The growth of pensions and social benefits in Russia occurs throughout the year in several stages.

Plans for 2023-2024

By the way, plans for increasing pensions for the coming years are already known. Elena Bibikova, Deputy Chairman of the Federation Council Committee on Social Policy, told reporters , the indexation percentage of the insurance pension is set at 5.6% for 2023, and 5.5% in 2024.
The pension coefficient for non-working pensioners in 2023 should be 110.55 rubles, in 2024 - 116.63 rubles.

The amount of the fixed payment to the insurance pension will increase in 2023 to 6,759.56 rubles, and in 2024 it will increase to 7,131.34 rubles.

Pension indexation schedule by year in 2021

Pension indexation is an uneven process and depends on unstable but predictable factors. The Government of the Russian Federation, based on available data and analysis of national and international economic and social indicators of past years, has developed a plan for increasing pension payments so that on average they grow annually by almost 1000 rubles. Today, the insurance part of the pension is calculated on the basis of the total values ​​of pension indices and consists of two parts: the total amount of fixed payments and the total value of the coefficients that the recipient has earned over his entire work experience. Despite the fact that the calculated indexation percentages decrease every year, they are determined taking into account the advance of the projected inflation rate. Thus, even a small increase in pension payments will be able to ensure an acceptable standard of living for all pensioners and will not allow some of them to fall below the poverty line.

How the EDV will be increased in 2022

From February 1, 2022, there will be an indexation of the amounts of the monthly monthly allowance, NSU and other payments for federal beneficiaries. The indexation coefficient was determined in accordance with the actual consumer price growth index for the previous year.

For example, the indexation amount of the EDV in February 2021 was 4.9%.

“The exact size of the future increase will become known only in January 2022. But it's easy to make a prediction. Since the Bank of Russia intends to continue to keep inflation in the country at 4%, the growth of the EDV will be approximately the same, that is, 4-5%,” says Top-RF.ru ​​columnist Dmitry Danilov.

A more accurate forecast is included in the Budget of the Russian Pension Fund for 2022 and the planning period of 2023 and 2024.

According to the document, the EDV will be indexed by 4.3% from February 1, 2022, and by 4.0% in 2023 and 2024.

Increase in social pension in 2021 - 2022

In addition to the old-age insurance pension, our country also has the so-called “social pension”. It is received by men and women who have reached 70 and 65 years of age, respectively, as well as disabled people.

State pension pensions, including social ones, have increased by 3.4% since April 1, 2021, in accordance with the increase in the cost of living of a pensioner for 2021.

There are no exact data on the indexation of social pensions in April 2022. They should increase in accordance with the increase in the cost of living of a pensioner for 2021, and it will become known only at the beginning of 2022.

Only plans are known.

In particular, in the budget of the Russian Pension Fund for 2022 and the planning period of 2023 and 2024, it is planned that social pensions in Russia will be indexed by 7.7% from April 1, 2022.

It is easy to calculate that the amount of social pension for disabled people of group 1 in this case will increase to 12,486 rubles, for disabled people of group 2 - to 6,242 rubles, and for disabled people of group 3 - to 5,306 rubles. There is no need to apply for a promotion anywhere. Recalculation will be done automatically.

In 2022, the recalculation will take place in a similar way - based on transfers to the Pension Fund for 2021.

Who will have their pensions increased in August 2021?

The following categories of pensioners can count on an increase from August 2021.

Pensioners who worked in 2021

To receive an increase, a working pensioner must meet two basic conditions:

1 employer in 2021 had to pay contributions to the Pension Fund from his salary. That is, the recalculation will be based on the amount that the employer transferred to the Pension Fund for his employee.

2 working pensioner applied for a pension before December 31, 2020.

The amount for each is calculated individually, but the amount of the increase cannot exceed the cost of 3 individual pension coefficients (IPC).

However, we must remember that the indexation of the cost of the IPC for working citizens has been frozen. It is fixed on the date of a person’s retirement and does not change again until dismissal. Accordingly, for those who retired from old age pension from 2021 to 2021, the increase will be less. Minimum - 71.41 rubles.

Increase in funded pension in August

✓Indexation of funded pensions also takes place in August. However, the exact size of the increase is difficult to predict. Its value depends on the results of investing citizens’ pension savings based on the results of the previous year.

Note that the average funded pension today is 956 rubles per month. The average amount of urgent pension payment to participants in the pension co-financing program is 1,705 rubles per month. This money is an addition to the insurance pension that some categories of pensioners receive.

Indexation of military pensions from October 2021

Since October, our country has traditionally been indexing the salaries of law enforcement officers. Accordingly, pensioners of the Ministry of Internal Affairs, the armed forces, and other structures also receive an increase.

The salary, and accordingly the pension, increases by the amount of inflation. In 2021, its size was 4.9%.

However, government decree No. 772 dated May 24, 2021, which was signed by Prime Minister Mikhail Mishustin (published on the official online portal of legal information), states that salaries for positions and ranks of military personnel will increase by 1,037 times from October 1.

That is, only 3.7%.

Change in pension supplement for miners and pilots

Adjustments to the amount of pension supplements for civil aviation flight crew members and coal industry workers occur 4 times a year: in February, May, August and November. The increase is not given to everyone, but only to those who have the required special experience.

Additional payments are established in an individual amount for each recipient, taking into account his average monthly earnings and length of service in the relevant types of work.

There is no need to contact the Pension Fund for money; additional payments are made automatically.

The minimum level of pension provision in Russia must always be no lower than the subsistence level of a pensioner in the region where he lives. If the amount of the pension, together with other payments due to a non-working pensioner, is below this subsistence level, then a social supplement will be established for him.

Indexation of the insurance part of the pension by year

The indexation coefficient for the insurance part of the pension is recalculated according to economic indicators, in particular, inflation rates. But at the same time, the amount of additional payments will not exceed the capabilities of the state budget. For this reason, annual recalculation is regulated by law. The process is influenced not only by the financial situation in the state, but also by the social situation. For this adjustment, the government established additional allowances in accordance with special decrees and regulations.

Since there is an insurance part of the pension (the indexation of which is discussed in our article) and a social one, the method of recalculating them differs. The level of increase in the size of social benefits is influenced by the cost of living for each region. And the indexation of the insurance part of the pension depends on social charges, the inflation index and the profitability of the Pension Fund of the Russian Federation.

Who is entitled to an unscheduled pension increase?

In Russia there are several preferential categories of citizens who are entitled to an increased amount of a fixed payment to the old-age insurance pension. The simplest example is elderly people over 80 years of age who receive it at double the rate.
