Retirement age in the Ministry of Emergency Situations

The length of service for retirement in the Ministry of Emergency Situations is 20 years or 12 years and 5 months of work as a firefighter with 25 years of total civil experience.

The state pension for employees of the Ministry of Emergency Situations is assigned subject to the following conditions:

  • length of service must be 20 years or more;
  • retirement age from 45 years;
  • total experience of at least 25 years.

Important! If they have the necessary civil service, those dismissed have the right to receive two types of pension benefits.

To receive a state pension for long service, you must also reach retirement age, which for law enforcement officers is 45–50 years.

At the same time, you must work in this structure for at least 20 years. This includes periods such as:

  • Full-time education in higher and secondary specialized educational institutions (up to 5 years);
  • military service upon conscription;
  • work in regions with an unfavorable climate (experience 1:1.5 or 1:2 is calculated).

Employees who have worked in civilian life before serving in law enforcement agencies must have 25 years of experience or more. In order to be granted a pension as an employee of the Ministry of Emergency Situations, it is necessary to have a total work experience of 25 years, which includes 12 years and 5 months of service in the structure, the remaining years are general civil service.

Important! Not all citizens working in the Ministry of Emergency Situations can receive a state pension.

There is such a category of workers as civilian employees. They do not have a rank; they will be assigned an old-age pension on a general basis.

The Government of the Russian Federation is currently considering a bill to increase the length of service of law enforcement officers. A gradual increase to five years is planned. This means that instead of 20 years of service, you will need to work for 25 years, and the retirement age will be 50 years. For workers with mixed experience, the total work experience will be 30 years, of which 15 years will be work in the Ministry of Emergency Situations. The retirement age will be 55 years.

Citizens will have the right to early retirement, and it is also possible to introduce additional payments and bonuses to employees of pre-retirement age.

Important! The bill on raising the retirement age is under consideration, no regulatory documents have been adopted at this time!

Pension of employees of the Ministry of Emergency Situations: calculation, withdrawal rules

From the very beginning, I would like to note that the pension of the Ministry of Emergency Situations is regulated by bill No. 4468-1 dated February 12, 1993. Now we will talk about the most interesting aspects of granting pensions to former employees of the Ministry of Emergency Situations.

Design features:

  1. Employees of the Ministry of Emergency Situations receive state pensions in the following types:

  • disability - citizens who were injured while performing an official assignment.   • insurance - issued on a general basis with the Pension Fund of Russia.

The type of pension is influenced by the job title of the future Emergencies Ministry retiree.

  1. The retirement age of employees of the Ministry of Emergency Situations - a state pension is received under the following criteria: total length of service - from 20 years; special – 12.5 years with 25 years of cumulative civil service.

  2. The amount of the state pension - pension contributions are formed from three components: salary for the position; salary for a special rank; bonuses for the entire period worked. All these figures are added together, and then the resulting amount is multiplied by a coefficient of 69.44%, which has been established since February 1, 2021.
  3. Upon retirement, employees of the Ministry of Emergency Situations do not receive additional benefits, which are provided upon dismissal. But there are exceptions - staff reductions; deterioration of health, which does not allow continuing work activities; injury while performing work duties.
  4. Pension Fund (hereinafter referred to as the Pension Fund) – the administration of the Ministry of Internal Affairs (hereinafter referred to as the Ministry of Internal Affairs) is responsible for the registration of pensions. The responsibilities of the Ministry of Internal Affairs are regulated by Decree of the Government of the Russian Federation No. 941 of September 22, 1993. The procedure for applying for a pension consists of:
  • submitting a report;
  • Calculation of length of service occurs automatically after submitting an application;
  • sometimes a referral to a medical and social examination (MSE for short) is required, which is processed at the MSE bureau;
  • providing a personal file;
  • calculations;
  • purpose of bank transfer.
  1. Documentation – the basic list of papers includes the following: application; certificate of length of service; original personal file; conclusion of a military medical commission; documents confirming the right to receive benefits; extract from ITU. The personnel department of the Ministry of Emergency Situations is responsible for preparing the documents.
  2. Conditions for granting a pension:
  • experience – from 20 years;
  • age range - from 45 years;
  • period of employment - 25 years;
  • The period of employment in the Ministry of Emergency Situations is from 12.5 years.

If one of the points is missing, the future pensioner is assigned a standard (insurance) pension.

12. Certificates do not have an additional impact on the amount of future pension. Employees most often receive monetary incentives along with a certificate. The exception is the title of “Veteran of Labor” at the local level.

The basic law regulating the calculation procedure is Resolution of the Council of Ministers - Government of the Russian Federation dated September 22, 1993 No. 941.

Conditions for receiving a pension:

  1. Work in law enforcement agencies;
  2. Experience - 20 years, of which 12.5 years are working in the Ministry of Emergency Situations. Periods of study, work in the North, and military conscription are added to work activity.
  3. The retirement age of an employee of the Ministry of Emergency Situations is 45 years;
  4. The title of the position under the bill indicated above;
  5. Dismissal due to deteriorating health, layoffs for production reasons, or simply reaching retirement age.

Employees of the state fire service of the Ministry of Emergency Situations with 25 years of experience can count on early retirement.

The total length of service of pensioners of the Ministry of Emergency Situations includes work activity before January 1, 2002, when the fire service was called the State Fire Service of the Ministry of Internal Affairs of Russia!

The service includes:

  • federal Service;
  • service of the constituent entities of Russia is not part of the structure of the Ministry of Emergency Situations, therefore they cannot receive additional benefits. The same can be said about working in private, volunteer, and municipal fire departments.

Conditions for retirement:

  • age over 50 years. Exceptions are rescuers of classes 1-3, their experience is at least 15 years;
  • presence of special experience - 25 years;
  • citizens who hold positions according to Government Bill No. 437 of June 18, 20012. For example, these could be: ship's boatswains, sailors, searchlight operators, squadrons on duty, mechanics, engineers, fire department chiefs, fire truck drivers, and so on.

When calculating the total length of service, the period of study, practice, and work in other areas are not taken into account. The work period is calculated according to the calendar, without using the “two-year” formula.

Calculation of pensions in the Ministry of Emergency Situations

Calculation of pension benefits is made on the basis of such components as:

  • salary for the position;
  • salary for title;
  • other allowances and additional payments for production.

All charges are summed up and then multiplied by a reduction factor. In 2021, the coefficient is 72.23%. It will be valid until October 1, 2019. After which the value will be changed to 72.68%.

If the required number of years has been worked, pension payments should be 50% of the salary received while serving. For each year worked in excess of the required length of service, +3% will be accrued, but this figure should not exceed 85% of earnings in total.

An example of calculating payments for long service

Let's look at the example of calculating a future pension.

Citizen Petrenko A.A. retired with the rank of major in the internal service. He served as deputy chief of the fire service in the Vologda region. The length of service is 26 years.

According to the department, the basis for calculation is as follows:

  • salary for the position = 18,000 rubles;
  • salary for title = 15,000 rubles;
  • bonus for excess length of service = 50% + 3% for each year after 20 years of service;
  • reduction factor in 2021 = 72.23%.

Thus, the monthly payment amount will be equal to:

(18,000 + 15,000) * 168% 72.23% = 40,044.30 rub.

Since in the Vologda region they use a regional coefficient, which is equal to 1.15. We multiply the resulting amount by this value.

The total pension of the dismissed person will be: 40,044.30 * 1.15 = 46,050.95 rubles.

Disability pension

If an employee, while performing his job duties, receives a disability or injury or illness, resulting in disability, this fact must be certified and additional social benefits must be issued.

The procedure for obtaining benefits does not differ from the general one. You will also need to undergo a medical examination and receive a referral to a special ITU commission, which will assign a disability group. Re-examination must be completed annually in order to confirm your right to a subsidy. Upon reaching retirement age, disability is assigned indefinitely, and re-examination is no longer required.

Disability payments are not assigned in a set amount, but are calculated based on the amount of monetary allowance. The coefficient depends solely on the severity of the injury; length of service is not taken into account.

An example of a calculation for an injury on the job:

  • disabled people of group III are assigned 50% of the monetary allowance;
  • disabled people of groups I and II are assigned 85%.

For illnesses associated with service:

  • disabled people of group III - 40%
  • disabled people of groups I and II - 75%.

While citizens with disabilities outside of work in law enforcement agencies are entitled to only fixed payments, which do not depend on the amount of wages.

Employee pension

Work in the Ministry of Emergency Situations of Russia is equated to military service, as well as work in the Ministry of Internal Affairs (MVD), due to which employees of this organization have the full right to receive a state pension. I would like to note that in accordance with the law of the Russian Federation “On pension provision for persons” dated February 12, 1993, employees of this organization have the right to receive a pension for long service, disability, or in the event of the death of the breadwinner in the family.

According to the 2015 legislation, in order to receive a state pension, an employee of the Ministry of Emergency Situations was required to work for more than a dozen years. More specifically, a person who has served among subordinates or management has the right to retire after length of service in two cases:

  1. If your work experience in the Ministry of Emergency Situations of Russia is at least 20 years;
  2. If a person wishing to retire has 12.5 years of work experience in the Ministry of Emergency Situations of Russia, as well as 12.5 years of general civil work experience before working in the Ministry of Emergency Situations, then upon reaching the age limit of 45 years they are entitled to receive a pension.

It is worth noting that work experience in the Ministry of Emergency Situations of Russia is also calculated in accordance with the law, namely the law “On the accrual of length of service”. Thus, when calculating the length of service of the Russian Ministry of Emergency Situations, the following points are taken into account:

  1. Time spent studying in higher professional institutions, as well as secondary specialized institutions, for a period of up to five years;
  2. Time devoted to military service;
  3. Time spent working in areas with difficult natural conditions is taken into account on a preferential basis.

It is worth noting that the Russian Emergency Situations Service is a fairly large organization, and not every position in which is considered official. This fact indicates that civilian workers, without special official ranks, cannot qualify for a state pension.

Right to a pension from the Ministry of Emergency Situations

Civil service in the Ministry of Emergency Situations is equivalent to service in the internal affairs department, military service, etc. The state associates it with special working conditions. At the same time, the Ministry of Emergency Situations is a fairly large structure. And not all citizens serving in a given government body have the right to a special pension. There are people who actually serve there. And there are also specialists who ensure its carrying. HR staff, accounting, lawyers, etc.

Only persons occupying ordinary and managerial positions have the right to apply for such a pension. And to whom the state awarded a special title. The length of service for a pension (called length of service) begins to flow precisely from the date of assignment of such a special title. All others, civil servants working under a civil contract, etc., have the right to apply for an old-age labor pension.

In accordance with Decree of the President of the Russian Federation dated July 11, 2004 No. 868 and other departmental acts, it is established that employees of the Ministry of Emergency Situations are employees of the State Fire Service. Or they are military personnel of rescue military units. In the latter case, it is necessary to obtain a military pension.

The issues of assigning this type of pension are assigned to the personnel departments of the Russian Ministry of Emergency Situations. It is within the framework of these divisions that a package of documents will be generated: an application, calculation of length of service, monetary certificate, etc.

To assign a pension to the Ministry of Emergency Situations, in addition to filling one of the positions of this department and having a special rank, there must be special grounds. To assign either a pension for long service, or for disability, or in the event of the loss of a breadwinner.

Ministry of Emergency Situations long-service pension

Length of service is essentially the insurance period for a pension. It just has a special procedure for confirmation and calculation. The procedure for calculating it has been established for a long time. And to this day it is regulated by Resolution of the Council of Ministers - Government of the Russian Federation dated September 22, 1993 No. 941.

Length of service includes service in any law enforcement agency: Federal Drug Control Service, Federal Penitentiary Service, Ministry of Emergency Situations, Ministry of Internal Affairs, military service. It will also include conscription service and study in educational organizations (no more than 5 years). Some periods, for example, service in difficult climatic conditions, are counted in preferential terms.

Retirement from the Ministry of Emergency Situations based on length of service is possible when:

  • An employee of the Ministry of Emergency Situations has a total length of service of 20 years or more.
  • with a total experience of 25 years, of which at least 12.5 are years of service. In this case, the EMERCOM employee must resign for health reasons, upon reaching the age limit for service, or due to ongoing organizational and staffing measures. The HR department will calculate the length of service at the time of dismissal. An additional condition is reaching 45 years of age.

Bill on extending the service life limit for employees of the Federal Penitentiary Service and the State Fire Service of the Ministry of Emergency Situations

The Government of the Russian Federation is currently considering a bill according to which it is possible to increase the retirement period for Emergency Situations Ministry workers.
This regulation will affect both civil servants and employees of various municipal institutions. A similar increase will occur for employees of emergency departments, but their length of service will increase gradually, several months in one calendar year.

Survivor benefits

In the event of the death of an employee of the Ministry of Emergency Situations, citizens who are dependent on him are assigned a state pension for the loss of a breadwinner. Its size also depends on the salary received during life, as well as all additional allowances and incentives. They amount to 200% of the amount received if the employee died in the performance of official duty and 150% of the salary if he died due to an illness acquired during service.

Employee pension payments are also subject to indexation. From October 2021, the pension will be indexed by 4.3% + 2% additionally on behalf of the president.

How is the fire department paid?

A firefighter retires upon reaching the age of 50 and having 25 years of total experience. Provided that 15 years of them have been worked in the fire service. If certain conditions are met, you can count on preferential payments for years of service.

Fire service employees who work in the public sector are entitled to benefits. Firefighters of private enterprises that do not belong to the Ministry of Emergency Situations retire on a well-deserved basis on a general basis.

Since firefighters work in difficult and dangerous conditions, they are eligible for retirement after 15 years of service. Age does not matter in this case. The benefit is provided for rescuers of the first to third categories.

The conditions for assigning allowances to regional employees of the Ministry of Emergency Situations are slightly different. In the event that an employee moves from federal to regional management, no benefits are provided.

In order to retire while working in a regional department, you must:

  • age 50 years or more;
  • At least 25 years of experience in the fire service;
  • the position held must be included in the list in accordance with Resolution No. 437 of June 18, 2002.

Firefighter pension in 2021

Work in the divisions of the Ministry of Emergency Situations is equated to the activities of law enforcement agencies, therefore, the law reserves the right for employees of the Ministry of Emergency Situations to receive a special pension provision - a military pension in accordance with Law of the Russian Federation No. 4468-I of February 12, 1993. The size of the pension for employees in the Ministry of Emergency Situations is calculated based on the amount of salary, and pension provision is established based on the presence of a certain length of service in the relevant positions. Also, this category of citizens may be additionally assigned an old-age insurance pension upon reaching 60 or 55 years of age (for men and women, respectively), but only if they have the right. Service in the Ministry of Emergency Situations gives the right to receive a pension for length of service or disability in accordance with the Law of the Russian Federation No. 4468-I of February 12, 1993.

Long-service pensions for military personnel and persons entitled to this type of pension are assigned and paid on the basis of the Law of Ukraine “On pension provision for persons discharged from military service and certain other categories of persons.” It should be noted that, in accordance with the Law, long-service pensions are assigned and paid to military personnel only after their dismissal from service. In case of re-recruitment to military service in the Armed Forces of Ukraine and other military formations formed in accordance with the laws of Ukraine and the State Special Transport Service, service in the internal affairs bodies, the State Service for Special Communications and Information Protection of Ukraine, civil protection bodies and units , tax police and the State Criminal Executive Service of Ukraine, payment of pensions for the duration of their service is terminated.

What is the pension for firefighters?

The amount of payments is calculated in the same way as for all employees of the Ministry of Emergency Situations. The basis for calculation also consists of:

  • salary for the position held;
  • salary for title;
  • other allowances and additional payments.

Just like all employees of the Ministry of Emergency Situations, pension payments are:

  • 50% upon completion of 20 years in the current position, plus 3% for each overtime year, but not more than 85%;
  • 85% for group I or II disability resulting from an injury at work;
  • 75% for group I or II disability resulting from an illness acquired during service;
  • from 40% to 50% for disability group III.

The procedure for calculating payments for mixed experience

Let's consider this situation: a citizen joined the department after working for hire in the civilian sphere.

If you have previously worked, a pension based on mixed length of service will be assigned. In a specific situation, the following requirements are imposed on the pensioner:

  • retirement age is at least 45 years;
  • length of service in the Ministry of Emergency Situations must be at least 12 years and 5 months;
  • the total experience is at least 25 years.

The calculation procedure remains the same, with the exception of an additional percentage for exceeding the length of service. Instead of 3%, 1% is charged for each processed year. Accordingly, an additional interest is accrued when the production period exceeds 25 years.

Benefits for firefighters of the Ministry of Emergency Situations in 2021

  1. reaching the age limit. People over 18 years of age can be employed as a member of the fire service. Admission to service in the Federal Border Guard Service lasts up to 40 years.
  2. presence of good health, health and level of physical fitness;
  3. there are no contraindications to the performance of official duties;
  4. no criminal record.
  • assistance is provided up to 1 salary per calendar year;
  • in some justified cases, the amount of financial assistance is paid in the amount of up to 5 salaries or, by special order of management, without limiting the limit;
  • a lump sum payment is made on the basis of a report.

Funds are allocated by committees specially created for the subjects of the Federation. To receive the amount, you must demonstrate the need to improve your living conditions. Fire service employees must provide documents of all family members and confirm the absence of normal living conditions.

The amount of compensation is provided within the norm, but not more than the amount of money spent. After the provision of official housing from the specialized fund of the Ministry of Emergency Situations or Unified Social Security, the right to compensation for expenses is lost. The amount of amounts paid for rent and the payment procedure are established by the Russian Federation Regulation No. 894 dated 09.09.2016.

Fire department employees are part of the Ministry of Emergency Situations. The State Fire Service consists of structural units at the federal level (FPS) and departments of the constituent entities of the Federation. Full-time employees include certified employees (with special internal titles) and civilian employees. The procedure for certification and certification of fire service employees is defined in Art. 33 of the Federal Law of May 23, 2016 No. 141-FZn.

When working in positions such as dispatcher, accountant, supplier, personnel officer, i.e. where there are no titles, the right to reduce the retirement age is not provided. Firefighting services do not enjoy such benefits. They will receive pension payments like all ordinary citizens. Firefighters enjoy special benefits.

Early retirement is one of the prerogatives of the Ministry of Emergency Situations. They can apply for early pension 10-15 years earlier, i.e. at 45 years of age. This right to early receipt of benefits applies to rescuers of categories 1, 2 and 3. All other employees of the Ministry of Emergency Situations retire at the age of 50.

In the event of death in the line of duty of an employee of the Ministry, people who were dependent on him may qualify for cash benefits for the loss of a breadwinner. The category of dependents includes: minor children, parents, one of the spouses, children studying as full-time students in educational institutions, as well as a brother or sister.

When applying for an early pension, employees of the Ministry of Emergency Situations must have either 20 years of service or 12 and a half years of service with 25 years of total experience. Prior to special experience, studies in a specialty within 5 years, as well as the period of military service, are counted.

The issue related to increasing the age threshold for calculating a pension has been repeatedly discussed in parliament. Today such a bill was heard in parliament. This document reflects the increase in the required special experience to 30 years, until 2025.

Procedure for retirement

As a rule, the department is responsible for preparing the documentation; the employee will only be required to submit a report. The calculation of length of service and assignment of payments occurs automatically.

Since the beginning of 2013, employees of the Ministry of Emergency Situations do not receive severance pay upon dismissal. This right was retained only for those workers who, having not reached retirement age, are forced to resign for health reasons (injury, illness). The benefit is assigned in the amount of twelve salaries paid for the rank.

In the following circumstances of dismissal from the department, the right to a state pension remains:

  • development of the length of service established by law;
  • dismissal due to staff reduction;
  • for health.

If the reason for dismissal is not the above factors, the right to a preferential pension will be lost. For example, upon dismissal of one’s own free will, in the absence of the required length of service, or dismissal for other reasons.

In addition to payments for long service, former employees may be assigned the insurance part of an old-age pension. To do this, you must have at least a minimum work experience and the required number of pension points. The insurance part of the pension is assigned on a general basis, upon reaching the age established by law.

When calculating the insurance payment, only the length of service outside the structure will be taken into account, as well as contributions paid by the employer. Work activity in the Ministry of Emergency Situations is not taken into account.

How will the Ministry of Internal Affairs pension change in 2021?

Many police officers retire after reaching the age of 45, so they try to continue their work in civilian life. In this case, pensioners receive a power pension, and insurance payments are calculated only upon reaching retirement age.
