The Muscovite Social Card (SCM) is a microprocessor plastic card that is issued to beneficiaries living in the capital of Russia.

You can apply for a social card through Gosuslugi, the mos.ru portal, or at the MFC - in person or through a representative (by proxy). For all questions regarding the registration of a social card, you can contact us by phone from 8:00 to 20:00 every day.

The procedure for issuing a card is regulated by Moscow Law No. 70 of November 3, 2004 “On measures of social support for certain categories of residents of the city of Moscow.” The categories of residents of Moscow and the Moscow region who are eligible to receive a social card are listed in Moscow Government Decree No. 668-PP dated November 18, 2014 (Appendix No. 3).

The service can be obtained at any of the 100 state centers, the addresses of which can be found on the official website of the mayor of Moscow (you must first register on this portal), and you can also make an appointment there. In some cases, the application can be submitted electronically.

Types of Muscovite social cards and benefits

There are several types of SCM, including:

  1. social card of the beneficiary;
  2. SCM of a university student or resident;
  3. school or college student card;
  4. SCM for a pregnant woman;

Service discounts

Today, the partners of the Muscovite Social Card project are more than 7,500 points of the trade and service network in Moscow and the Moscow region. By paying for goods or services using a social card, its owner can receive discounts:

  1. in pharmacies;
  2. in shops and supermarkets;
  3. in catering establishments;
  4. in insurance companies;
  5. in banks when applying for a loan, etc.

Each partner has the right to independently set discount rates for cardholders.

Transport services

All categories of citizens entitled to free travel can use a social card. It will provide free use of any city public transport, including the metro, as well as commuter trains.

The card gives schoolchildren, students, students and graduate students the opportunity to purchase public transport tickets at a discounted price. In addition, from September 1 to June 15, using a plastic carrier, you can buy a ticket for commuter trains with a 50 percent discount. Who is included in the category of beneficiaries?

  • WWII veterans.
  • Heroes of the USSR and the Russian Federation, awarded orders and medals of the USSR and the Russian Federation, bearing honorary titles.
  • Orphans.
  • Disabled people of groups I and II, disabled people of groups II and III with limited ability to work, as well as persons accompanying them.
  • One of the parents and children of a large family.
  • Pensioners.

What documents are needed for registration?

  • Papers that can confirm the right to receive benefits (pension certificate, disability certificate, war veteran certificate, certificate of a mother of many children, etc.).
  • Passport.
  • Birth certificate (up to 14 years old).
  • Medical insurance policy.
  • SNILS.
  • 3x4 photo (optional).

The procedure for registering SCM involves 3 stages.

  1. Submit an application through the MFC “My Documents” with a full package of the above papers.
  2. The card is prepared within 30 calendar days after submitting the application. For this period, a discounted pass for all types of public transport is issued.
  3. Receipt of the SCM is carried out in the same place where the documents for its registration were submitted. You need to take with you the tear-off coupon of the application for the issuance of SCM and your passport.

It is better to write down the 16-digit bank card number somewhere so that if the card is lost, it can be quickly restored.

SCM is provided to university students and residents subject to the following conditions.

  • For full-time study at higher educational institutions in Moscow (applies to foreign citizens receiving higher education in the capital of the Russian Federation).
  • For full-time studies at universities in other cities of Russia, if you have Moscow registration.

The registration procedure depends on whether the student is a citizen of the Russian Federation.

Before applying for SCM, you must find your name in the student register on the website. If you have not found yourself, you need to sign a consent to the processing of personal data at the university.

Students who are citizens of the Russian Federation can apply for SCM online (to do this, you need to be registered on the mos.ru portal). In the application, you must indicate your passport and compulsory health insurance policy information, registration address, select a university and course of study, leave your contact information, and attach a photo in JPEG format. After this, you need to select a bank and MFC where the student can receive a card. As soon as the SCM is ready, a message will be sent to your personal account on the website.

In other cases, the service can only be received in person. To do this, you need to take with you an identity document (foreign citizen’s passport, residence permit, etc.) and a 3x4 cm photo.

Persons registered and studying outside of Moscow, under 14 years of age or who do not have registration marks in their passports, must also provide a single housing document, a copy of the financial and personal account of the tenant of the residential premises or an extract from the house register.

Women who register with an antenatal clinic before the 20th week of pregnancy and are registered in Moscow are also entitled to receive SCM.

The following documents will be required for registration:

What to do if your social card is taken away for traveling without a student ID

Despite the fact that there are plenty of warnings about the need to show a student ID to confirm a discounted fare, many students forget the document at home. Do they have the right to select SCS?
