How long do you need to live in the Chernobyl zone to retire?

Citizens living (working) in a zone with the right to resettlement can be assigned a labor pension if they have at least 5 years of work experience, with the retirement age reduced by 2 years and an additional 1 year for every three years of residence (work) in such a zone , but not more than 5 years in total.

For those living (working) in a zone with a preferential socio-economic status, a pension is assigned with a reduction in the retirement age by 1 year and an additional 1 year for every four years of residence (work) in such a zone, but not more than 3 years in total.

There are no plans yet to raise the retirement age for residents of the Chernobyl zone

The shock of Russian citizens can be concluded from the voting results on the ROI (Russian Public Initiative) website, where in just a few days of voting, two initiatives against raising the retirement age received the coveted 100 thousand votes.

Citizens employed in jobs with harmful, difficult working conditions (workers in the coal mines, mining industry, ferrous and non-ferrous metallurgy, railway industry and a number of others included in the so-called “small lists”) may not yet have to worry about early retirement.

How is the pension for Chernobyl victims calculated in 2018?

In accordance with the requirements of current domestic legislation, the pension of Chernobyl victims in 2021 in Russia, as well as at present, is a fixed amount.

RUB 12,585.63 it amounts to:

  • persons suffering from diseases caused by the said disaster;
  • participants-liquidators of the accident who performed work in the period from 1986 to 1990;
  • disabled people, based on the results of man-made and radiation exposure;
  • persons with disability of the first and second groups;
  • children who have lost their breadwinner for these reasons.

RUB 10,068.50 counts citizens living or working in the specified territory.

RUB 6,292.81 is due to disabled people of the third group and other relatives of the liquidators of the accident.

One important point! Category 1 Chernobyl victims in 2021, as well as everyone else, are entitled to only one pension, i.e. state and insurance cannot be paid at the same time. Therefore, citizens must decide what will be more profitable for them and apply for this particular type of payment.

Important! This category of the population can only be paid one type of pension.

In addition to pension provision, these persons are entitled to the following benefits:

  • if their health condition does not allow them to perform their duties, when transferred to lower pay, the difference must be compensated;
  • if a benefit is paid due to temporary disability, it should not be lower than the average income level of the person;
  • the amount of the average salary is determined similarly to that indicated by the enterprise for the amount of insurance deductions in case of inability to work, and this is not affected by the insurance period;
  • such persons have advantages in case of layoffs at the enterprise;
  • if the organization is completely liquidated or ceases its activities, they have priority rights to obtain other work;
  • provision of benefits for medical care, distribution of medicines, etc.;
  • the right to non-competitive admission to higher educational institutions on a budgetary basis, compulsory accommodation in a dormitory, if required;
  • advantages when joining a garage-building or gardening cooperative;
  • they are given leave at a convenient time, if desired.

Widows and children of Chernobyl victims have the right to receive a half discount on charges for utilities and apartments.

Children of such citizens, even after reaching adulthood, enjoy advantages when entering universities in relation to other applicants, can receive housing space out of turn and place their children in preschool institutions.

Such benefits apply to grandchildren only if their parents fall into the specified category.

Note! The grandchildren of this category of citizens are provided with benefits only if their parents also have this status.

Those who voluntarily left the contaminated area claim:

  • extraordinary receipt of land plots and building materials;
  • a similar right regarding the above-mentioned cooperatives;
  • priority in social services;
  • place children in kindergartens and sanatoriums out of turn.

In addition to the pension for Chernobyl victims in 2021, Russia provides for a one-time payment in the following cases:

  • compensation for the difference when transferring to a lower paid job;
  • calculation of benefits in case of inability to work in the amount of the average salary;
  • compensation for disability for the first, second and third groups, respectively, ten, seven and five thousand rubles;
  • if the breadwinner died - ten thousand rubles (five for parents);
  • funeral - eight thousand rubles;
  • if moving from the specified zone - five hundred rubles.

  • state, due to disability or age;
  • insurance, under the same circumstances.

Appointment of insurance is possible if a minimum of 13.8 points is earned and nine years of work experience.

Calculation formula

Insurance payment is calculated using the formula:

SV = LPK x RLPK + FC

where SV is the amount of the insurance payment, LKP is the value of the personal pension coefficient, RLPK is its size (81.49 rubles), FC is the amount of the fixed part (4982.90 rubles).

Is it possible to retire early if you live in the Chernobyl zone?

Citizens specified in paragraph 7 of part one of Article 13 of this Law are assigned an old-age pension with a decrease in the age established by Article 8 of the Federal Law “On Insurance Pensions” by 2 years and an additional 1 year for every 3 years of residence or work in the zone residence with the right to resettle, but not more than 5 years in total.

Good afternoon I was born in the Tyumen region in 1987. After 3 years, we moved to Ukraine for 3 years, and then to the city of Zheleznogosk, Kursk region, which is the Chernobyl zone. Since 1994, she lived permanently in Zheleznogorsk until 2021, then she left for St. Petersburg and lived here with temporary registration. I left Zheleznogorsk only in 2021. Do I have the right to retire early?

Benefits for people who live in the Chernobyl zone, Tula region

At the end of 2021, residents of the Tula region learned that the draft federal budget for 2021 did not include funding for “Chernobyl” benefits. This circumstance in itself did not cancel the status of a preferential economic zone of residence in contaminated areas. However, it became clear: the subsequent resolution of the Government of the Russian Federation will not be in favor of the residents. Indeed, the draft decision of the Cabinet of Ministers, published subsequently, excluded the majority of settlements in the region from the list of territories with preferential socio-economic status.

Today, when a woman goes on maternity leave, she receives benefits of 40% of her salary, and those living in the Chernobyl zone receive 40% x2. Those women who live in the Chernobyl zone and will go on maternity leave after July next year will receive as social payments instead of an additional 40% only 3 thousand rubles for a child under one and a half years old, and 6 thousand rubles for those aged one and a half to three years. That is, if now, going on leave to raise a child and having a salary of, for example, 25 thousand rubles, a woman will receive 10,000 +10,000 = 20,000 rubles. After July it will be calculated as follows: 10,000 + 3,000 = 13,000 rubles up to one and a half years.

When can you retire from the Chernobyl zone?

  1. The work experience of the person injured in the disaster must not be less than five years.
  2. Women can retire at 45, and men at 50 if they took part in eliminating the consequences after the Chernobyl accident or suffered from an explosion at it.
  3. The total pension points must be more than 30.

Characteristics of Chernobyl zones The distribution of areas of special status depends on the indicators of the consequences of a man-made disaster. The zoning procedure is defined in Law No. 1244-1, the assignment of localities and boundaries are determined by the Government of the Russian Federation with their revision depending on changes in the radiation situation. The decrees delineate the boundaries of populated areas and settlements belonging to several Chernobyl zones.

State payments to disabled people 2g per hour in 2021

Holders of special status in the Moscow Region and the capital are entitled to an increased amount of accrual due to the high cost of services and goods in the region or city. The numbers are as follows:

— 12,578 rubles are received by those who have lived in Moscow for less than 10 years;

— 19 thousand 500 rubles are guaranteed to those registered in the capital for more than 10 years and to native Muscovites.

.The indicated amounts are assigned in accordance with the State Social Standard (SSS).

The life and other circumstances of holders of special status are different, therefore, taking them into account, additional money may be allocated to the pension at the regional and federal levels.

The standard benefit for group 2 is not sufficient for normal life support in all regions of the country. Such citizens need support from the following components:

— pension payment;

— EDV (with natural or monetized NSO);

— benefits (as an additional source of funds);

— additional payments due taking into account the circumstances;

- compensation for some services.

If the final amount does not reach the PM, you should apply for a special additional payment.

Let us also remind you that in the northern regions there is an additional payment in the form of a regional coefficient. Depending on climate conditions, the value varies from 0.5 to 1.0.

The intended purpose of this type of payment is to compensate for adverse health consequences that are recorded due to the harmful effects of radiation and man-made factors.

In most cases, the legislator establishes payments to persons who were in the area of possible exposure to harmful factors, even if no negative consequences for health have been identified.

For specially designated subjects exposed to adverse factors and phenomena, the state guarantees special social support measures. For persons who suffered from the adverse consequences of the Chernobyl disaster, a special type of state support is regulated - pensions for Chernobyl victims.

Pension provision for socially vulnerable citizens is entrusted to the state. Therefore, non-working disabled people receive fixed social pensions, in the absence of work experience.

The payment terms, accrual conditions, and the principle of indexation of social payments are prescribed in Federal Law No. 166 “On State Pension Security,” which is amended annually to regulate the amount of payments.

The same legislative act provides social benefits to disabled children, as well as to those disabled since childhood.

The social disability pension will be increased from April 1, 2021 by 2.4%, which will bring the average amount of payments to 104.2% of the subsistence level of pensioners. Payments to disabled people of group I will increase by 250 rubles. and will amount to 10,609.17 rubles.

as well as benefits for people with disabilities from childhood of group II. Pensions for disabled children and group I holders after reaching 18 years of age will amount to RUB 12,730.82. Benefits for group II will increase to 5,304.57 rubles, and for group III – to 4,508.91 rubles.

Benefits for preferential categories of citizens whose payments are tied to the basic social pension will change similarly.

Those who do not have insurance experience, as well as disabled children and people with disabilities since childhood, are entitled to a social pension, the amount of which also varies depending on the disability group. For parents of disabled children, the law establishes the possibility of early receipt of an old-age labor pension (at 55 years for men, at 50 years for women).

In order to prevent the already meager payments from depreciating, the law provides for their annual indexation, that is, an increase by a certain percentage - as a rule, the inflation rate is taken as a basis. In this regard, 2021 will be no exception: pensions for disabled people will be raised by an average of 4% or so.

Group II disability pensions are paid in two types in 2021: social

and
labor. Social disability benefits are assigned for the period during which a person is recognized as disabled. Social benefits can be indefinite (if disability is indefinite).
It must also be said that even if there is no work experience, this does not in any way affect the payment of money.

  1. All liquidators of the consequences that occurred after a disaster have the right to end their careers 10 years earlier than the general term. We are talking about works from 1986-1987. Since the health of the liquidators was caused great harm, the period of work is not taken into account when assigning security.
  2. For those who worked in the period 1988–1990, the old-age pension is assigned 5 years earlier than usual. This refers to work in the exclusion zone. The timing of the duties is not important.
  • for 2 years - for those who have received the right to resettle from the corresponding zone, plus for every 3 years of residence in this area, 1 year is added, but without exceeding 5 years;
  • for 1 year – for those living in a special socio-economic zone with an additional deduction of 1 year for every 4 permanent residence, without exceeding the total limit of 3 years;
  • The age was reduced by 3 years for those who were resettled from the resettlement zone; an additional six months were deducted per year of residence, but without exceeding 7 years.
  • persons who live in the exclusion zone will receive a reduction of three years ;
  • persons who participated in the liquidation of the consequences, received any illness or worked in emergency zones will receive a reduction of five years ;
  • If a citizen has become disabled or is included in certain categories of persons, then the retirement age will be closer by ten years .

One type of benefit is additional leave . It is provided free of charge by any employer in relation to a person affected by the Chernobyl nuclear power plant who has expressed a desire to receive bonus leave. Its duration cannot exceed two weeks . Such leave is paid from the state or regional budget.

A preferential change in the retirement age is provided to persons actually residing in special zones. If a person was in places not contaminated as a result of the Chernobyl accident, which is documented, there is no right to preferential calculation of the retirement age. Question No. 4. What is the amount of survivor's benefits for the widow of an accident liquidator if the spouse had no work experience? In the absence of work (insurance) experience, the benefit is assigned in the amount of the social pension. The amount is subject to annual adjustment in accordance with legal regulations. The changes will not affect citizens who have already been assigned - they will continue to receive the required social and pension payments, and all acquired benefits will be preserved. Also in the bill, the Government provides for the possibility of early retirement after developing a long work history (at least 40 years and 45 years for women and men, respectively). Citizens specified in paragraph 7 of part one of Article 13 of this Law are assigned an old-age pension with a decrease in the age established by Article 7 of the Federal Law “On Labor Pensions in the Russian Federation” by 2 years and an additional 1 year for every 3 years of residence or work in the territory of the residence zone with the right to resettle, but for no more than 5 years in total.

Note. The initial amount of reduction in the retirement age established by Articles 32 - 35 of this Law is provided for citizens living (working) or living (working) in the territory subject to radioactive contamination in the period from the moment of the Chernobyl disaster to June 30, 1986, regardless of the time of stay in the specified territory until the moment of relocation (departure) from this territory or until the Government of the Russian Federation makes a decision to change the boundaries of radioactive contamination zones.

How much earlier do people living in the Chernobyl zone retire?

For localities No. 3 and 4, a number of legislative acts are valid only when a citizen is actually in the territory of the settlement and lose force when he leaves for populated areas that do not have additional social benefits.

As mentioned above, the area of residence at the time of the disaster affects the calculation of pensions for Chernobyl victims. Upon reaching a certain age, payments are made to all categories of citizens who were or are currently living in the following zones: 1. Territories located in close proximity to the Chernobyl Nuclear Power Plant (exclusion zone). 2. Areas in which special living conditions are provided, including the possibility of relocation to another territory (relocation zones). 3.

  • parents, if the fact of incapacity for work is confirmed (it does not matter whether they were dependent);
  • children (the generally accepted age for the end of payments is 18 years, but for those who entered other educational institutions full-time after school, an exception is made - the age increases until the end of training, but not more than 25 years);
  • a spouse (wife, husband) who takes care of the children of the deceased until they turn 14 years old (it does not matter what kind of work the spouse has or whether he has one at all);
  • the spouse of the deceased - it does not matter whether he was a dependent. Payments are provided to the widow of a Chernobyl survivor upon reaching 50 years of age, and to a widower at 55 years of age, or until disability is confirmed. The time that has passed since the death of the spouse does not matter.

The reform launched in Russia involves changing the existing order in terms of raising the age at which labor activity ends. This innovation will not affect Chernobyl victims. The procedure for calculating age for them will follow the same standards. The benefits and pensions provided to Chernobyl victims will be preserved.

Residence in the Chernobyl zone without registration (pension)

Tell me, maybe someone in the subject. In connection with the increase in the retirement age, until which health is not enough to reach, a question and idea arose. I lived in the Chernobyl zone for 11 years, I was registered there for 5 years, the rest I lived without registration in my own apartment. Then I sold it, now I live “in a clean zone.” Can I apply for a pension at 52 years old, since I lived in the Chernobyl zone for 11 years? Will this fact need to be proven in court or what? What, in this case, is submitted to the pension fund if you apply for a pension at the age of 52? (I am now 49 years old).

Calculation of pensions for citizens living in an area of increased radiation risk

Please provide clarification on what legal documents and government decrees regulate the calculation of length of service for residents of Ust-Kamenogorsk living in an area of increased radiation risk?

An employee of our organization retired after reaching retirement age (58 years) on 09/04/2021. At the same time, her (confirmed) work experience as of 01/01/2021 was 26 years. During the entire period she lived in Ust-Kamenogorsk and did not carry out labor activities outside its borders. The employee received a good salary and her income for three years exceeded the required limit of 39 MCI per month (39 * 1731 * 36 months = 2,430,324 tenge). But unfortunately, she never received the maximum pension, because... when calculating length of service for residents of Ust-Kamenogorsk, a coefficient of 1.5 is applied (benefits for calculating length of service).

Types of assigned pensions

Pension provision for citizens of the Russian Federation who suffered from the Chernobyl disaster is carried out according to the general rules established by legal acts. As such, the Chernobyl pension in Russia is not included in the list of possible options for ensuring pension rights.
However, having the status of a person affected by radiation in the Chernobyl accident zone provides significant benefits when applying for various types of payments. At the moment, the Chernobyl pension in Russia can be established in one of the following forms of pension provision:

  • old age pension payments;
  • disability pension;
  • pension payments for the loss of a breadwinner.

The assignment of these types of state pensions will be carried out taking into account the special legal status of Chernobyl victims.

Conditions for old age pensions

How to apply for a Chernobyl pension for persons who have not recorded a complete or partial loss of ability to work, i.e. disability is not established? Having a citizen’s officially confirmed status as a victim of radiation from the Chernobyl accident makes it possible to apply for a pension payment with a reduction in the established age.
At the same time, Chernobyl victims have the opportunity to choose alternative pension options:

  • according to the Law of the Russian Federation No. 1244-1 with the application of the norms of Federal Law No. 400-FZ - if you have at least 15 years of insurance experience and at least 30 pension points;
  • according to the norms of Federal Law No. 166-FZ - with at least five years of experience.

Age and conditions of retirement

  4. Permanent residents of the zone of residence with the right to resettle, as well as those who voluntarily left this zone, have the right to reduce their age by 2 years. Additionally, for 3 years of work or residence in this zone, the age will be reduced by 1 year, but not more than 5 years in total.

If a complete or partial loss of ability to work is officially confirmed as one of the disability groups and is caused by the consequences of the Chernobyl accident, citizens have the right to apply for a disability pension.

Survivor's pension

If a citizen died during the liquidation of the consequences of the Chernobyl accident or from exposure to radiation factors, disabled members of his family have the right to apply for survivor benefits. The key basis for this type of state support is the dependent’s incapacity for work based on age or other objective indicators.
To establish this type of payment, you need to submit to the Pension Fund department:

  • an application from one or more citizens who were dependent on the deceased person;
  • death certificate;
  • documents confirming the fact of family relations;
  • certificates certifying the dependent’s incapacity to work (for children under the age of 18, such documents are not submitted);
  • Certificate confirming that a child over 18 years of age is a dependent of the deceased.

Attention! This type of security is established for the period of the recipient’s incapacity for work (for example, until the child completes full-time studies at the university), but in some cases the pension is provided for an indefinite nature.
