Indexation of pensions by year

Until 2010, the pension system had a division of pension accruals into basic and insurance parts. Since 2010, only the definition of the insurance part of the pension has been used. Since 2015, this concept has also been withdrawn from circulation - it has been replaced by the term “insurance pension”. Instead of a fixed basic pension, a fixed payment appeared, supplementing the insurance pension.

The procedure for assigning and adjusting different types of pensions is regulated by the following laws:

  • No. 400-FZ dated December 28, 2013 (on insurance pensions);
  • No. 166-FZ of December 15, 2001 (on state pension provision).

Fixed payments are indexed in accordance with the provisions of Art. Law No. 400-FZ. The coefficients are revised annually as of February 1. If the Pension Fund's resources grow, the Government may initiate additional adjustments to payments as of April 1.

The level of insurance pensions is increased every year (Part 10, Article 18 of Law No. 400-FZ) in connection with changes in the value of pension points - from February to April.

Thus, pension indexation in 2015 was carried out in relation to fixed payments and state security pensions, insurance pensions increased due to adjustments. The essence of these two procedures is the same - increasing pension payments to maintain purchasing power in conditions of changing inflation.

Pension indexation in 2016-2018 was carried out in relation to the base values ​​in force in 2015. For example, the fixed payment at the beginning of 2015 was equal to 3935 rubles. (Article 16 of Law No. 400-FZ). In February, it was required to be adjusted by a factor of 1.114 due to the increase in inflation in the previous year (Government Resolution issued on January 23, 2015 under No.). As a result, since February, the updated payment became equal to 4383.59 rubles. (3935 x 1.114).

Further changes to fixed payments were made in relation to pensions of non-working pensioners in the following amounts:

  • from February 1, 2021, a payment equal to 4558.93 rubles is in effect, an increase by a factor of 1.04 is regulated by Art. 6 of Law No. 385-FZ of December 29, 2015 (social pension is adjusted by a similar coefficient - Article 4 of Law No. 385-FZ);
  • from February 2021, the payment increased to 4805.11 rubles. (the coefficient was 1.054, as indicated in the government Decree No. dated January 19, 2017);
  • from 01/01/2018, a fixed payment in the amount of 4982.90 rubles is valid. (coefficient is 1.037 - Article 4 of Law No. 420-FZ dated December 28, 2017).

The table below clearly demonstrates the coefficient by which pensions have been indexed since 2021.

Social pension payments are adjusted in the spring - from April. The rate of their growth each year differs from the level of increase in insurance pensions. The difference is due to the fact that social benefits are tied to the level of the subsistence minimum, determined for the category of citizens of retirement age, and the insurance payment is compared with inflation indicators and the profitability of the Pension Fund.

What pension indexations were there in 2021:

  • from January 2021, the cost of the pension point was changed - it increased by 3.7% (to 81.49 rubles);
  • pension indexation in 2021 as a percentage in relation to the insurance pension payment was made in the amount of 3.7%;
  • social pension payments have increased by 2.9% since April (payments received in the presence of a disability group, old age or in connection with the loss of a breadwinner).

Indexation of pensions in 2021

Indexation of pensions in 2021 will be carried out in two stages. From February 1, pensions were indexed to a target of 4%, and not to the value of real inflation, as in 2015, when pensions were indexed to 11.4%.

For the average pensioner in the country, this gave an increase to their pension of approximately 490 rubles. Additional indexation of pensions will be carried out (possibly) in the fall of 2021. The implementation of additional, autumn indexation will depend on the situation in the country's economy as well as on the level of inflation at the end of 2015 (according to experts, it will be 12-12.5%).

As a result of indexation, insurance pensions were directly indexed, as well as a fixed payment to the insurance pension. From February 1, 2021, the fixed payment to the insurance pension is set at 4558.93 rubles . The cost of one pension point (coefficient) from February 1 is 74 rubles 27 kopecks .

These standards are prescribed by Federal Law No. 385-FZ of December 29, 2015. “On the suspension of certain provisions of legislative acts of the Russian Federation, amendments to certain legislative acts of the Russian Federation and the specifics of increasing the insurance pension, fixed payment to the insurance pension and social pensions”

As mentioned above, pre-indexation to the level of actual inflation in the fall of 2021 (planned until October 1, 2021) will depend on the economic situation in the country. Considering the forecasts for economic development in the country for the coming year, the very fact of additional indexation is a big question. The draft law on additional indexation in the fall of 2021 will presumably be adopted in June, when it will be clear about its implementation at least four months in advance, so that it can be adopted in the final spring session, and be implemented starting in the fall.

In February, in addition to insurance pensions, the size of the monthly cash payment (MCB), the largest social payment, was increased. EDV is indexed by 7%. At the same time, the cost of a set of social services has increased. Beneficiaries, as before, can receive them in kind (free travel on trains and free medicines), or receive a cash equivalent.

In addition to the EDV, from February 1, all social payments, monthly cash payments, and all children's social benefits at the federal level were indexed by 7%.

Social pensions will be indexed in 2021 from April 1. They will be indexed by 4% (regardless of the fact that the pensioner receiving a social pension works).

And one more unpleasant surprise for pensioners. Pensions of working pensioners will not be indexed in 2021. In accordance with the latest version of the bill dated December 4, a pensioner will be considered working if, as of the last day of the last reporting period (according to the Pension Fund of Russia), he was considered working. Considering that as of February 1, the Pension Fund will have data only for the third quarter of 2015, a pensioner will be recognized as working if he was listed as working as of September 30, 2015. Moreover, if a working pensioner “comes to his senses” and stops working, his pension will be increased by all indexations missed during his work. What pension indexations are planned for 2021?

Adjustment of pension payments is planned for January 2019. This time, the main goal is to increase the gap between the inflation rate and the increase in pensions (by increasing payments to non-working pensioners by 7.05%). From 01/01/2019, the cost of a pension point should also increase – to 87.24 rubles. The fixed part of the paid insurance pensions is determined in a fixed amount and will amount to 5334.19 rubles. Social benefits will be increased as of April 1.

Such growth will be possible thanks to the pension reform. Legislative innovations provide for an increase in the retirement age, which will reduce the deficit of Pension Fund funds. Pensioners who continue to work will receive payments from the Pension Fund budget, but without taking into account indexations. Additionally, a number of benefits are being introduced for pre-retirees. They are considered to be persons who, before the reform, could qualify for a pension in the coming years, but due to legislative amendments will be forced to work longer than planned.

Structure of estimated pension capital

The insurance pension is determined for each person individually. To qualify, you must reach the age limit and have:

  • minimum number of pension points (PB);
  • required insurance experience.

When you retire, you must submit an application through your employer or directly to the Pension Fund for the assignment of allowances. The PFR benefit consists of two main parts:

  • Fixed (basic) value. The size is determined by a decree of the Government of the Russian Federation and is subject to annual indexing.
  • Insurance part. The amount is determined by multiplying the number of PB earned during work activities by the cost of one point on the date the pension is calculated.

PB began to be calculated only after the 2015 reform. The number of points for the period before 2015 can be determined by knowing the estimated pension capital.

It is formed from the total amount of insurance premiums and other transfers to finance the insurance part of the pension.

Payments are received for the insured person to the PFR budget based on personalized (individual) accounting data. RPK consists of:

  • pension rights converted in monetary terms acquired by insured citizens before 01/01/2002;
  • the amount of valorization and insurance contributions transferred by the employer to the Pension Fund after this date.

The procedure for converting pension rights until 2002

To calculate the old-age pension until 2002, the employee's length of service and salary were used. According to the Law “On Labor Pensions in the Russian Federation” dated December 17, 2001 No. 173-FZ from 2002 to 2015. Pension rights were determined in accordance with Soviet legislation, indexed, and then transferred to the personal account of the Pension Fund of the Russian Federation in the form of initial capital.

You can calculate the RPC yourself using the following method:

  1. The length of service coefficient is determined.
  2. The average monthly earnings coefficient (AMC) is calculated.
  3. The estimated pension is calculated as of January 2002.
  4. Valorization is being carried out.
  5. A correction factor is applied.

How to determine your estimated pension

At the initial stage, you need to determine the experience coefficient. It depends on the gender of the applicant and the duration of employment. Please note that regardless of the calculation results, the maximum value applied is 0.75:

  • If a man’s length of service is less than 25 years, and a woman’s is 20 years, the SC value is set to 0.55.
  • For each additional year of experience over 25 years for men and 20 for women, 0.01 is added to the SC value of 0.55.

At the next stage, the calculation of the KSZ is carried out. To do this, the average salary for 2001-2002 is calculated. or for another 60 months. The result obtained must be divided by the average monthly salary in Russia for the same time period. Average monthly earnings in Russia from 2001 to 2002. was 1,494.5 rubles.

Regardless of the final result, the marginal KSZ is:

  • 1.4-1.9 – for those working at that time in the Far North;
  • 1.2 – for all other applicants.

Having all the data, the amount of the estimated pension is determined:

  • If the experience coefficient is 0.55:

RP of men = (SC x KSZ x 1,671 - 450) x (annualized experience accumulated before 2002/25)

RP of women = (SC x KSZ x 1,671 - 450) x (annualized experience accumulated before 2002/20)

  • 1671 is a constant and corresponds to the average salary in the country in December 2001.
  • 450 is the basic pension amount established by Law No. 173-FZ.

Please note that according to Law No. 173-FZ, if RP = SK x KSZ x 1,671 is less than 660, the estimated pension is determined by the formulas:

RP men = 210 x (annualized experience accumulated before 2002/25)

RP of women = 210 x (annualized experience accumulated before 2002/20)

  • If SC is greater than 0.55:

RP = SK x KSZ x 1,671 – 450

Please note that according to Law No. 173-FZ, if RP = SK x KSZ x 1,671 is less than 660, the calculated pension is set at 210.

Valorization

Valorization is applied to the calculated pension amount - a one-time increase:

  • If the pensioner does not have work experience before 1990, 10% is added to the result obtained.
  • If there is employment for this period, 10% is added plus 1% for each full year of experience. You can confirm your work experience with a work book, statements, orders, contracts.

Determination of the settlement capital of RPK 1

The amount of the insurance pension (SP) as of January 1, 2002 will be:

SP = RP + SV, where:

  • SP – insurance pension;
  • RP – estimated pension;
  • SV – amount of valorization.

Please note that if the obtained result of the joint venture is multiplied by 228 (the number of months of the survival period, which is 19 years), then the result will be the amount of capital that the citizen formed as of January 1, 2002.

Since capital indexation was carried out annually, in order to obtain the ruble expression of the RPC, it is necessary to apply an adjustment factor to the amount of the insurance pension. They will be the product of the annual indexation coefficients for the period from 2002 to 2014. inclusive. It is equal to 5.6148:

RPK1 = SP x 5.6148, where:

  • RPK1 – estimated pension capital accumulated as of January 1, 2002;
  • SP – the amount of the insurance pension;
  • 5.6148 – indexing coefficient.
