How to recalculate a pension for children and what kind of increase you can get


In 2013, Federal Law No. 400-FZ “On Insurance Pensions” was adopted. At the beginning of 2015, this law came into force. It changes the procedure for calculating the insurance part of the pension and adds new conditions to the existing ones. Now the size of the pension is now influenced by additional parameters.

One of them is now the number of children a retired woman has. More precisely, the periods of care for these children are taken into account. This is part of maternity leave from the birth of a child until he reaches a certain age. All this time his mother has not been working, and therefore this period was not taken into account in the length of service and, consequently, in the calculation of pension.

It was possible to calculate pensions according to the new rules and receive an additional increase at the expense of children after the adoption of the law, but the Pension Fund itself began to report about this possibility only in the summer of 2021. Because of this, people have many questions about how to recalculate payments and what the increase will be. Who can recalculate a pension under the new law?

To be eligible for a recount, a woman must meet certain requirements. The first of these is the retirement date. Only those who received their status before January 1, 2015, the date when the new law came into force, can recalculate their pension. For those who retired later than this date, payments have already been calculated according to the new rules.

The second requirement is the presence of one or more children. Their gender, age and own status (studying, working or unemployed) are not important in this case. In total, the Pension Fund of Russia can take into account a maximum of four children in the new calculation.

Many report that the Pension Fund only takes into account children born before 1991. In fact, the age of the children does not matter when recalculating. However, if your children were born after perestroika, then the payment amount may be slightly lower due to the fact that Soviet and Russian work experience is taken into account differently.

The third thing to consider is the length of the childcare period. The Pension Fund has set the maximum duration of this period - one and a half years. If you were studying or not working during this time, you will have a better chance of getting an increase.

Pension supplement for women who were on maternity leave

The new rule applies not only to those who gave birth after the law change, but also to everyone else. This means it is possible to recalculate women’s pensions for maternity leave, even if this leave itself took place a long time ago.

To understand why many people are so concerned about the question of whether their length of service is valid during maternity leave, you need to realize that it is quite long. And if a third child is born, then the time spent caring for him is no longer counted by the Pension Fund. And the woman is faced with a choice: either children or retirement.

How to apply for a pension increase?

The calculation of pensions according to the new rules is carried out directly by the Pension Fund. He individually considers the situation of each person who submits an application, and based on all the information collected, he sets a new amount.

There are several ways to apply for recount:

  • Directly at the Pension Fund branch where you are registered
  • In a multifunctional center (MFC), regardless of place of registration, residence, and retirement
  • Online on the Gosuslugi website
  • By registered mail - if other methods are not available to you

How is the pension for children recalculated?

Pensioners who completed their working career before 2015 can apply for recalculation. After this, the necessary calculations occur automatically.

Recalculation is made for the period of child care from birth to 1.5 years. Experience during this time is replaced by points:

  • for the first child 1.8;
  • for the second 3.6;
  • for the third and fourth – 5.4.

When twins are born, the coefficients are summed up.

Points are awarded for each year, but not more than 6 years or 4 children. The amount of one pension point is currently 93 rubles. In the future, it will increase to 98.86.

If the parent continued to work during this period, this time can be counted towards the length of service. If the recalculation leads to a reduction in the amount of pension payments, the pensioner receives a refusal and the pension remains the same.

Cases where recalculation is not profitable include:

  • Retirement early due to possible loss of this right
  • Caring for only one child
  • Birth of a child before 1991

A decrease in length of service will negatively affect the percentage of valorization (revaluation of pension rights) used to increase the size of the pension during work during the Soviet period.

The recalculation is beneficial to women who during the specified period were in training, did not work, or received a minimum wage with a coefficient below 1.2.

What documents are needed

To complete the application, you need an application in the form established by the Pension Fund. You can obtain the form and sample at the fund’s branch or on the Pension Fund’s website. In the application, indicate the reason for the recalculation: “Increase in the value of the individual pension coefficient for periods before January 1, 2015.” Provide all required information.

The application must be accompanied by:

  • Your passport and SNILS
  • Birth certificates of your children. If you do not have them, then you can get a birth certificate from the registry office
  • Children’s passports or other documents that can be used to take into account the period of care - for example, education certificates

Registration of recalculation for child care at the Pension Fund branch or at the MFC

To apply, you need to make an appointment with a Pension Fund specialist. This can be done directly at the Pension Fund branch at your place of residence or on the fund’s website. The first method is not always convenient due to long queues, but the second is not suitable for everyone, since not many pensioners use computers or have access to the Internet.

To make an appointment with a specialist on the Pension Fund website, go to the “Electronic” section. Indicate the subject of the Russian Federation in which you are registered, the district branch of the fund and the topic of the reception. Fill out the application fields and indicate a convenient date and time for your appointment.

Contact a specialist at the appointed time. Take the entire package of documents with you. A specialist will review the application, accept the package and notify you about the start of a new count, which will last 5 business days. You will receive a notification indicating the date of your next visit. On this day you will be informed about the results of the recalculation and the documents will be returned.

To complete a recalculation at the MFC, you must first find out whether such a service is available in your center. After this, contact the appropriate specialist. Further actions will be the same as at the Pension Fund branch.

You can submit an application for recalculation remotely - using the State Services website or by mail.

In the first case, you must first register on this site. To register, go to the “Personal Account” section. Fill out the form with all required information. The completed account then needs to be activated. The easiest way to do this is at one of the registration centers, the addresses of which can be found on the website. You can receive the code in a paper letter or use an electronic digital signature. In any case, you will receive a login and password to log into the site.

After activation, log into your personal account. Then go to the section “Catalog - “Establishing a pension” - “Recalculation of the pension amount”. Specify the type of service (electronic) and click “Get service”.

Fill out the form - indicate your passport details and registration address. Select the application you need and indicate the address of the Pension Fund branch where it should be sent. Fill out the remaining information and submit the application. After this, you will need to bring the remaining documents to the Foundation branch. To submit an application for recalculation by mail, prepare an application and copies of the necessary documents. Copies must be certified by a notary. The process of processing recalculation in this way, taking into account the delivery of the letter, will take one to two weeks. You will receive notification of the results in a response letter.

In this case, divide the points by 12, i.e. by the number of months in a year, and then recalculate to the current period of time. The period taken into account is up to 1.5 years. Even if a woman has been on parental leave for all 3 years that are provided to mothers by law, half of this period will not be taken into account when calculating the pension.

How is the new pension calculated?

Regardless of the registration methods, the new pension will come into force in the month following the recalculation.

According to the new law, the so-called individual pension coefficient, or pension point, is now used to calculate insurance pensions. This score is made up of various indicators - length of service, lifetime income, size and number of insurance contributions, conditions of retirement, and others. The amount of your pension now depends on the size of this coefficient. In 2017, one point costs 78 rubles 58 kopecks.

When calculating the score, the new law also takes into account non-insurance periods - the time during which a pensioner is engaged in socially significant activities, but does not officially work. Such periods include caring for a newborn child. As we noted above, the size of the period of care is established by law and ranges from one to one and a half years from birth. A total of 6 years of care will be taken into account (that is, four children).

The pension point is determined depending on the order of birth of the child and the length of the period of care. Information about the number of points and their value is collected in the table:

Natalya Ivanova retired in 2013 at the age of 75. She has three children aged 30, 35 and 37 years old. For the first children in the family, the period of care is one and a half years, for the third - one year.

Let's calculate the amount of the pension increase for each individual:

2.7 ×78.58 = 212.17 rubles – for the first child

5.4×78.58 = 424.33 rubles – for the second child

5.4×78.58 = 424.33 rubles – for the third child

This means that for three children Natalya Ivanova will receive an increase of 1060.83 rubles.

The amount of the increase for periods of child care is calculated individually for each case. Therefore, in your situation it may be more or less.

The exception is the regions of the Far North, where the retirement age has been shifted by five years, that is, 50 and 55, respectively. Harmful production reduces the age limit by another 5 years. There are several other exceptions regarding the retirement age for police officers, miners, military personnel and representatives of other dangerous professions.

  2. An increase in the amount of coefficients for other insurance periods that occurred between 01/01/2021 and the assignment of an insurance pension.
  3. Increased IPC from 2021, calculated from the amount of contributions that were not previously taken into account. Is it worth recalculating your pension?

Recalculation does not always help increase your pension. In some situations, the increase will be insignificant, and sometimes the pension may be reduced altogether. It depends not only on the number of children, but also on other circumstances in your life.

  • You have two or more children - you can get an additional increase for them
  • During the period of leaving you were not employed - for example, you were studying or looking for work
  • You only earned the minimum amount of service before you retired.
  • Your lifetime earnings have been below average
  • Your pension is below the subsistence level

But it's not worth it

  • You only have one child - the increase for him will be low
  • During the period of leaving you continued to work
  • If during your life you have earned a long career and earned an above-average income

Some categories of citizens cannot process a recalculation. In addition to those who received their status after January 1, 2015, these include those who receive a state pension or received it early. The first are already receiving a pension according to the new algorithm, for the second, payments are always fixed, and for the third, a review of the length of service may lead to the termination of early retirement.

If it turns out that the pension changes slightly, does not change or decreases, then the Pension Fund itself will refuse to recalculate you and will continue to pay you the same amount. If the new pension has already been approved, you can refuse it. To do this, fill out and submit a refusal application to the Pension Fund office.

In the recalculation process, it is not the children themselves that are taken into account, but the periods of care for them. For adopted children, such periods are most often not established, so the Pension Fund will not pay attention to them when calculating a new pension.

You can submit an application regardless of the reason for your retirement (old age, disability, etc.). The reason for withdrawal will also be taken into account when calculating the new payment amount.

Non-state pension funds form only the funded part of the pension, while the provision concerns only the insurance part, for which the Pension Fund is responsible. The insurance and savings parts are always calculated separately and usually do not affect each other.

Children in twins and triplets are taken into account separately when calculating the new pension. That is, each child will have their own pension point. At the same time, the Pension Fund still takes into account a maximum of four children.
