medical benefits

In addition to social bonuses, former military personnel may qualify for medical benefits , such as:

  • Preferential medical care in specialized medical institutions;
  • Free prosthetics ;
  • Preferential provision of medications with a doctor’s prescription;
  • A trip to a sanatorium complex - most often the military pays only 25% of the cost, including free travel to the sanatorium.

But to receive these benefits, a military man must have more than 25 years of service.

In addition, the reason for dismissal must be related to illness, reaching retirement age, or the implementation of staffing and organizational measures.

Preferences in the field of education

Many military personnel, due to certain reasons, can retire at a relatively early age, so most of them try to get a civilian job. However, the education they received before serving does not always give them the opportunity to receive a decent salary. The state took this point into account, so citizens have the right to receive education on a preferential and free basis. Thus, if you have a certificate of completion of 9 grades without exams, you can enter institutions that provide secondary specialized education.

Upon admission to university

According to federal law, if a serviceman dismissed due to length of service, health or due to organizational and staffing events, has a high school diploma or a citizen has received secondary vocational education, then he can count on free enrollment in the preparatory departments of state educational institutions of higher professional education. education. After graduation, beneficiaries have the right to additionally count on priority employment.

Upon receipt of a second higher education

If you have incomplete higher education or a university diploma, you have the opportunity to enroll in the first or subsequent courses of government institutions that provide education free of charge. However, to do this you will need to pass the Unified State Exam. Enrollment under the benefit will only occur if the applicant has the required number of points. It is noteworthy that they receive both their first and second higher education exclusively free of charge, if such an opportunity is provided by the university itself.

Compensation for spa treatment

As noted, benefits for military pensioners in 2021 for sanatorium and resort treatment are provided to retired military personnel a maximum of once a year. Purchasing vouchers to the sanatorium is possible either through the Social Protection Fund or through the Ministry of Defense. Compensation can reach 100 percent of the cost of the trip, but sometimes this value can be less. To travel, you must write an application and undergo a medical commission, where the doctor will write a conclusion about the need for treatment.

It is important to understand that just the desire to improve your health is not enough, therefore, when writing an application, a person can be allocated a trip only if there are unfulfilled ones or someone has refused a sanatorium-resort trip. In all other cases, the pensioner will be put on a waiting list, and they must be notified of the availability of a voucher at least 2 weeks before the expected date of arrival.

Submitting applications for spa treatment

Reimbursement of costs occurs after completion of the treatment course. To do this, you must present all the tickets that were used to travel to the place of sanatorium services. There are some requirements for travel documents:

  1. The bus can only be of a general type. Vehicles with reclining seats are also allowed.
  2. Railway carriages can only have reserved seats.
  3. Only economy class air tickets are allowed.
  4. Tickets for river transport are subject to compensation if they are for 3rd class cabins.
  5. When traveling by sea, damages will be reimbursed only if you have tickets of group 4 or 5.

As you know, in the spring and early summer of 2021 there was a quarantine in Russia and the sanatoriums of the Moscow Region did not work. Starting from the end of July 2020, in some regions of the Russian Federation, quarantine measures were relaxed and medical institutions began to function. What will happen to them in 2021 is still unknown. Everything depends on the epidemiological situation in the country.

Rospotrebnadzor allowed no more than two people to be accommodated in one room. However, they should not be members of the same family.

At the moment, vacationers are no longer required to provide a certificate of negative results for the new virus.

Now, to check into a sanatorium, you need to have a voucher or ticket that guarantees a reservation at a medical institution.

Many health resorts require a health resort card:

  • for adults: form 079/у;
  • for children: 076/у.

Rospotrebnadzor insists that when registering at a sanatorium, they require a certificate of no contact with Covid19 patients fourteen days before arrival at the place of treatment. Moreover, the document must be issued by a medical institution no later than three days from the date of departure to the sanatorium.

Mandatory documents still include: passports and birth certificates for children.

Formally, issues regarding sanatoriums in the Ministry of Defense are dealt with by the Center for Tourism and Recreation, but in reality all decisions are made by the management of sanatoriums. Accordingly, the procedure for issuing a voucher consists of two parts:

  • submitting an application to a sanatorium-resort institution. In response, you should receive a notification about the provision of a voucher (or refusal). All this must be done starting October 30, 2021, but no later than 30 days before the start of the trip date (60 days for military pensioners);
  • registration of the voucher, its payment and issuance. Having received the notification, the beneficiary arrives at the designated institution, where he is issued a voucher.
  • Accordingly, the main thing in this process is to have time to apply for a voucher and receive notification of its provision. Everything here is quite simple: you need to submit an application and attach to it a medical certificate in form 070/y - for the beneficiary himself and each member of his family over 18 years of age.

    There's nothing complicated about the statement.

    – in addition to the full name, contact information and information about the right to benefits, you must indicate SNILS for each family member, the name of the sanatorium, and the approximate dates of entry. Most often, sanatoriums have online forms on their websites, where all this can be filled out directly in the appropriate fields.

    Regarding form 070/у

    , everything is a little more complicated there - if we are talking specifically about sanatorium treatment, then the beneficiary must have some indications for it. The certificate on this form, among other data, indicates:

  • diagnosis for treatment for which the patient is sent to a sanatorium;
  • whether it is associated with diseases or the consequences of brain injury;
  • if the beneficiary is disabled, then for what disease;
  • what are the concomitant diseases;
  • recommended treatment (in a sanatorium or outpatient setting), preferred location and recommended season.
  • That is, you cannot simply choose one of the sanatoriums and submit an application for treatment there

    – this sanatorium must be associated with the profile of the disease. But, as practice shows, there are even queues for some resorts and seasons (usually for resort towns on the Black Sea coast in the summer).

    If you wish, you can send an application with documents directly through the e-mail of the Center for Tourism and Recreation of the Ministry of Defense, but this will not be as fast as sending it directly through the sanatorium website. From the moment the application is accepted, it will be considered within 10 calendar days, and a notification will be sent to the postal address.

    If everything worked out and the sanatorium-resort institution agreed to accept the family at the appointed time, before the departure date you need to collect a package of documents:

  • the notification itself;
  • passport and military ID;
  • vacation ticket (for active military personnel);
  • sanatorium-resort card in form 072/у;
  • for family members - compulsory medical insurance policy, certificate confirming relationship;
  • for children - form 072/u, medical certificates from a pediatrician and a number of tests (children under 14 years old), a certificate from the place of study (for those who are from 18 to 23 years old and who are studying full-time);
  • for disabled children - ITU certificate establishing the disability group;
  • for military pensioners - compulsory medical insurance policy, pension certificate, form 072/u.
  • all these documents with you when leaving on the appointed date.

    to a place of rest or treatment. Registration, payment and issuance of the voucher will be on site right on the day of check-in.

    You can check in from 00:00 to 23:59 on the day of entry, you are absolutely not allowed to be late

    . It will be possible to check out early and receive compensation for the unused part of the voucher only if there are compelling reasons for this (specified in regulatory documents).

    The main problem concerns cases when the administration of a sanatorium-resort institution refuses to provide a voucher to the applicant. There may be several reasons

    , and they are quite legal:

  • the profile of the sanatorium does not correspond to the profile of the disease in the certificate in form 070/u;
  • the area where the sanatorium is located is contraindicated for the patient according to the certificate;
  • There are no available places for the requested period.
  • In these cases, challenging the refusal is simply pointless

    – the administration acts strictly in accordance with the law: it distributes places among those who meet all the requirements and submitted documents for a trip first. Therefore, it is so important to submit applications literally in the first hours after the relevant date.

    True, on forums and in reviews, many write that they send documents literally at 00:01 on the very first day of submitting applications - and are refused, since all the places are occupied. One version is that the sanatorium sells these places at the full commercial price (while beneficiaries pay only part of the cost of the vouchers).

    Another possible problem is denial of preferential sanatorium treatment

    those who are entitled to a monthly cash payment (for example, disabled people of groups I-III, combat veterans or “Chernobyl victims”). The EDV is accompanied by a set of social services, which includes free sanatorium treatment and free travel to it. If a beneficiary refuses the package in favor of an additional payment, he will have to pay 100% of the cost for the vouchers.

    In 2020-2021, a possible reason for refusal to check into a military sanatorium is the lack of a certificate of epidemiological environment

    . Such a refusal, despite the illogicality of this document, is completely justified from the point of view of the law.

    But there is another problem - in the summer, a number of sanatoriums required those entering to have a negative result of a PCR test for coronavirus

    . At the same time, Rospotrebnadzor officially canceled this requirement, and taking the test voluntarily is quite expensive (from 2 thousand rubles). Apparently, sanatoriums cannot require a negative test - but it is better to clarify this point in advance to avoid problems upon check-in.

    Modern health resorts are huge complexes where everything is prepared for recovery. People coming here need preventive therapy or aftercare after discharge from the hospital.

    Combining disease prevention with rest is a challenge facing medical staff. The infrastructure includes cinemas, dance halls, libraries, gyms, sports grounds, swimming pools and other leisure buildings. In addition to basic treatment, you can consult doctors of various specializations. Modern medicine, coupled with technical innovations and natural factors, guarantees support for the body. Most dispensaries are located in picturesque natural areas or places with local attractions.

    A set of conditions and services, cost, therapeutic practice - each sanatorium has its own specifics. It is divided into 4 types:

  • Procedures based on mineral waters and natural springs (balneological direction);
  • Each area has its own climatic characteristics. This determines air procedures, sunbathing, the use of local plant natural resources (climatic type);
  • Mud baths, applications (a medicinal mass is applied to the body) based on peat, silt - a whole variety of such procedures are used to maintain health. These are mud baths;
  • Prevention and treatment are based on several types of services at once (mixed type).

A health enterprise, taking care of the health of patients, offers a certain and correct ratio of food products (complex); housing; preliminary diagnostics using innovative drugs. Elimination of the symptoms of the disease is carried out at a high effective level. In addition, there are programs for organizing leisure time.

The requirement is received when filling out an application on the official website of the Ministry of Defense. The data is reviewed by the Main Military Directorate, then a notification of the decision is sent (the application is considered within 30 days, complies with the Federal Law). A notification about the start of the sale of vouchers for 2021 will be sent to you by email.

Attention! The reception offices of sanatorium institutions will not accept your documents via fax.

Once you have decided on your vacation spot, don’t forget to take with you your passport, a document certifying your military status, a health certificate (F-0770/u) issued at the clinic, the application itself, and a vacation ticket.

Registration is carried out on the day of arrival, this is indicated in the notification. Postponement of treatment is unacceptable. Late arrivals are not allowed. The referral includes price, accommodation, food, treatment. On the day of arrival, payment for the tour is strictly in cash, without the use of plastic cards.

Only originals of the required documents are presented, no photocopies. The absence of any certificate entails refusal of admission to the sanatorium at a reduced cost.

Today there are a number of privileges that allow you to get a discount. This applies to existing ones, i.e. on military duty. For them the holiday is free. For a family – 25% of the cost of the trip. Those who are already retired will pay 25%, close relatives will have to pay 50%. If a citizen works in the sanatorium-resort institution itself, leisure is free.

After receiving all the information, before applying for a discounted or regular voucher to the selected sanatorium, it is worth inquiring about the availability of places; I often reserve them in advance, so it is better not to delay with registration.

The benefit for military pensioners is 25% of the full cost of the voucher, while their children under 3 years old rest for free, from 3 to 6 years old with a 30% discount and without treatment, children of pensioners, full-time students up to 23 years old without health procedures, pay a voucher in the amount 50% of the total cost. The spouse of a military pensioner is equally a beneficiary and half the cost of the trip is paid by the state.

Abkhazia is one of those countries that delight with their pristine nature. This is what attracts many tourists to this place! Beautiful Ritsa, historical New Athos, Gagra and many other objects are always in the attention of vacationers. Mountains, gorges, rivers, centuries-old trees, clean air were created so that people in Abkhazia could take a break from the excesses of civilization and indulge in the harmony of nature and the sea.

There is an opinion that outbreaks of infectious diseases occur there, but reviews vary greatly, and there are only a few specific cases; there are no warnings or warnings in the media. There are many more people who, on the contrary, advise vacationing there, promising to return there again and again. Both the climate and health-improving opportunities are suitable for military retirees. The leaders among military sanatoriums are “Gudauta”, “Gagra”, “Sukhum”. They treat diseases of the central nervous system, blood circulation, breathing, and digestion.

  • climatic procedures.

At the same time that the presented procedures are carried out, excursions to the sights of the peninsula are carried out.

Benefits for combat veterans in 2021

  1. providing housing for those in need;
  2. compensation for rent of residential premises;
  3. 50% compensation for contributions for major repairs;

These benefits are given to Afghan soldiers and participants of Chechen companies.

Regional preferences for military pensioners in Moscow

The federal budget cannot bear all the costs associated with providing benefits to pensioners, so local authorities are actively helping this category of citizens. As for the capital region, here military personnel who have retired have, in addition to monetary supplements to their allowance, some additional preferences:

  • social assistance programs;
  • targeted financial assistance;
  • transport tax benefits;

The right to free travel on all types of public transport

Travel on urban and suburban passenger transport is constantly becoming more expensive, so for many categories of beneficiaries, purchasing tickets becomes a significant expense item. Regional and federal authorities are trying to do everything possible to ensure that vulnerable citizens can use public transport, if not completely free, then pay a minimum fare. In Moscow, all citizens receiving a military pension and living in the capital or the Moscow region enjoy the right to free travel. The only exception is taxi.

Benefits for wives of military pensioners

As noted, benefits are available not only to retired military personnel, but also to members of their families. So, for example, for wives, even the period when they lived with their husbands in military camps, where there was no opportunity to get a job and receive wages in their specialty, is added to their length of service. The distribution occurs in accordance with three periods:

  • before 1992 – the entire period is taken into account;
  • 1992–2014 – periods when the spouse could not work;
  • Since 2015 – the time when the spouse could not find a job, but not more than 5 years in total.
